Question regarding Performance Work Statement

1. Regarding access to the wastes to be sampled, i.e. vessel waste, battery electrolytes, we presume they will all be relatively accessible (in drums, other containers) and not in situ like in an oil/water separator. Please confirm if this is correct. If not, please explain access to the waste to be sampled.Correct. Waste samples will be containerized and within the footprint of Base Kodiak’s Hazardous Waste Storage Building (consisting of 3 separate storage areas).

2. For sampling, will the contractor need to open up batteries or have they been drained into a container? The batteries would not be emptied unless previous damage caused the cell to not be contained in its original form.

3. For sampling aerosol can drainings will the cans need to be opened or are these liquids in another accessible container? Aerosol draining are in a different container and will be easily accessible.

4. For sampling, are contaminated soils and sand-blast media accessible in stockpiles? If so, will we need equipment to get to the base of the stockpiles for sampling as is typically required by the ADEC?Typically, the contaminated soils or sand-blast media will be containerized. Rarely will samples be taken in a stockpile, and no equipment will be necessary.

5. We see no period of performance or work schedule for the tasks or deliverables. Please provide a work schedule for this solicitation. It will be difficult to cost this project without one. Contract period of performance would be 365 days from the date of award. The work schedule will be dependent upon sampling need.

6. In the PWS, the table on page 6, REGULATED WASTE SAMPLING AND ANALYSIS OUTLINE (Section 6.2), contains green highlights that list “Each Batch” in the Analysis Frequency column. What does “Each Batch” mean/ represent? Please explain.“Each Batch” represents the requirement to sample that specific waste stream every time it is accumulated vs. the three year requirement for other waste streams noted.

7. GSA eBuy has the RFQ close time listed as 12am EDT on July 29th. Is this correct?Yes. That is the correct time and date for the closure of this request.
