Addendum to 52.212-2 EVALUATION—Commercial Products and Commercial Services (NOV 2021)
Quotes will be evaluated IAW FAR 13.106, which will be based on price and technical capability.

Technical factor. The vendor shall provide a complete description and specifications of the items included in the quote. The information submitted must be sufficient for the Government to assess the technical capability of these items to fulfill the same or similar end result as the solicited specifications. ACCEPTABLE Quoted items clearly meet the minimum requirements of the solicitation.
UNACCEPTABLE Quoted items do not clearly meet the minimum requirements of the solicitation.
Award process. The Government intends to award to the lowest priced, technically acceptable vendor. The evaluation process will go as follows:
a) The Government will evaluate all quotes for total price, ranking from lowest to highest total evaluated price.
b) The lowest priced quote will then be evaluated for its technical capability. The quote must receive an acceptable rating in order to be considered for award.
c) If the lowest priced quote is measured unacceptable, the second lowest will be evaluated. This shall continue until a quote with an acceptable technical capability is found; an award will then be awarded if found to be in the best interest of the Government.
