Firms must score 80 points or higher to be considered highly ranked and potentially interviewed. Victoria County reserves extensive rights including the ability to cancel the RFQ, modify evaluation criteria, extend deadlines, reject any or all submissions, and conduct interviews with short-listed firms. All respondents must submit comprehensive SOQs organized into four tabs containing firm information, experience documentation, capacity information, and required certifications and forms including non-collusion certification, conflict of interest questionnaire, Form 1295, Israel verification form, debarment certification, felony conviction notification, and W-9. The County prohibits ex parte communication with evaluation committee members or commissioners court members prior to formal award decisions.

Victoria County (“the County”) invites you to submit a statement of qualifications for:

ENGINEERING SERVICES

Qualification Responses addressed to the Procurement Specialist will be received until August 27, 2026 at 2:00 PM CST. All Responses must be in the County’s possession on or before the scheduled date and time (no late responses will be considered).

All documents are available to be viewed and downloaded, with a free registration, at https://www.beaconbid.com/solicitations/victoria-county/open.

In accordance with Chapter 2254.004 of the Texas Government Code, the contract will be awarded to the most highly qualified provider of services on the basis of demonstrated competence and qualifications to the County. Victoria County shall evaluate the Responses on the basis of all factors described herein.

The County reserves the right to refuse and reject any or all responses, waive any or all formalities or technicalities, accept the response or portions of the response determined to be the best value to Victoria County.

I. Introduction:

Victoria County, “the County”, requests Statements of Qualifications (“SOQs”) from licensed professional engineering firms or professional engineers for the selection of engineering services in accordance with the term, conditions and requirements set forth in this request for SOQs. The County will create a pool of pre-qualified engineering firms or professional engineers with applicable experience and capability of providing the following categories of professional services for a pre-qualification period of three (3) years. Inclusion in the three (3) year pre-qualification does not guarantee the award of work.

CATEGORIES OF SERVICE: Qualified engineering firms or professional engineers should have experience and expertise in the technical areas of engineering consulting services, including, but not limited to:

• Pre-design Services and/or Contract Documents for Bidding Purposes on:

o Roadways and streets, water distribution and transmission mains, water storage facilities, hydrology and hydraulic design, storm drain systems, culvert and bridge design, channel improvements and stream restoration, storm water erosion protection, traffic and transportation systems.

• Provide a Full-service Engineer Consultant Regimen for:

o Master Plans and Capital Improvement Projections o Plat Review o Site Plan Review o Flood Damage Prevention

• Assistance During the Construction Administration Phase of Projects

ANTICIPATED TERM OF CONTRACT: The pre-qualification period will be an anticipated term of three (3) years, by mutual agreement of the firms and the County. Contracts will be issued for each project individually on an as needed basis.

DEADLINES: Qualification Submissions received by the County after the stated deadline will be returned unopened and will be considered void and unacceptable. SOQs shall be submitted electronically through https://www.beaconbid.com/solicitations/victoria-county/open. Responses WILL NOT be accepted via oral communication, telephone, electronic mail, telegraphic transmission, or facsimile transmission. NON-MANDATORY PRE-QUALIFICATION: A non-mandatory pre-qualification meeting will be held at 2:00 PM CST on August 11th at the Victoria County Engineering & Development, 311 E. Constitution St., Ste. 200, Victoria, TX 77901. All respondents interested in submitting SOQs are encouraged to attend.

II. Selection Process:

Consistent with applicable state law, the County shall select the firms for the 3-Year pool based upon the demonstrated professional qualifications and competence necessary to deliver the services required.

CLARITY AND QUALITY OF SOQs (Pass/Fail): Firms must provide comprehensive responses to every section within this RFQ in the described format. It is not the intent of the County to constrain firms with regard to content, but to assure that the specific requirements set forth in this RFQ are addressed in a uniform manner amenable to review and evaluation. Failure to do so may result in your SOQ being disqualified from further review and consideration.

Victoria County will select an evaluation committee that will receive and evaluate SOQs, they will be qualified by the evaluation criteria in section III, may interview a short list of highly qualified respondents, to be included in a firm pool of the best qualified respondents to the County.

This pool will be retained for a three (3) year period. The highly qualified respondent pool will be a list of approved firms for Victoria County.

Award of a vendor pool contract does not in-and-of-itself entitle the selected firm to any work of the County or payment from the County but instead provides the County with a list of contracted firms from which to solicit proposals if and when the County decides to use the firm pool services in performance of a project.

Upon receipt of the SOQs by the stated deadline, the County’s evaluation committee will evaluate the respondents’ qualifications and qualify them based on the following criteria. A short list of the highest ranked firms may be interviewed by the County’s evaluation committee prior to being selected for the 3-Year pool. A firm must score an eighty or higher to be considered a high ranked firm. The designated representative or evaluation committee will make its recommendation for award based on the firms with the highest point totals. Inclusion in the pool does not guarantee the award of work.

No Contact Clause Communications during Competitive Bidding Period. To ensure the proper and fair evaluation of a response, the County prohibits ex parte communication (e.g., unsolicited one-sided contact) initiated by the proposed firm to a Victoria County Commissioner Court member, employee or other designated representative evaluating or considering the responses prior to the time a formal decision has been made, except for questions to the appropriate person designated in this RFQ. Questions and other communication from responder will be permissible until 5:00 pm on the day specified as the deadline for questions. Any communication between responder and the County after the deadline for questions will be initiated by the appropriate County official or employee in order to obtain information or clarification needed to develop a proper and accurate evaluation of the response.

III. Evaluation Criteria:

The County will evaluate each SOQ as follows:

Firm's Overall Experience and History: Demonstrated professional and financial stability.

Demonstrated range of successfully completed projects with the proposed team of architects, engineers and sub consultants. This will be 30% of the total score.

Firm's Experience with Projects of a Similar Nature: Demonstrated range of successfully completed local government infrastructure projects, master plans, rate studies, or other types of projects relating to requested services. Emphasis will be on projects that were within budget and delivered on time. This will be 30% of the total score.

Qualifications of Proposed Personnel: Number, range and depth of experience of the personnel proposed for the County project. Number, range, and depth of experience of the personnel in sub consultant firms proposed, if not in Architect’s firm. This will be 20% of the total score.

Reference Projects: Three (3) reference projects completed in the last five years with associated services listed. This will be 10% of the total score.

Firm’s Proximity: Design team’s proximity to the Project and its ability to communicate with the County via the use of readily available technology during the design and construction phases.

This will be 10% of the total score.

IV. Submission Process:

The proposal shall be organized as shown below, with each section separated by a divider.

Each divider shall have a tab clearly identifying the contents of the section.

• Qualifications of the proposed project manager(s) and key personnel that will provide service to the County.

• Quality assurance program, information regarding ability to perform work in a timely manner, organization and approach of team

In order for your firm or joint venture to be considered, your firm or joint venture must be licensed in the State of Texas to engage in the lawful practice of engineering.

Failure to manually sign the Response Form may disqualify the firm.

Persons signing the proposal must be officers of the firm or otherwise authorized to execute legal documents on behalf of the firm.

V. RESERVATION OF RIGHTS

The County is issuing this RFQ in accordance with applicable laws that allow an agreement with a private entity that displays demonstrated competence and qualifications to perform the requested task.

The County reserves the right to terminate this process and to cancel or modify this solicitation process at any time. In no event will the County or any of its respective agents, representatives, consultants, directors, officers, or employees be liable for, or otherwise obligated to reimburse, the costs incurred in preparation of this RFQ, or any other related costs. The prospective firms shall be fully responsible for all costs incurred in the preparation or presentation of the RFQ submittals. The RFQ submittals will become the property of the County.

All submissions shall be subject to the Texas Public Information Act (TPIA) unless the respondent clearly and prominently identifies a particular submittal item as proprietary and said item unequivocally qualifies for this exception under the TPIA as determined by the Attorney General.

In connection with the RFQ, the County reserves all rights (which rights may be exercised by the County in its sole discretion) available to it under applicable laws, including without limitation, and with or without cause and with or without notice, the right to:

1. Cancel this RFQ, in whole or in part at any time before the execution of a contract by the County, without incurring any cost, obligations or liabilities.

2. Issue addenda, supplements, and modifications to this RFQ.

3. Revise and modify, at any time before the RFQ submittal due date, the factors or weights of factors the County will consider in evaluating RFQ submittals and to otherwise revise or expand its evaluation methodology as set forth herein.

4. Extend the RFQ submittal due date.

5. Investigate the qualifications of any firm under consideration and require confirmation of information furnished by a firm.

6. Require additional information from a firm concerning contents of its RFQ submittal and/or require additional evidence of qualifications.

7. Waive or permit corrections to data submitted with any response to this RFQ until such time as the County declares, in writing, that a particular stage or phase of its review of the responses has been completed or closed.

8. Reject at any time, any or all submittals, responses and RFQ submittals received.

9. Terminate, at any time, evaluations of responses received.

10. Appoint an evaluation committee to review RFQ submittals or responses, make recommendations and seek the assistance of outside experts and consultants in RFQ submittal evaluation.

11. Hold interviews and conduct discussions and correspondence with one or more of the firms responding to this RFQ to seek an improved understanding and evaluation of the responses to this RFQ.

12. Seek or obtain data from any source that has the potential to improve the understanding and evaluation of the responses to this RFQ.

13. Disclose information contained in an RFQ submittal to the public as required under the

TPIA.

14. Authorize firms to substitute key personnel until the County declares, in writing, that a particular stage or phase of its review has been completed and closed.

15. Waive deficiencies in an RFQ submittal, accept and review a non-conforming RFQ submittal or seek clarifications or supplements to an RFQ submittal.

16. Disqualify any firm that changes its RFQ submittal without the County of Victoria’s authorization.

17. Exercise any other right reserved or afforded to the County under this RFQ. The County reserves the right to modify the process, in its sole discretion, to address applicable law and/or the best interest of the County.

The County shall not, under any circumstances, be bound by or be liable for any obligations with respect to any services until such time (if at all) a contract has been awarded and all approvals obtained in form and substance satisfactory to the County have been executed and authorized by the County, and then only to the extent of such agreements.
