The Federal Bureau of Investigation (FBI) Procurement Section is issuing this Request for
Quotation (RFQ) for the purpose of entering into a Purchase Order to provide Security
Equipment for the Albany Field Office. This is a Total Small Business Set Aside and falls under
FAR Part 12 and 13.
Contractors interested in competing for this effort may participate by submitting quotes in accordance with the procedures set forth in this RFQ

1.0 SUPPLIES OR SERVICES AND PRICES
1.1 GENERAL INFORMATION
This is a solicitation for commercial items prepared in accordance with the FAR Part 12 and 13.
This is being conducted as a total small business set-aside and only quotes from small business will be considered. No partial quotes will be considered. A single award will be made.
Delivery must be made in 60 days or less following receipt of purchase order.
2.0 DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
2.1 PURPOSE
The purpose of this Request for Quote is to obtain brand name Physical Security Access equipment, cameras and corresponding components which will upgrade and integrate with the existing network systems.
2.2 BACKGROUND
The Albany Field Office, Syracuse Resident Agency needs the combination of equipment/components to meet the requirements of the integrated physical security systems used in FBI facilities. Each manufacturer has proprietary hardware, and software requirements must be compatible with our equipment, The Interagency Security Committee Standard sets the physical security system requirements and guidelines are directed by the FBI’s Security
Division. These products must be brand name to operate and integrate successfully with the established physical security systems. There can be no replacement items or brands and all vendors must bid the complete package in both items and quantity. Any updated part numbers due to manufacturer designating end of life which vary from the list below must be reviewed and approved by the Contracting Officer prior at time of quote submission.
2.3 SCOPE OF WORK
This RFQ is for Products.

2.4 DELIVERABLES
Please refer to the attached Excel Sheet titled “Syracuse Security Equipment” for the Bill of
Materials.
2.5 TERM OF CONTRACT
• All quotes shall be firm fixed price
• All quotes shall be for the full list of requirements; no partial quotes will be accepted
• All quotes shall include FOB Destination shipping to:

• Delivery shall occur in 60 days or less following receipt of purchase order
2.6 SERVICES AND PRICES/COSTS
2.6.1 Bill of Materials
All quotes Shall be Firm Fixed Priced and itemized for the requested Bill of Materials items listed in 2.4. No partial quotes will be accepted.
2.6.2 Travel
There is no travel expected for this RFQ.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following factors shall be used to evaluate offers:

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record. The
Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and
Records—Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the
Version 1.0 Page 10 work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the
Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items.
Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—

None of the funds appropriated to the Department under its current Appropriations Act may be used to enter into a contract, grant, or cooperative agreement with an entity that requires employees or contractors of such entity seeking to report fraud, waste, and abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or contractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information. By submitting a response to this solicitation, the contractor certifies that it does not

2.9 EVALUATION AND AWARD PROCESS
This will be awarded based upon Lowest Price Technically Acceptable. The evaluation will be based on the firm fixed price quote with NET30 payment terms. All invoices shall be submitted to the
Invoice Processing Platform (IPP) for payment after products have been delivered.
2.10 PROCESS SCHEDULE
The FBI anticipates awarding this contract within 15 days of solicitation closing.
