STATEMENT OF WORK
FOR
EOD FIRST RESPONDER MEDICAL SUITE
1.0 INTRODUCTION
The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTECHD) has a requirement to provide Tactical First Responder Medical Training to military personnel in various scenarios to include battlefield, remote care, prolonged transport or unique rescue when environmental conditions exist. Medical training will encompass the treatment of the trauma casualty/patient with particular emphasis on penetrating, blunt, and blast trauma in conjunction with environmental and situational concerns.
Tactical Combat Casualty Care Course (TCCC) training simulates a hostile environment where students must perform frontline first aid procedures of medical care, the different phases of medical care, and triage as they relate to medical care on the battlefield after neutralizing the enemy threat.
1.1 SCOPE
EOD FR Medical Suite is required to equip, train, and certify EOD platoons in advance combat lifesaving skills and techniques used in remote hostile environments without immediate medical evacuation support. Contractor will provide EOD First Responder Medical Suite consist of 20 Each, Item 80-0135 Kit Operator Storm / IFAK (Individual First Aid Kit) Coyote Tan; 40 Each, Item 30-0001 Tourniquet Combat Application Black; 20 Each, Item 30-0185 Holder Tourniquet Elastic Coyote Tan; 40 Each, 30-0039 Z-Fold Vacuum Packed Quickclot Combat Gauze.
Supplies will be issued to students for deployment and use during the CETT 23-001 Training and certification to be conducted at EXU-1 Command Headquaters Indian Head Maryland location.
The Contractor shall provide course curriculum and instruction for a three (3) consecutive day TFR medical training session for 10 students. Training materials designed to train students that have no previous medical training.
Students will bring their individual field or tactical gear, and personal medical kit provided from contractor for implementation into exercise scenarios.
Training shall include both classroom and practical training exercises in a realistic field environment. This course of instruction shall cover all the requisite material from the Tactical Combat Casualty Care Course (TCCC) of Instruction as mandated by the United States Special Operations Command (USSOCOM) and the Unites States Army Institute of Surgical Research (USAISR) with practical stations implemented to reinforce the respective topics covered. Care Under Fire, Tactical Field Care (TFC), and Tactical Casualty Evacuation (TACEVAC), detailed operation of all items in the Individual First Aid Kit (IFAK), the application of tourniquets, bandaging and splinting, the proper placement and use of naso-pharyngeal airways, and “Downman/ Wounded-man carry techniques.
Practical hands-on training conducted in day and low light scenarios in a field environment. This practical training is comprised of simulated njuries and simulated blood which are applied to human and live patient models.
The Contractor provided practical training areas must be located within an 80 miles radius of Indian Head, Maryland.
The Contractor is required to provide all necessary equipment, materials, and training site to support this course of instruction. The Government will provide all necessary transportation for the students to and from training locations.
2.0 REQUIREMENTS
The Contractor shall provide classroom instruction at the noted location in 4.0 and followed by a combination of hands-on technical practical exercises and full mission profile scenarios that both inform the students and afford them an opportunity to practice techniques at a location the contractor will provide with an 80-mile radius of Indian Head, MD.
The training curriculum designed to support three consecutive days of instruction with a minimum of 8 hours and maximum of 10 hours of instruction per training day for 10 students. The Contractor must provide both classroom and practical training that provides a focus in the following areas:
1) In-classroom medical training
2) Training exercise using human patient models
3) Practical procedures and skills laboratory utilizing the “Live Patient Model”
2.1 IN CLASSROOM MEDICAL TRAINING
Instruction should be applicable to a multitude of environments from desert, to urban, to the cold weather encountered at high altitude and everywhere in between ensuring that the student is trained for all environments.
The Contractor shall provide course instruction to address the following:
History of Tactical Combat Casualty Care Course (TCCC) Ballistics Three phases of TCCC: Care Under Fire, Tactical Field Care (TFC), Casualty Evacuation
(CASEVAC) with strict emphasis of the protocols to be followed in each of the three phases
Application of tourniquets with practical Wound packing and bandaging with practical Proper placement and usage of naso-pharyngeal airways with practical Review of advanced airway management techniques and procedures Down-man/wounded-man carry techniques Hemostatic agents with demonstrations Assessment and management of thoracic injuries to include needle thoracostomy Performance of secondary trauma assessment Assessment and management of shock with crystalloid/colloid fluids and transfusions of blood products
Administration of drugs to include the indications and contra-indications for pain management and war wound therapy
Assessment of fractures and principles of splinting with practical Rapid casualty extraction, impaled objects and ocular injuries Assessment, management and prevention of hypothermia Management of hostile combatant casualties Usage of field medical treatment or casualty evacuation cards Principles of Casualty Evacuation (CASEVAC) to include; general considerations, platforms, medical regulating decision process and 9-line CASEVAC request Management of multiple casualties and tactical Casualty Collection Points (CCP) Pre-mission CASEVAC planning Review of USSCOCOM TCCC Transition Initiative and relevant industry medical products Prevention, assessment and management of heat casualties Prevention, assessment and management of cold casualties Prevention, assessment and management of altitude disorders
As part of the curriculum, students will be given the opportunity to perform physical assessments on their fellow students in a diversity of medical scenarios.
2.2 TRAINING EXERCISE USING HUMAN PATIENT MODELS
The Contractor shall provide a location for the Training Exercise. The Contractor shall conduct training exercises using human patient models which include different training scenarios such as Chemical, Biological, Radiological and Nuclear Defense (CBRND), high angle rescue, confined space and/or swift-water/ocean rescue, Firefighter / EMS / Police medical and rescue concerns, mass casualty and disaster planning and management, tactical movement, combat shooting, counter ambush and convoy operations, personal survival skills, Tactical Combat Casualty Care (TCCC). Students shall use the knowledge gained through in-classroom instruction to make their own coherent and informed decisions about the selection and application of medical items to utilize during the training in realistic scenarios.
2.3 PRACTICAL PROCEDURES AND SKILLS UTILIZING THE LIVE PATIENT MODEL
The Contractor shall provide a live patient model to allow students to utilize the knowledge gained in the classroom to conduct practical hands on experience. The Contractor shall provide training scenarios, which allows students to practice the application of current hemostatic agents and bandages, tourniquet devices and other pertinent medical products and devices as applicable on a live patient model. The Contractor shall provide a training utilizing a ballistics lab and a live patient model to demonstrate the traumatic effects of ballistic wounds. In addition, the Contractor shall provide a training exercise utilizing the live patient model to simulate battlefield injury scenarios to include a mass casualty/casualty collection point exercise.
3.0 DELIVERABLES
1. The Contractor shall supply the Medical Supplies to ensure the exact same supplies are used during the training and certification are being issued to the student’s deployment. Having the supplies being purchased just prior to the training and certification dates ensures the deployment materials have the longest shelf life just prior to the operator’s deployments.
2. The Contractor shall provide detailed unclassified student handouts and student guides to complement academic lessons per class. Each student guide at a minimum will provide a paper copy of the slides used to teach each lesson (2 per page maximum). An electronic handout will be included on a CDROM or DVD that will have the student guide and all applicable reference material used to build the course of instruction. This package is a deliverable to each participant upon completion of the training.
3. The Contractor shall deliver participant certificates upon completion of the course that state at a minimum the name and rank of each participant, hours of instruction, and course title.
4.0 PERIOD AND PLACE OF PERFORMANCE
The Contractor shall have a curriculum ready to deliver training for the anticipated dates and locations as follows:

4.1 EVALUATIONS AND CERTIFICATIONS:
The Contractor shall provide course evaluation forms that allow participants to comment on the primary blocks of instruction and make recommendations for improvement. The Contractor shall provide a summary of the information contained on the individual evaluation forms.
The Contractor shall deliver participant certificates upon completion of the course that state at a minimum the name and rank of each participant, hours of instruction, and course title.
4.2 NON-PERSONAL SERVICE STATEMENT
Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the SOW. Contractor employees will perform their duties independent of, and without the supervision of, any Government official. The tasks, duties, and responsibilities set forth in any task order issued may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR).
4.3 ORGANIZATIONAL CONFLICTS OF INTEREST
The contractor acknowledges that it is familiar with FAR subparagraph 9.5, Organizational and Consultant Conflicts of Interest, and agrees to avoid, neutralize or mitigate such conflicts of interest in accordance with the principles set forth in the FAR. If performance of this SOW requires the contractor (including subcontractors) to supply technical support related to systems or projects with which the contractor is already directly concerned, by prime or subcontract, the contractor shall so immediately inform the Contracting Officer. The SOW may be withdrawn if a conflict is found. The Contractor shall not undertake performance of this SOW, which may require it to supply technical support regarding such systems until the notice is given and written consent to proceed issued by the Contracting Officer.
5.0 GOVERNMENT FURNISHED MATERIAL:
No Government Furnished materials are required for this effort.
6.0 CONTRACTOR CERTIFICATIONS / QUALIFICATIONS
Instruction team should be composed of former military special operations personnel, credentialed medical providers (MD/DO/PA/NP/CRNA), and specialized emergency medicine technicians (US Special Forces Medics, Tactical EMTs, Fire/Rescue Medic, and other recognized specialists). All instructors and staff must be familiar and compliant with the DOD requirements outlined in SECNAVINST 3900.38C / AR 40-33 / AFR 169-2 / DARPAINST 18. Each instructor shall have hands on knowledge and be a qualified professional Subject Matter Experts with strong communication skills.
8.0 CONTRACTOR PERSONNEL SECURITY
Instructors are required to be U.S. Citizens. The class provider does not require security clearance data.

(a) This clause applies to the extent that this contract involves access to information classified "Confidential," "Secret," or "Top Secret."

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)
(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

G-232-H005 SUPPLEMENTAL INSTRUCTIONS REGARDING INVOICING (NAVSEA) (JAN 2019)
(a) For other than firm fixed priced contract line item numbers (CLINs), the Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the sub line item number (SLIN) or CLIN level, rather than at the total contract/TO level, and to submit invoices reflecting costs incurred at that level. Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs (ODCs), materials, and travel, by technical instruction (TI), SLIN, or CLIN level. For other than firm fixed price subcontracts, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal.
Subcontractors may email encryption code information directly to the Contracting Officer and Contracting Officer Representative (COR). Should the subcontractor lack encryption capability, the subcontractor may also email detailed supporting cost information directly to the Contracting Officer and COR; or other method as agreed to by the Contracting Officer.
(b) Contractors submitting payment requests and receiving reports to WAWF using either Electronic Data Interchange (EDI) or Secure File Transfer Protocol (SFTP) shall separately send an email notification to the COR and Contracting Officer on the same date they submit the invoice in WAWF. No payments shall be due if the contractor does not provide the COR and Contracting Officer email notification as required herein.

G-242-H002 HOURS OF OPERATION AND HOLIDAY SCHEDULE (NAVSEA) (JUL 2021)
(a) The policy of this activity is to schedule periods of reduced operations or shutdown during holiday periods.
Deliveries will not be accepted on Saturdays, Sundays or Holidays except as specifically requested by the [insert activity name]. All goods or services attempted to be delivered on a Saturday, Sunday or Holiday without specific instructions from the Contracting Officer or his duly appointed representative will be returned to the contractor at the contractor’s expense with no cost or liability to the U.S. Government.
(b) The federal Government observes public Holidays that have been established under 5 U.S.C. 6103. The actual date of observance for each of the holidays, for a specific calendar year, may be obtained from the OPM website at OPM.GOV or by using the following direct link:

(c) Delayed Opening, Early Dismissal and Closure of Government Facilities. When a Government facility has a delayed opening, is closed or Federal employees are dismissed early (due to severe weather, security threat, security exercise, or a facility related problem) that prevents personnel from working, onsite contractor personnel regularly assigned to work at that facility shall follow the same reporting and/or departure directions given to Government personnel. The contractor shall not direct charge to the contract for such time off, but shall follow parent company policies regarding taking leave (administrative or other). Non-essential contractor personnel, who are not required to remain at or report to the facility, shall follow their parent company policy regarding whether they should go/stay home or report to another company facility. Subsequent to an early dismissal, delayed opening, or during periods of inclement weather, onsite contractors should monitor the OPM website as well as radio and television announcements before departing for work to determine if the facility is closed or operating on a delayed arrival basis.
