B.2 STATEMENT OF WORK
1. Introduction:
A. This Statement of Work (SOW) describes the requirements for scheduled maintenance, inspection, testing, and/or calibration of the Electrical Power Distribution System, Emergency Standby Power Generation and Distribution system, Mission Critical Electrical Systems components, Photovoltaic Solar System, Energy Management to include Emergency Restoration Service for the systems beforementioned. These work items are referenced as “Maintenance and Testing” in this document, hereafter.
B. This SOW describes the requirements for the Qualified Electrical Contract
Professionals, Technicians and/or Mechanics – known as “Contractors” in this document, hereafter. Contractors who are contracted by El Paso VA Health Care System (EPVHCS) to perform maintenance and testing of the Electrical Power Distribution System, and critical components shall meet all requirements stated in Section 2 of this SOW.
C. This SOW establishes the requirements for maintenance and testing report documentation.
D. Performance will be for a 1-year base with four additional 1-year optional renewals projected to begin April 1, 2024.
2. Qualifications of Contractors:
A. Contractor and all sub-contractors performing tests and maintenance on electrical equipment shall have Electrical Testing Technicians (ETT) certified by the American National Standards Institute (ANSI), the InterNational Electrical Testing Association (NETA) or similar published standard establishing minimum requirements for Certified Technicians.
B. 30 Hour Occupational Safety & Health Administration (OSHA) for supervisors or competent person at jobsite and OSHA 10-hour construction safety training for all other employees.
C. Contractor must demonstrate the ability to provide current and continuously certified electrical testing personnel and qualified diesel engine mechanics in sufficient numbers to comply with this scope of work for scheduled preventative maintenance and in the event of an unexpected electrical emergency.
a. If the use of day labor, temporary labor pools or teaming agreements with other subcontractors is anticipated to fulfill this scope of work by the contractor, those sources must be identified and provided to Contracting Officer with submission of quotation documenting that these workers are equally and similarly qualified and certified as the required ANSI testing technicians as outlined in 2.A above.
D. Contractors shall have had in effect continuing technical training programs for its full-time employees. Verifiable records of experience in maintenance, inspection, and testing of Electrical Power Distribution Systems and components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) continuous years shall be required.
E. Contractors shall have safety training – either on-the-job or class-room type - in electrical safety outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S
– Electrical, and the NFPA 70E – Standard for Electrical Safety in the Workplace. Training certifications shall be submitted to the VA Contracting Officer prior to work. If no training certifications are available, the contractor’ Employer shall certify that he/she has met this requirement in writing and submit it to the VA Contracting Officer prior to work.
F. Contractors shall be equipped with all necessary tools, calibrated test equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and in timely fashion. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E.
3. Summary of Deliverables, Equipment and Systems:
Contractor shall provide the following via electronic copy to VA upon award:
1) NFPA 70, National Electrical Code.
2) NFPA 70B, Recommended Practice for Electrical Equipment Maintenance.
3) NFPA 70E, Standard for Electrical Safety for the Workplace.
4) NFPA 110, Standard for Emergency and Standby Power System.
5) InterNational Electrical Testing Association, Inc. (NETA) – Maintenance and
Testing Specifications.
6) NFPA 99, Healthcare Facilities Code
7) NFPA 101, Life Safety Code
Technicians shall be familiar with the provisions and requirements of the latest versions of the above.
Contractors shall ensure the installation, operation, testing, and maintenance of facility electrical power systems meet or exceed The Joint Commission, NFPA, and other applicable requirements.
All work on the facility electrical power systems must comply with OSHA and NFPA standards.
Work shall not be limited to El Paso Main Campus. Work sites shall include Main Campus, Parking Garage building 7786, Fort Bliss building 116 & 117, all CBOCs including Las Cruces, and any current and future buildings that will be owned and or operated by El Paso VAHCS.
Equipment, definitions, and references shall comply with the latest edition of the NETA– Maintenance Testing Specifications.
Facility normal hours of operation is 8:00 am to 4:45 pm Monday through Friday. Shutdown of energized equipment for routine maintenance shall be scheduled during off hours or on weekends at no additional cost to the Medical Center and must be coordinated with the COR prior to maintenance.
Contractor shall, at all times, have one (1) replacement Uninterruptable Power Supply (UPS) on hand in case of failure or needed replacement, to match existing. Contractor shall carry a replacement for each type of UPS needed in the entire El Paso VAHCS.
Detailed equipment schedules are attached in appendix A of this scope. The following is a summary listing of equipment categories that shall be maintained and tested under this contract in accordance with documents 1-7 above:

a. Low Voltage Switchgear, Switchboard Assemblies and Molded Case Circuit Breakers rated ≥ 250A.

4. General Requirements and Specific Tests
A. All equipment tested shall have color coded inspection stickers affixed to the equipment showing date of tests, next due date and name of testing company and technician.
a. White- Within Specification

B. Provide complete written report of the testing. Information contained in the report shall include but is not limited to:
a. Company’s name, address, telephone & FAX numbers, and certification.
b. Name of technician who performs the maintenance and testing and level of certification.
c. VA Work Contract Number, name, and number of VA Contracting Officer
Representative (COR)
d. Date and Time of work.
e. Descriptions and model number of specialized tools and equipment used and last calibration date.
f. Location, Type, Name, and nameplate information of electrical equipment to be maintained and tested.
g. Test data is to include measurements found.
h. Reference materials such as equipment manufacturer’s specifications, coordination study, etc.
i. Remarks on conditions of equipment. List all deficiencies, if any.
j. Recommended corrective actions if any found.
k. Submit copies of the original signed data sheet of all electrical test data sheets or electronic storage device documenting work performed to COR on the day work is performed. VA will supply access to copier for this purpose.
l. Submit one (1) CD-Rom of the electronic version of the verified report in Adobe Portable Document File format to the COR within forty-five (45) calendar days of visit.
C. Contractor shall report any deficiencies presenting an imminent threat or danger that requires immediate correction directly to the COR or Chief of Engineering Service for actions under the Emergency Restoration Service clause upon discovery of the danger.
D. Deficiencies or recommended repairs of a non-threatening nature that can wait until the next scheduled maintenance cycle or scheduled clearance shall be quoted within thirty (30) days at a line-item cost per repair and provided to the COR.

BASE YEAR REQUIREMENTS
1. Full electrical load study.
See attachment labeled “Equipment List” for a list of equipment. This is a live document and will change throughout the course of the contract. Field verification with VA Engineering staff is required prior to load study.
2. Base Year & Annual Maintenance and Testing – one year sticker Electrical Equipment (Inspect, Test, Maintain, and Calibrate)

As recommended by NETA and appropriate for the equipment being tested, the following tests are to be done under this contract annually:
a. Secondary injection of low voltage circuit breakers.
b. DLRO contact resistance test.
c. Cleaning of equipment, lubrication, etc.
d. Internal resistance testing.
DC Hi-pot testing is not to be performed on existing equipment.
Base Year & Annual Maintenance and Testing – Three-year sticker Electrical Equipment (Inspect, Test, Maintain, and Calibrate)
a. Medium Voltage pad mounted Transformers, Unit Substation transformers, unit substation distribution boards
b. Medium voltage pad mounted switch, Unit Substation air switch, SF6 switch,
c. IR scan of MV transformers,
d. Dissolved Gas Analysis (DGA) of transformer fluid

i. Test Emergency Power (Full shutdown to last four (4) hours, must be observed and reported, Coordinated with COR for time and date)
j. Continuous load testing of generators to last a minimum of four (4) hours under full load.
3. Preventive Maintenance & Full Test and Assessment of Generators Contractor is to provide preliminary baseline condition assessment and status of all DEDG and systems under this contract within 45 days of notice to proceed. Contractor shall note any critical conditions and low priority repairs and submit to the COR within seven business days of assessment. COR will review and approve/reject quote. If approved, costs for making repairs shall be invoiced against the Not to Exceed line-item within the Price/Cost Schedule for the Base Year.
Contractor shall include two witness tests for each site annually of weekly generator runs.
Minimum maintenance requirements shall include (note – the following list may not be all inclusive. Contractor shall follow each manufacturers recommended maintenance schedule where there are inconsistencies):
a. Engine Lubrication System Oil & Filter Change-every 12 months or 500 hours
a. Valve lash check and adjustment as needed.
b. Annual Oil sample and analysis.
b. Governor Inspection
a. Check and set speed.
b. Voltage Regulator calibration.
c. Engine Cooling System
a. Inspect/Test/Replenish Engine Coolants
b. Check all Belts and Hoses for Wear
d. Electrical System
a. Test Battery and charging system
b. Clean terminals

a. Visually check for fuel leaks.
b. Replace fuel filters every 12 months or 150 hours.
c. Fuel Tank check for water.
f. Exhaust System
a. Check for leaks and corrosion.
b. Check condensation trap.
c. Adjust and calibrate Voltage regulator.

a. Visually Inspect Condition.
b. Check lubrication of rear Alternator bearing.
h. Engine Support Systems
a. Check all Instrumentation for proper operation.
b. Check all electrical connections.
c. Check engine safeties, shutdowns, and alarms.
d. Check timers and relays for proper operation.
e. Change air filter as needed.
4. Shock Hazard Analysis Determines the voltage(s) to which personnel will be exposed, boundary requirements, and PPE necessary to minimize the possibility of electrical shock to personnel.
5. Arc Flash Hazard Analysis Determine arc flash protection boundary and the PPE required for employee protection within arc flash protection boundary.
6. Quarterly Maintenance and Testing- Coordinate with COR a full test of all OIT UPS devices at main facility and Satellites (Northeast CBOC, Eastside CBOC, Las Cruces Home Based Primary Care, South Central Wellness Center, Founders Warehouse, JIF Sleep Center, Westside CBOC, and Las Cruces CBOC)

6. Emergency Restoration Service One Hour Response Requirement.
As required and at additional cost the contractor shall provide emergency call out restoration services and repairs in the event of an unintended Electrical Distribution System failure under the authority of this contract. Repairs are to commence at the earliest reasonable opportunity with staff in adequate number to complete the restoration in a timely manner. A 24-hour contact shall be provided that can dispatch to the facility trained and certified personnel as defined in Section 2 of this Scope of Work within one (1) hour of notification of the emergency.
1) Contractor shall provide schedule of man-hour rates to be applied in the event of an unplanned emergency failure of the Electrical Distribution System for the following time categories:
a. Monday through Friday 6:30 AM - 6:30 PM
b. Saturday and Sunday 6:30 AM - 6:30 PM

2) Contractor will be responsible for arranging any needed heavy equipment and operators needed for transportation, material handling, excavation, electrical generation, fueling and switching at the instruction of the Chief Engineer or his designate.
a. Contractor shall provide contact information for all heavy equipment and/or operator resources to be used in the event of an emergency, as required to restore electrical service.
VA caused delay:
If VA must reschedule, cancel, or abort scheduled work:
a. Contractor will be paid according to the man-hour rate in Section 6.1.a-f that the contractor has on site working at time of the cancellation. up to a four-hour minimum.
b. There will be no charge if Contractor is given at least 24-hour notice of cancellation.
Justification This is a mission critical requirement for qualified electrical testing technicians. A one-hour response to an electrical failure is impossible to predict but is likely to have urgency and compelling factors to avoid death, injury, or loss of government property. A certified testing authority must substantiate that the vendor selected for this requirement is currently certified to maintain critical electrical infrastructure. A lack of predictive maintenance experience presents a potential for electrical service interruption, fire, injury, property destruction and death for medical center patients, visitors, and staff.
7. Records Management Requirement:
1. Contractor shall comply with all applicable records management laws and regulations, as well as National Archives and Records Administration (NARA) records policies, including but not limited to the Federal Records Act (44 U.S.C. chs. 21, 29, 31, 33), NARA regulations at 36 CFR Chapter XII Subchapter B, and those policies associated with the safeguarding of records covered by the Privacy Act of 1974 (5 U.S.C. 552a). These policies include the preservation of all records, regardless of form or characteristics, mode of transmission, or state of completion.
2. In accordance with 36 CFR 1222.32, all data created for Government use and delivered to, or falling under the legal control of, the Government are Federal records subject to the provisions of 44 U.S.C. chapters 21, 29, 31, and 33, the Freedom of Information Act (FOIA) (5 U.S.C. 552), as amended, and the Privacy Act of 1974 (5 U.S.C. 552a), as amended and must be managed and scheduled for disposition only as permitted by statute or regulation.
3. In accordance with 36 CFR 1222.32, Contractor shall maintain all records created for Government use or created in the course of performing the contract and/or delivered to, or under the legal control of the Government and must be managed in accordance with Federal law. Electronic records and associated metadata must be accompanied by sufficient technical documentation to permit understanding and use of the records and data.
4. El Paso Veteran Affairs Health Care System (EPVAHCS) and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Records may not be removed from the legal custody of EPVAHCS or destroyed except for in accordance with the provisions of the agency records schedules and with the written concurrence of the Head of the Contracting Activity. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701.
In the event of any unlawful or accidental removal, defacing, alteration, or destruction of records, Contractor must report to EPVAHCS. The agency must report promptly to NARA in accordance with 36 CFR 1230.
5. The Contractor shall immediately notify the appropriate Contracting Officer upon discovery of any inadvertent or unauthorized disclosures of information, data, documentary materials, records or equipment. Disclosure of non-public information is limited to authorized personnel with a need-to-know as described in the [contract vehicle]. The Contractor shall ensure that the appropriate personnel, administrative, technical, and physical safeguards are established to ensure the security and confidentiality of this information, data, documentary material, records and/or equipment is properly protected. The Contractor shall not remove material from
Government facilities or systems, or facilities or systems operated or maintained on the Government’s behalf, without the express written permission of the Head of the Contracting Activity. When information, data, documentary material, records and/or equipment is no longer required, it shall be returned to EPVAHCS control or the Contractor must hold it until otherwise directed. Items returned to the Government shall be hand carried, mailed, emailed, or securely electronically transmitted to the Contracting Officer or address prescribed in the [contract vehicle]. Destruction of records is EXPRESSLY PROHIBITED unless in accordance with Paragraph (4).
6. The Contractor is required to obtain the Contracting Officer's approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under, or relating to, contracts.
The Contractor (and any sub-contractor) is required to abide by Government and EPVAHCS guidance for protecting sensitive, proprietary information, classified, and controlled unclassified information.
7. The Contractor shall only use Government IT equipment for purposes specifically tied to or authorized by the contract and in accordance with EPVAHCS policy.
8. The Contractor shall not create or maintain any records containing any non-public EPVAHCS information that are not specifically tied to or authorized by the contract.
9. The Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected from public disclosure by an exemption to the Freedom of Information Act.
10. The EPVAHCS owns the rights to all data and records produced as part of this contract. All deliverables under the contract are the property of the U.S. Government for which EPVAHCS shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Any Contractor rights in the data or deliverables must be identified as required by FAR 52.227-11 through FAR 52.227-20.
11. Training. All Contractor employees assigned to this contract who create, work with, or otherwise handle records are required to take VHA-provided records management training, Talent Management System (TMS) Item #10176, Privacy and Information Security, Rules of Behavior. The Contractor is responsible for confirming training has been completed according to agency policies, including initial training and any annual or refresher training.
Information Security & Privacy Requirement:
1. The COR is responsible for maintaining information security and privacy requirements within the designing of spaces and execution of this contract.
2. Exchange of drawings, design documents and project progress data will be transferred to the designer or contractor via e-mail, CDs, fax, and hard copy.
3. Under no circumstance shall sensitive information be exchanged with the contractor.
4. The contractor will have no reason to obtain access to the VA Intranet or patient care information.
5. No public file sharing services will be used.
6. Contractor will only be given access to areas specified in the contract documents.
7. Contractors will be chaperoned when entering IT closets (IT closet keys will not be given to contractors) by IT personnel or designee.
8. VA personnel will record times of access.
