(i) This is a combined synopsis/solicitation for commercial services and items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued.

(ii) The solicitation number is 75N95022Q00398 and the solicitation is issued as a Request for Quotation (RFQ) on a non-competitive (sole source) basis under the authority of 10 U.S.C.

2304(c)(1) and 41 U.S.C. 3304(a)(1) under provisions of the statutory authority of FAR Subpart 13.106-1 A(b)- Only one responsible source and no other supplies or services will satisfy agency requirements. A fixed price purchase order is contemplated for this requirement.

This acquisition is for a commercial item or service and is conducted under the procedures as prescribed in FAR subpart 13 —Simplified Acquisition Procedures and FAR subpart 12— Acquisition of Commercial Items and is not expected to exceed the simplified acquisition threshold.

This is a Non-Competitive Combined Synopsis Solicitation to Award a Contract or Purchase Order without providing for full or open competition (INCLUDING BRAND-NAME).

(iii) The solicitation document, the incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2022-07 dated 08-10-2022.

(iv) The North American Industry Classification System (NAICS) code for this procurement is 334516 – Analytical Laboratory Instrument Manufacturing. This requirement is not a small business set aside.

(v) This acquisition shall consist of the following items:

(vi) The National Institute of Neurological Disorders and Stroke (NINDS) is necessary to provide supplies and reagents to the Neurodegenerative Disease Research Unit for single-cell immune profiling. Currently these are the only kits in the market that provide the specificity the study is designed for in a single cell level.

(vii) NIDA anticipates a firm fixed price purchase order shall result from this solicitation.

(viii) The provision at FAR Clause 52.212-1 Instructions to Offerors—Commercial Items (NOV 2021) is applicable to this solicitation.

(ix) The provision at FAR clause 52.212-2, Evaluation – Commercial Items (NOV 2021), applies to this acquisition. All offerors evaluated based on technical acceptability based on the purchase description and proposed prices will be evaluated on reasonableness. An award will be made to the offer that is the lowest evaluated price and meets or exceeds the acceptability standards for non-price factors. The non-price factors include the demonstrated technical capability to comply with the salient characteristics, the Purchase Description, as well as past performance.

Offerors price quote will be evaluated for reasonableness. For a price to be reasonable, it must represent a price to the government that a prudent person would pay when consideration is given to prices in the market. Normally, price reasonableness is established through adequate price competition, but may also be determined through cost and price analysis techniques. Price evaluation will not be conducted on any Offeror determined to be technically unacceptable.

(x) The Offeror is to include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications—Commercial Items (MAY 2022), with its offer.

(xi) The provision at FAR Clause 52.212-4, Contract Terms and Conditions—Commercial Items (Nov 2021), applies to this acquisition. See Attachment 2 – FAR 52.212-4 Addendum.

(xii) The provision of FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (May 2022), applies to this acquisition. See Attachment 3 – FAR 52.212-5 Addendum.

(xiv) The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement.

(xv) This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this solicitation must include enough information to establish the interested parties’ bona-fide capabilities of providing the product or service. A determination by the Government whether to compete this proposed contract based upon responses to this notice is solely within the discretion of the

Government. Information received will be considered to determine whether to proceed on a non-competitive basis as indicated above, or to conduct a competitive procurement.

In the response, Offerors shall cite the RFQ number 75N95022Q00398 and the name of firm in the subject line of email submittal. Fax responses will not be accepted. In addition, the Unique Entity ID (UEI) the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

The response to the combined synopsis/solicitation is due no later than September 6, 2022, at 12:00 P.M. Eastern Standard Time (EST). Quotes submitted after the deadline may not be considered.
