General Information

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2. This solicitation is being issued as a(n) Request For Quotation (RFQ).

3. This solicitation document and incorporated provisions and clauses are those in effect through:

Instructions to Offerors

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:

1. Quotes in response to this solicitation must be submitted no later than 18 September 2023 at 1500hrs British Summer Time (BST).

PART I - Price

PART II - Technical

Quotes are required to demonstrate that the work will meet all technical specifications detailed within the SOW.

Specifically, the quotes should demonstrate how they will meet the following sections of the SOW:

- 1.1.1, The addition of a 16-port expansion module in the SCN Core, located in B 29 and all required software programming

- 1.2.1, EFI&T of seven additional drops to include PTT phones, fiber modems, and cabling

- 1.2.2, Additional Initiator Console (recorder and UPS too)

- 1.5, Provide a complete list of Materials

- 3.0 Address each sub paragraph under 3.1, 3.2, 3.3, 3.4 and 3.5

PART III - Past Performance

Offerors shall provide at least one (1) example of Recent and Relevant (defined below) past performance similar in scope to what is outlined in Attachment 1 - Statement of Work

(i) Recency: Services must have been performed within the last five (5) years from the issuance date of solicitation.

(ii) Relevancy: Past performance has to be similar in scope, to the work detailed in the SOW.

Evaluation Criteria

FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

- To be deemed technically acceptable, offerors must demonstrate that the quote will meet the technical requirements of the SOW.

The quotes will be evaluated on how they demonstrate that they will meet the following sections of the SOW:

- 1.1.1, The addition of a 16-port expansion module in the SCN Core, located in B 29 and all required software programming

Part III - Past Performance

When evaluating past performance, the govt will assign a rating of Acceptable or Unacceptable, as described below:

- Acceptable = Past performance demonstrates a reasonable expectation that the offeror will successfully perform the requirements of the PWS.

- Unacceptable = Past performance does not demonstrate a reasonable expectation that the offeror will successfully perform the requirements of the PWS.

The Government will use a "best value" approach when evaluating these factors IAW FAR Part 13. An Award will be made to the offeror that presents the "best value" to the Government, contingent upon the availability of funds.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract when the offeror returns a signed copy and the Contracting Officer signs the award document. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(c) Interactions between the Contracting Officer and the offeror(s), after the receipt of quotations that are undertaken with the intent to address any aspect of the quotations may be conducted with all, some, or none of the offerors. The Government reserves the right to award all, some, or none of the requirements in this solicitation.

5352.201-9101 USAFE Ombudsman Oct 2019

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
