SUBJECT: REQUEST FOR QUOTE, 561st NOS Training Subscriptions
Notice to Offeror(s)/Supplier(s): This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Government reserves the right to cancel the solicitation, either before or after the closing date. In the event the Government cancels the solicitation, the Government has no obligation to reimburse an offeror for any costs. The Government has proposed several CLINs for potential vendors to provide quotes for. The Government will evaluate quotes submitted on each CLIN for technical acceptability. A resulting award will be done so on a Lowest Price Technically Acceptable basis.
All communications with the requiring activity concerning this solicitation shall cease until the award is announced.
During this period, interaction is only allowed with the Contracting Officer.

The 21st Contracting Squadron, Peterson Space Force Base (SFB), is soliciting for a “Brand name or Equivalent” requirement for Global Knowledge’s Polaris Discovery subscription course 100785, and award a Firm Fixed Price Purchase Order for training subscriptions that meet the salient characteristics identified in the table below, to be delivered to Colorado Springs, CO. The exact address will be provided at time of award.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03 dated 23 February 2024.
This effort is being solicited 100% small business set-aside under 611430 – Professional and Management Development Training. The size standard is $15,000,000.
Please provide a quote that lists part number, description, unit price, and the extended price for each item. Please also total line item and provide a bottom-line price. Product specifications and salient characteristics are provided in the table below.

FAR 52.211-6 Brand Name or Equal (AUG 1999) applies to this acquisition
(a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation.
(b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must-
(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;
(2) Clearly identify the item by-
(i) Brand name, if any; and
(ii) Make or model number;
(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and
(4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications.
(c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.
(d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation.

- AWS and Microsoft content for both virtual and digital courses must be Authorized vendor materials
- Include Challenge Based lab activities available on demand
- At a minimum content should align to over 50 industry known certifications in the Cloud, CyberSecurity and other related areas
- Include exam vouchers for over 50 known certifications in the Cloud, CyberSecurity, and other related areas
- Include the Global Knowledge Polaris Accelerate and Polaris Launch subscriptions OR EQUAL for the duration of 12 months
All training must meet the requirements established under the DoD Cyber Workforce Framework, DoDM 8570.01, and DoDI 8140.02.

FAR Provision 52.212-1, Instructions to Offerors – Commercial Items (SEP 2023) applies to this acquisition and the following addendum applies: The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government.
FAR Provision 52.212-2, Evaluation-Commercial Products (NOV 2021) applies to this acquisition and the following addendum applies:
Evaluation and Award Criteria The Government will review all quotes for compliance with the RFQ, to include compliance with all instructions, provisions and clauses, and submission dates.
The compliant quotes will then be evaluated using a Lowest Price Technically Acceptable (LPTA) approach in accordance with the following factors:
• Factor 1: Technical
• Factor 2: Price
Technical Acceptability: The Government will evaluate quotes for technical acceptability in the following way:
Verification that quotes include the correct quantity, part number and description/configuration and meets the brand and/or the salient characteristics listed in the CLIN Information Table.
Definition: Acceptable or Unacceptable.
• Acceptable is defined as the quote clearly meets the correct quantity, part number and description/configuration and meets the salient characteristics listed in Attachment 1.
• Unacceptable is defined as the quote does not clearly meet the correct quantity, part number and description/configuration. The quote does not meet the salient characteristics listed in Attachment 1.
AWARD PROCESS:
The Government will first review all quotes for compliance and then order the Offerors from lowest to highest total price.
The lowest priced quote will then be evaluated for Factor 1, Technical Acceptability on acceptable/unacceptable basis. If the lowest priced quote is deemed technically acceptable the evaluation will stop and award will be made. If the lowest priced quote is deemed technically unacceptable no further consideration will be given to that offeror and the next lowest priced quote will then be evaluated, the Government will continue the evaluation process until reaching a technically acceptable quote. Quotes that are technically unacceptable are un-awardable. The Government reserves the right to award without exchanges. Prior to award, the quoted price of the lowest priced technically acceptable offer will be evaluated for fairness and reasonableness in accordance with FAR 13.106-3.
Interchanges: The Government intends to award a purchase order without conversations with respective vendors. The Government however, reserves the right to conduct conversations if deemed in its best interest of the Government.
The Government may conduct conversations with one, some, none or all Vendors at its discretion.
If the price is determined to be fair and reasonable, the lowest priced responsible Offeror who is technically acceptable will receive the award. The award will be made to that Offeror without further consideration to any other Offerors.
Note: The vendor acknowledges that should the quote terms and conditions and/or agreement conflict with mandatory provisions of the Federal Acquisition Regulation (FAR) and other Federal law applicable to commercial acquisitions, to the extent of such conflict the FAR and Federal law govern and conflicting vendor terms and conditions and/or agreement are unenforceable and are not considered incorporated into any resultant contract.
