Award shall be made to the offeror whose quotation is the lowest price technically acceptable. The government will evaluate information based on the following evaluation criteria: price, delivery, and technical acceptability.

Price – This the total amount of the offeror’s quotation to include all items listed on the schedule of supplies and any charges for shipping/handling (starting Page 1 of this RFQ).

Delivery – This is the offeror’s ability to deliver the equipment within 30 days ARO.

Technical acceptability – This is the offeror’s ability to provide equipment in accordance with the following salient characteristics:

STATEMENT OF WORK (SOW)

A. GENERAL INFORMATION

1. Title of Project: Purchase of Automated Liquid Handling System

2. Scope of Work: The Research Department located at the Central Texas Veterans Health Care System (CTVHCS), 1901 S. 1st Street, Temple, Texas has requested to purchase an automated liquid handling system that has been optimized for use with the Illumina Nextera DNA Flex Library Prep Kit and other high-throughput protocols for whole genome sequencing and nucleic acid isolation.

Background: Infectious Disease Research group requires an automated liquid handling system for the implementation of high-throughput protocols for whole genome sequencing and other experiments. This is a critical piece of equipment that is required for completion of VA funded research projects at our facility. The instrument needs to be a contained automated liquid handling system that moves with precision and accuracy to reduce any potential cross contamination or setup errors. The instrument software must be user-friendly and easily adaptable to protocols unique to the research group.

DESCRIPTION of EQUIPMENT: This requested piece of equipment needs to have all of the following attributes and capabilities:

1) A worktable and unlimited park positions for programming flexibility

2) Completely contained outer housing to provide user and sample protection

3) CleanCap with UV light and HEPA filter for decontamination and clean air conditions: HEPA filter for clean air inside (Air flow with 70-80 m3/h and filter class E10) and UV lamp for decontamination of workspace (UV light with 39 μW/cm2 power and 254 nm (UV-C) main wavelength)

4) Optical confocal infrared sensor (US patent 6,819,437) to provide contact free detection of liquid levels, tools used, tips & tip-types, labware setup and quantities by means of measuring the light reflection of surfaces.

5) Liquid surface must be 90 ± 3o to the vertical plane of the optical sensor

6) Integrated ThermoMixer module that facilitates heating, cooling and mixing of samples in one location, combines high-speed 2-dimensional orbital mixing with heating and cooling technology and can be operated while simultaneously pipetting onto other stations.

7) Maximum payload of 1,000 grams

8) Mixing range of off, 300 - 2,000 rpm

9) Temperature range of -15°C below RT to 95°C

10) Heating rate of 5°C/min

11) Cooling rate of 3°C/min

12) Automatic exchange of pipette tools and gripper within program methods

13) Available Gripper tool to allow for moving labware to different deck positions or stacking of plates and tip boxes

14) MultiCon touch screen computer to be supplied with the instrument for controlling the software and system functions; can also be controlled with the included keyboard and mouse.

15) MultiCon with 5 USB and 2 Ethernet ports

16) CSV and XML file exchange via USB or LAN

17) Must include: calibrated pipetting/dispensing tools: 200 nL - 10 μL eight channel head, 1.0 - 50 μL in single and eight channel heads, 20 - 300 μL in single and eight channel heads, 40-1000ul eight channel head (Pipetting tools which can be autoclaved at 121°C)

18) Free jet dispensing to enable contact free dispensing of samples from the pipette tip into labware reducing the possibility of cross-contamination and contact dispensing for volumes below 1 μL maximizes pipetting accuracy for minute sample volumes and viscous liquids.

19) Parameters for pipetting/dispensing tool that can be adjusted directly within the program: Aspiration speed, Dispensing speed, Blow delay, Blow speed, Blow movement, Immersion depth Aspiration, Immersion depth Dispense, Initial stroke, Prewetting SHIPPING: Shipping needs to be performed by personnel trained to safely transport sensitive equipment.

Training: Purchase of the equipment needs to include installation, on-site customer training, and assay optimization.

SERVICE and WARRANTY: Purchase of the equipment needs to include installation, on-site customer training, and assay optimization.
