3. PURPOSE:

The purpose of this acquisition is to purchase a new HITACHI ARIETTA 70 ULTRASOUND SYSTEM OR EQUAL for the Radiology Department at the Northern Cheyenne Service Unit, 420 North Cheyenne Avenue, Lame Deer, Montana.

4.

SCOPE:

4.1 The contractor shall furnish, deliver and install a new ARIETTA 70 ULTRASOUND SYSTEM OR EQUAL.

4.2 The ultrasound system shall be shipped F.O.B. Destination.

4.3 Set up and validation of the ultrasound must be performed by the contractor’s service trained representative.

4.4 The new equipment and accessories must meet the manufacturer’s specifications.

4.5 The contractor is responsible for any missing parts and components and must ensure the ultrasound is fully operational.

5. SALIENT CHARACTERISTICS:

The salient physical, functional and performance characteristics of the proposed ultrasound must be equivalent to the technical specifications of an ARIETTA 70 ULTRASOUND SYSTEM. Link: http://www.hitachi-aloka.com/products/arietta-70/womens-health).

ARIETTA 70 is a high-performance diagnostic ultrasound system exclusively focused on the creation of high quality “sound” using Symphonic Technology – a combination of developments that include raw materials for the probe, design of the front-end and back-end as well as the display monitor. Versatile functions such as Real-time Virtual Sonography (RVS) where volume data from CT/MRI/US is fused with high resolution real-time ultrasound images, and Real-time Tissue Elastography (RTE) that visualizes the stiffness of tissue in real time can be incorporated.

Shear Wave Measurement (SWM): SWM incorporates a reliability indicator, VsN, from which the precision and reproducibility of the median shear wave speed measurement can be assessed. Combination use of SWM and RTE is now achievable with one transducer, to gain a better understanding of the clinical condition of the liver.

3D Sim-Navigator: In addition to Real-time Virtual Sonography (RVS), the 3D SimNavigator simulates needle placement in fusion imaging mode. The positional relationship of multiple needles used for ablation treatment can be assessed using the 3D body mark created from the virtual CT or MR volume data.

· Multi-layered Crystal - Using multiple layers of crystal within each element, Hitachi Healthcare’s probes minimize signal attenuation during transmit and receive to increase penetration.

· Compound Pulse Wave Generator - CPWG+ is a unique transmission technology that allows Arietta 70 to generate pulses to the ideal theoretical waveform. As a result, the heat generation during electro-acoustical conversion is minimized. This allows the use of stronger pulses to improve penetration, contrast and spatial resolution, and signal-to-noise ratio.

· Pixel Focusing - Arietta 70 dynamically focuses at the pixel level improving resolution and image uniformity.

· Ultra Backend - The high-speed digital computing of the Ultra Backend fuels the various real-time image processing features of Arietta 70 of frame rate.

· IPS-Pro Display Monitor - Developed initially by Hitachi Displays, Ltd., In-Plane Switching (IPS) was the first LCD technology to improve viewing-angle. The Arietta 70’s IPS-Pro display doubles the half-contrast viewing angle of these displays while also improving contrast, black levels, and switching speed.

15. EVALUATION FACTORS:

The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Factor 1: Descriptive Literature

The offeror must submit descriptive literature, in accordance with Federal Acquisition Regulation (FAR) 52.214-21, “Descriptive Literature” (APR 2002), that addresses the salient physical, functional and performance characteristics of the proposed Ultrasound system, delivery, installation, training and warranty.

Factor 2: Past Performance

The Contractor must demonstrate its record of successful performance in past contracts and/or jobs, Government and/or Commercial. Each offeror will be evaluated on its performance for existing and prior contracts/jobs. The offeror must include at least three references.

Factor 3: COST/PRICE

3.1 The offeror agrees to hold the prices in its quotation firm for 60 calendar days from the date specified for receipt of offers.

Price quotes should adhere to the pricing structure established in the “Price Schedule”. Each offeror’s price quote must be based on the Government’s technical requirements. If the prices to be used are based on a published price list, or catalog, the offeror shall so state, and provide a copy of the document with the price quote. If the quote is based on current market prices, not otherwise published, or are prices applicable only to the proposed purchase order, the offeror shall so state.

The “Price Schedule” shall be completed by the offeror in accordance with the following:

i. The prices contained in the price schedule must reflect the total cost of the ultrasound system.

ii. Price is not assigned an adjectival rating or scored. It will be evaluated to determine whether it is reasonable and if the quotation reflects an understanding of the requirement. This factor will be evaluated utilizing price analysis techniques identified in FAR Part 13.106-3. Analysis will include review of price reasonableness and balanced pricing. Offerors are cautioned that "materially unbalanced" prices and/or unreasonably high or low prices may cause your quotation to be deemed unacceptable and rejected.

16. EVALUATION APPROACH:

The content of the written quotations, as well as information derived from discussions/negotiations, if discussions are held, will be evaluated to determine the degree and extent to which the requirements and objectives set forth in the solicitation are satisfied. No assumption will be made by Government evaluators regarding areas not defined in the offeror’s written material/information provided to the Government for evaluation.

17. EVAULATION METHODOLOGY:

The quotations will be evaluated in accordance with the evaluation factors. Any quotation that is unrealistic, in terms of price; delivery time; past performance; or a departure from the salient physical, functional and performance characteristics of the ultrasound system will be deemed unacceptable.

18. BASIS FOR AWARD:

Selection of the successful offeror will be made based on price and other price related factors (i.e., delivery time; past performance; salient physical, functional and performance characteristics of the proposed Ultrasound system, installation, training and warranty).
