Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;

quotations are being requested, and a written solicitation document will not be issued.

This solicitation is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101 10-26- 2018. This solicitation is being requested as Brand Name or Equal IAW FAR 52.211-6.

The associated North American Industrial Classification System (NAICS) code for this procurement is 334516, with a small business size standard of 1000 employees.

Award shall be made to the offeror whose quotation is the lowest price technically acceptable.

The government will evaluate information based on the following evaluation criteria: price, delivery, and technical acceptability.

Price – This the total amount of the offeror’s quotation to include all items listed on the schedule of supplies and any charges for shipping/handling (starting Page 1 of this RFQ).

Delivery – This is the offeror’s ability to deliver the equipment within 30 days ARO.

Technical acceptability – This is the offeror’s ability to provide equipment in accordance with the following salient characteristics:

STATEMENT OF WORK (SOW)

A. GENERAL INFORMATION

1. Title of Project: Purchase of Real-time Quantitative PCR Instrument

2. Scope of Work: The Research Department located at the Central Texas Veterans Health Care System (CTVHCS), 1901 S. 1st Street, Temple, Texas has requested to purchase a real-time qPCR (quantitative polymerase chain reaction) instrument that is capable of performing qPCR with a 384-well plate set up, as well as 96-well plate set up.

Background: Research group at CTVHCS requires a critical piece of equipment such as real-time quantitative PCR instrument for completion of multiple federally funded research projects at our facility. The instrument allows amplification of DNA or cDNA targets in the presence of fluorescent dyes for the purpose of pathogen detection, strain typing, viral load determination, gene expression analysis, determination of copy number of starting samples, gene array cards among others. The data files generated can be stored in the instrument and analyzed using appropriate software for interpretation.

DESCRIPTION of EQUIPMENT: This requested piece of equipment needs to have all of the following attributes and capabilities:

1) Must have up to four (4) user-interchangeable blocks to accommodate 96-well (0.1 mL and 0.2 mL) plates, 384-well plates, and TaqMan Array Cards.

2) Must be automated and installed without the need of a computer including a set of securities, audit and signature features that is designed to assist in 21 CFR 11 compliance.

3) Must have an optional RNaseP Verification Plate to verify performance and dye calibration.

4) Must include a long-lasting (5 years or more) bright white LED (Light Emitting Diode) source and can be used with 100V-240V without modification or special plug requirements.

5) Must be able to collect information on both TaqMan and SYBR chemistries in the same run

6) Must contain on-board storage capability with memory capacity of 10GB for storing between 1000-5000 standard absolute quantification run files with a touch screen interface for ease of use and a power failure mode for run protection in case of power outage.

7) Must be supported by a suite of softwares that are designed to analyze the fluorescence data for the applications of absolute quantification, relative quantification, presence/absence assays, and allelic discrimination/SNP (Single Nucleotide Polymorphism) detection.

8) Must include a software that allows for flexible customization of run protocols, creation of secure templates that are locked with a password to limit modification of the run setup, provides raw fluorescent data and multicomponent (segregated by dye type) data for troubleshooting of experiment, includes pre-optimized run protocols for applications like Standard Curve, Relative Standard Curve, Relative Quantification Gene Expression, and

SNP Genotyping with both TaqMan and SYBR Green chemistry for quick start of runs, and provides a single metric for curve quality check.

9) Must have a software designed to export all run results including raw and analyzed data to user configurable format in Microsoft® ExcelTM and RDML(Real time Data Markup Language, compliant with MIQE Guidelines)

10) Software that is used to analyze data created by instrument must be free to registered users.

11) Software updates for the instrument should be free and Vendor should not require forced software/firmware updates that will disable the instrument if not installed.

SHIPPING: Shipping needs to be performed by personnel trained to safely transport sensitive equipment.

Training: Purchase of the equipment needs to include installation by professionally trained field service engineers and a full-day of hands-on orientation training package by field application scientists..
