About this file

This document is a determination to solicit from a single source for an acquisition under the Simplified Acquisition Threshold. The Bureau of Reclamation seeks to purchase a NORBIT iLiDAR module to add onto its existing NORBIT iWMBSh multi-beam depth sounder. NORBIT is identified as the proprietary manufacturer of the system currently in use. Adding a NORBIT iLiDAR module would enable the collection of above-water data to complete digital elevation models between reservoir surfaces and dam elevations. Soliciting from another manufacturer would require procuring a new LIDAR system and related equipment such as data collection software and modifications to boat setup, undermining efforts to standardize on a single system for improved training, equipment sharing, and data processing across the agency. The contracting officer will perform price analysis to determine fair and reasonable pricing such as comparison to previous prices paid, catalog listings, or independent government estimates.

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE

Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.

1. Agency and Contracting Activity.

U.S. Department of the Interior, Bureau of Reclamation, Denver AOB.

2. Name and Address of Single Source.

NORBIT SUBSEA

PO Box 8355 Goleta, California 93118, United States

3. Description of Supplies/Services and Estimated Cost.

Purchase of a NORBIT add-on iLiDAR module to Reclamations current NORBIT iWMBSh multi-beam depth sounder.

4. Description of Circumstances, including why only one source is reasonably available.

IAW FAR 13.106-1(b)(1)(ii), NORBIT is a proprietary manufacture. Reclamation currently utilizes a utilizes a portable NORBIT iWMBSh multi-beam depth sounder and the requested purchase of the iLIDAR add-on module as an upgrade to the system. The NORBIT iLADAR will enable Reclamation to have the capability to collect the above water data portion of the digital elevation model between the reservoir water surface to the elevation of the dam.

As this is a proprietary system, only NORBIT modules like the iLIDAR would be compatible with the current system. To procure a LIDAR system from different manufacture would also require the re-procurement of Reclamation’s depth sounding gear, Inertial Navigation System (INS), data collection software, and modification of connections and set-up on the survey boat. the current setup for the boat.

Reclamation is also forming an agency-wide team that will share best practices based on similar equipment and approaches. Allowing agency staff to be trained on a single type of system for surveys will improve efficiency in mentoring staff and the ability to share data processing tasks to increase flexibility in work assignments. Having similar equipment also enables Reclamation staff to share equipment when maintenance is needed and to be cost efficient and allow interconnectivity with the same software, laptops, and setup. The NORBIT system is also currently widely in use within in other regions within Reclamation.

5. Determination of Fair and Reasonable Price.

The Contracting Officer will perform necessary price analysis techniques such as a comparison of the proposed price with prices found fair and reasonable on previous purchases (FAR 13.106-3 (a)(2)(ii)), and/or review of current price lists or catalogs (FAR 13.106-3(a)(2)(iii)). Finally, pricing within the Independent Government Estimate may also be used (FAR 13.106-3(a)(2)(vi)).

6. Description of Market Research.

Market research was conducted through the world wide web, NORBIT’s points of contact, GSA Advantage. The research revealed that NORBIT does not have any authorized resellers of their products.
