About this file
This document is a Request for Quotation (RFQ) for an Active Rigid Exoskeleton for the National Institute of Standards and Technology (NIST) under the Department of Commerce.
The key details are: NIST requires one (1) active rigid exoskeleton to support its Mobility Performance of Robotic Systems research project. The exoskeleton must meet specific technical requirements, including quick donning/doffing, adjustable design, lift support of 66 lbs or greater, and various operational modes and safety features. The contractor must provide a firm fixed-price quote and deliver the exoskeleton within 4 weeks of award. NIST will inspect and accept or reject the exoskeleton within 7 days of receipt. The exoskeleton shall be covered by a minimum 1-year warranty. Payment will be made in full upon delivery and acceptance. This is an unrestricted commercial item acquisition under FAR Parts 12 and 13, evaluated on a best value trade-off basis considering technical capability, corporate experience, and price.

Requirements Active Rigid Exoskeleton
Background:
The National Institute of Standards and Technology (NIST), Mobility Performance of Robotic Systems project, under the Engineering Laboratory (EL), has developed initial performance metrics to quantitatively evaluate the relative benefits of exoskeleton capabilities for industrial use of exoskeletons. Presently, NIST only owns passive exoskeletons which hinders data collection and validation of test methods for exoskeletons. NIST requires an active exoskeleton to continue our work under the NIST exoskeleton research study, IRB EL-2018-0060.
Ongoing use of a NIST-owned exoskeleton is essential to practically schedule and conduct inter-laboratory experiments to establish the “reproducibility” of NIST-developed apparatuses and test procedures. An added benefit would be to enhance communications with stakeholders, including the general public during tours, using hands-on demonstrations within relevant test apparatuses.
General Statement of Need:
The Contractor shall provide a quantity one (1) Exoskeleton meeting the minimum technical specifications identified below. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components are not authorized for sale in the U.S. by the Contractor is not acceptable.
All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
The Contractor shall provide a Firm Fixed Price Quotation for the following Contract Line Items Numbers (CLIN):
CLIN 0001:
Description: Active Exoskeleton Quantity: One (1)
Specifications:
o Active rigid exoskeleton with unibody construction that supports the back and spine providing a safer ergonomic motion.
o Quick on/off donning and doffing inless than 30 seconds o Adjustable design to fit a wide range of body types.
o Washable, breathable vests and leg pads o Battery-powered exoskeleton with dual motors that deliver up to 80 lbs of lifting force.
o Lift support 66lbs or greater o The motor torque is user adjustable via a control panel o Ability for report lifts, weight compensation, safety data, steps, session data which is
GDPR compliant o Service data tracking o Smart sensors to collect ergonomics data o Real time monitoring of usage o Real time monitoring of safety (analytics for risks) o Four modes of operation include: lifting, setting resistance , walking propulsion and hover mode.
o Safety AI monitors and alerts the user of dangerous lifting motions.
o ISO 13482 compliant for safety of personal robots
Training: NIST personnel shall be trained by the Contractor on operations, maintenance, troubleshooting and safety of the exoskeleton. Training shall be performed by a virtual means, such as TEAMS or Zoom. The NIST Contracting Officer’s Representative (COR) will be the Point of Contact for training. Electronic manuals shall be provided. Training shall take place virtually within one week of delivery and acceptance of the Exoskeleton and shall be scheduled for a day and time through mutual agreement with the COR.
I. DELIVERY TERMS
Delivery shall be F.O.B Destination and shall occur in accordance with delivery in accordance with OEM commercial practices, not to exceed four (4) weeks from date of award.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to the NIST Shipping and Receiving address identified below. The delivery will then be directed to the equipment’s final destination, also identified below.
NIST Shipping & Receiving 100 Bureau Drive Building 301 Gaithersburg, MD 20899-0001
NIST Final Equipment Destination:
NIST Final Equipment Destination 100 Bureau Drive Building 202, Room 204 Gaithersburg, MD 20899-0001
II. INSPECTION & ACCEPTANCE
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
A visual inspection of the equipment will be performed by the NIST Subject Matter Expert to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.
Ownership of the equipment shall transfer to NIST upon acceptance by the Government.
The Government will test, inspect, and accept or reject the equipment within 7 days of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated in. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense. Inspection of the EXOSKELETON will include testing the normal motion and operational functionality. The Exoskeleton will be tested using the biometric feature and also commands to ensure its responsiveness. The Exoskeleton will be tested for conformance to the requirements described herein and all OEM specifications. If the Exoskeleton fully meets all specifications, the supply will be accepted.
III. WARRANTY
The contractor shall warrant the entire system for a period of a minimum of 1 year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4. Warranty shall commence upon acceptance of the system by the Government and shall be provided in accordance with the OEM’s standard commercial warranty practices, to include at minimum parts, labor and software components as applicable.
IV. PAYMENT SCHEDULE
Advance payment is not authorized. The Contractor must invoice in arrears according to the payment schedule. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
