Location: Camp Rapid and West Camp Rapid, SD

Time Requirements: Normal meal time hours each day for breakfast, lunch, and dinner with exceptions worked through the Government POC

Estimated Attendance: Average of 150 meals per serving for breakfast and dinner, 50 meals per serving for lunch. Some days will require 150 meals for lunch.

EVENT REQUIREMENTS:

The Regional Training Institute (RTI) and South Dakota Army National Guard (SDARNG) has a requirement to support scheduled training with meals. The requirement is for contractor delivered and served meals at the following location:

Delivered Location is:

Bldg 803 Camp Rapid, SD 57702

And

West Camp Rapid at two locations: The OPFOR ready shack and TAA Rushmore

The specifications are as follows:

MENU INFORMATION/FORMAT

MENU’S: The enclosed Menu Plan is structured with the intent to meet the increased nutritional demands of intense training and provide a variety of selections resulting in a high percentage of satisfied diners. The menu and standards have been devised from the Soldier Fueling Initiative (SFI) and the Armed Forces Recipe Service TM 10- 412 to improve readiness and increase Initial Military Training (IMT) Soldier fitness and performance. Menu combinations offered at each meal must provide variety, contrast in texture, flavor, and color. All items available at the beginning of the meal are available throughout the meal. See the items listed below and the Daily Menu Plan to plan each specific day’s menu. All sanitation and food storage and serving standards are regulated by TB MED 530, Food Service Sanitation.

Vendor will deliver/prepare and serve meals to soldiers, this way food should not run short. It will also be the vendor's responsibility to coordinate with the SDARNG point of contact (POC), to make sure every Soldier has been served before leaving the premise. The Government will provide the facility for serving meals. The Government can provide a facility for the initial preparation and storage of food, if requested in advance. A onetime fee of $50.00 and an estimated rate of $32.00/day per SDNG Pam 405-70. The charge is a separate action from this solicitation and will only apply if the vendor uses the kitchen for food preparation and shall be paid in advance to SDARNG POC.

The vendor shall provide a sample menu with their quote. The vendor shall provide all subsistence, supplies, disposable plates, napkins, cups, disposable utensils and labor for commercial meals. The vendor is responsible for ensuring facilities are restored to the condition in which received, fair wear and tear accepted to be determined at termination or completion of the contract. The vendor is responsible for the collection and disposal of any trash resulting from the meals served. The vendor shall provide a cash box and necessary cash change and be able to accept electronic payment (debit/credit cards).

QUANTITY OF MEALS TO BE SERVED: The number of meals to be served will be dependent on the number of personnel that participate in the training exercise. The Government will be liable for the number of meals consumed by SUBSISTENCE-IN-KIND (SIK) personnel as verified by the Government Point of Contact (POC).

See Tentative Numbers for meal quantity estimates. Past History indicates 70% of the meal quantity estimate is closer to the actual numbers. For any meal where only staff are to be served the Government Guarantee’s 20 meals unless prior coordination is made for number of meals to be served.

Because the actual number of meals to be served will be unknown at the time of award, the contract shall provide funding for the estimated numbers of meals. The Contractor shall not exceed the dollar figure listed within Block 28 of the SF1449. If the Government determines that additional monies are required for continuation of the contract, the Contracting Officer shall incorporate the additional monies upon receipt of a certification of funds.

Approximately one week in advance, the SDARNG POC will coordinate serving times and provide the vendor with the number of troops expected for the meals. This will be a Not-To-Exceed Award meaning the final award amount will be equal to or less than the amount of estimated meals. Vendor to submit an electronic invoice via Wide Area Work Flow (WAWF) for the services provided. Instructions will be included in the award for invoicing. Vendor will complete the Contractor’s Manpower Report found at https://contractormanpower.army.pentagon.mil or https://cmra.army.mil. Vendor can charge the Government a fee for completing the Contractor’s Manpower Report but shall include it as a separate line on their price quote.

The initial contract period shall be for 2 weeks, with 1 additional option period of 2 weeks for Fiscal Year 2021. The Government will provide preliminary written notice at the end of performance period to inform the contractor whether the Government desires to exercise the option period. If the scope of work changes prior to any option period the Government will notify the Contractor of such and the new requirement will be solicited. The maximum length of the contract and option period shall not exceed 2 performance periods.

CLIN 0010 - 0050 Base Period (Performance Period: July 11 – 25, 2020) CLIN 1010 - 1050 Option Period 1 (Anticipated Performance Period: July 2021)

SUBSISTENCE-IN-KIND (SIK). SIK diner is a patron whom the Government has a responsibility to provide subsistence, and by providing the meal it is considered to be in the Government’s best interest.

WAGE DETERMINATION

No. 2015-5368, Revision No. 13 dated 23 Dec 2019

WAGE DETERMINATION

The Service Contract Act states that employees must be paid in accordance to Department of Labor’s (DOL) prevailing labor rates. The prevailing determination for this requirement is No. 2015-5368, Revision 13 dated 23 Dec 2019. The following listing is an excerpt of the prevailing wage determination and provides information regarding the food preparation occupations only. Additional work occupations and information are listed within Determination 2015-5368. Although the following is only an excerpt of the prevailing wage determination, the Contractor is required to comply with the complete document, to include health, welfare, vacation, holidays, uniform, etc. If Contractor anticipates utilizing any other occupations such as janitor, laborer, etc., he should immediately contact the Contracting Officer for the additional minimum hourly wage and benefits information. The Contractor shall post a copy of the wage information in accordance with the contract document.

The Government reserves the right to complete on-the-spot labor interviews of the Contractor’s personnel. The Contractor shall maintain complete payroll documentation which is to be made available upon request by the Government.

FRINGE BENEFITS:

In addition to the hourly wage rates listed above, employees are to receive the following fringe benefits for ALL occupations included within Wage Determination 2015-5368, Revision 13, dated 23Dec19.

HEALTH & WELFARE: Life accident and health insurance plans sick leave pension plans civic and personal leave severance pay and savings and thrift plans. Minimum employer contributions costing an average of $4.54 per hour computed on the basis of all hours worked by service employees employed on the contract.

VACATION AND HOLIDAYS are also addressed within the wage determination.

UNIFORM ALLOWANCE: IT IS NOT A FEDERAL GOVERNMENT REQUIREMENT THAT EMPLOYEES

UNDER THIS CONTRACT WEAR UNIFORMS. The prevailing wage determination contains explicit instructions regarding uniform benefits. If employees are required to wear uniforms in the performance of this contract (either by the terms of the Government contract, by the employer, by the state or local law, etc.), the cost of furnishing such uniforms and maintaining (by laundering or dry cleaning) such uniforms is an expense that may not be borne by an employee where such cost reduces the hourly rate that are required by the wage determination.

If it is determined tht uniforms are to be worn, you are strongly urged to obtain a copy of the complete wage determination from the Contracting Officer.
