Requisition Number: DJF-19-0700-PR-0005695 Version 1.0 Page 1 of 5
FEDERAL BUREAU OF INVESTIGATION
JUSTIFICATION FOR OTHER THAN FULL AND OPEN
COMPETITION
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION IN ACCORDANCE WITH
AUTHORITY 41 USC 3304(A)(1)
Requisition Number: DJF-19-0700-PR-0005695
Date: July 2, 2019
Estimated Contract Dollar Value: $121,507.30
1. Identification of the agency and contracting activity.
The U.S. Department of Justice, Federal Bureau of Investigation, Science and Technology
Acquisition Unit, has prepared this justification for other than full and open competition for a color
Full Spectrum Imaging System (FSIS) on behalf of the Forensic Imaging Unit (FIU), Laboratory
Division.
2. The nature and/or description of the action being approved, i.e., sole source, limited competition, establishment of a new source, etc.
The proposed action shall be a one time, firm fixed price, sole source contract to Arrowhead
Scientific, Inc., 11030 Strang Line Road, Lenexa, KS 66215.
3. A description of the supplies or services required to meet the agency’s needs.
The LPSU Latent Imaging Team (LIT) has the primary function of processing evidence for the development and photographic capture of latent prints. The LIT photographers use high resolution digital cameras to photograph developed latent prints for encoding and searching by
Latent Print Operations Unit (LPOU).
The materials on which latent prints are developed are often difficult or impossible to capture using traditional visible light forensic imaging techniques. In these cases the Technical
Imaging Group must use the Reflected Ultraviolet Imaging System (RUVIS) in order to capture friction ridge detail on these surfaces.
To complete the mission of the LPOU in a timely and more efficient manner LIT requires digital camera systems capable of directly capturing latent print detail visible in the 254nm wavelength range at the FBI required 1000ppi resolution when the images is scaled 1:1. The
RUVIS System enables Latent Fingerprint Technicians to visualize latent prints at Far-UV wavelengths (254nm) invisible to the human eye, using band pass filters and image intensifier tubes. Due to the resolution limitations of the RUVIS intensifier tubes they are not sufficient
Requisition Number: DJF-19-0700-PR-0005695 Version 1.0 Page 2 of 5 to meet FBI print photography requirements of 1000ppi at 1:1 magnification. Therefore, the
LIT currently uses a film based RUVIS capture system. This film based system involves the use of chemicals, consumables and processing equipment that are costly in time and labor and produce waste products which are costly to manage. Furthermore, due to the rapid decline in commercial uses for film photography, the materials required to support this system are becoming difficult to procure as it is expected these processes will become completely obsolete in coming years. The risk to the LIT is the inability to efficiently capture RUVIS images at the production levels necessary to support Linear Forensic Processing Line volumes and eventually the loss of RUVIS imaging at all as film become obsolete.
LIT requires the purchase of the Full Spectrum Image Capture System/FSIS Color Lab to produce photographic imagery for use in forensic examinations. This system must be very high in resolution, with the ability to display images in real time. Previous versions only allowed the photographer to view the image in black and white. This one displays the evidence as they are normally seen by the eye. The latent print examiners also use this system to view the evidence as well; the photographer would need to use the same piece of equipment in order to fulfill the photo request for services.

4. The statutory authority permitting other than full and open competition.
The statutory authority permitting other than full and open competition is 41 USC 3304(a) (1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1entitled, “Only One
Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
5. Demonstrate the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.
The Full Spectrum Image Capture System/FSIS Color Lab and its accessories will be specifically adapted to be used in conjunction with the current FSIS systems in the FIU. To allow optimization for use in casework the products being requested must be the same as the current FSIS in use which is the Full Spectrum Image Capture System/FSIS Color Lab. The FSIS components are designed to be used interchangeably which will provide optimization of use in house and when deployed by
HEAT, the disaster squad, or other necessary deployments. It is essential that FIU receive these exact products.
The Full Spectrum Image Capture System/FSIS Color Lab and the accompanying accessories are manufactured and sold solely by Arrowhead Forensics.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.
The FBI will publicize this requirement on the Federal Business Opportunities website. This announcement will give an opportunity for other vendors to demonstrate their ability to meet the
FBI’s specific needs through a submission of technical capabilities and cost information.
7. The anticipated dollar value of the proposed acquisition, including options if applicable, and a determination by the Contracting Officer that the anticipated cost to the
Government will be fair and reasonable.
Before awarding a contract, the Contracting Officer will perform a price analysis in accordance with FAR 13.106-3.

8. A description of the market research conducted and the results.
Market research was conducted by searching the internet. It was determined that the FSIS
Color Lab is the only product on the market that can meet the requirements. It was also determined that is manufactured and distributed solely by Arrowhead Forensics.
9. Any other facts supporting the use of other than full and open competition.
See section 5 above.
10. A listing of any sources that expressed a written interest in the acquisition.
A synopsis will be posted on the Federal Business Opportunities website. This synopsis will give an opportunity for other vendors to demonstrate their ability to meet the FBI’s specific needs through a submission of technical capabilities and cost information.
11. A statement of any actions the agency may take to remove or overcome any barriers to competition, if subsequent acquisitions are anticipated.
The FIU will continue to conduct research on other available products on the market to ascertain if the will meet the requirement on future procurements.
