(a) For other than firm fixed priced contract line item numbers (CLINs), the Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the sub line item number (SLIN) or CLIN level, rather than at the total contract/TO level, and to submit invoices reflecting costs incurred at that level. Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs (ODCs), materials, and travel, by technical instruction (TI), SLIN, or CLIN level. For other than firm fixed price subcontracts, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal.

STATEMENT OF WORK
FOR
SUPPORTABILITY MANAGEMENT ASSESSMENT REPORT TOOL (SMART)
SUBSCRIPTION AND SERVICES
1. PURPOSE
Naval Surface Warfare Center (NSWC), Indian Head Division (IHD), Code G34 seeks subscription to the Supportability Management Assessment Report Tool (SMART) offered by the Resource Analysis Corporation (RAC); and Diminishing Manufacturing Sources and Material Shortages (DMSMS) and supportability management and assessment service support. The Contractor shall provide DMSMS administrative and technical services in support of the MK45 Gun Mount (GM) Program. The Contractor shall establish the MK45 GM bill of materials (BOM) into the software tool and provide training on its use.
NSWC IHD, Code G34 seeks a proven tool that can consolidate the MK34 Gun Weapon System (GWS) components. For this reason, the SMART brand name is mandatory.
SMART is currently used for all other components of MK34 GWS, except MK45 GM.
Adding MK45 to SMART will consolidate all components of MK34 GWS to one DMSMS System. This will prevent double work by resolving common parts in one system. It will prevent multiple solutions for the same part. It will allow for consolidated reporting of information and metrics using consistent/compatible information. It will allow better coordination within the MK34 GWS by preventing multiple vendor specific jargon. This will ensure faster, more effective, consolidated solutions that will provide needed, serviceable equipment to the U.S.N. Fleet in the quickest time possible.
2. REQUIREMENTS
The Contractor shall meet the following requirements:
A. The Contractor effort shall be in combination and coordination with MK34 GWS
DMSMS program and shall include comparable data points, formats, deliverables, and metrics.
B. The Contractor shall have at least five years of experience working DMSMS and supportability for U.S. Navy gun systems.
C. MK45 GM data entered into the system shall not be constrained since this is a growing effort. There shall be no additional cost if newly available MK45 GM parts and related information are entered at a later date.
D. The Contractor shall provide an online system that will be used to manage, maintain, and assist in the resolutions of MK45 GM components affected by DMSMS.
1) The system subscription shall be in the same format and provide the same data provided to and used by the NSWC, Port Hueneme Division (PHD) for the MK34 GWS Program.
2) The front-end software web-based user interface shall use current Navy-Marine Corps Intranet (NMCI)-acceptable internet browsers.
3) The user application shall allow for unlimited users.
4) The system shall include case management with cost avoidance metrics capabilities, solution decision processing, and configuration management.
5) The system shall provide at minimum commercial manufacturer, Commercial-off-the-
Shelf (COTS), and aftermarket information.
6) The system shall include all databases necessary to properly conduct evaluation of a
DMSMS-affected part.
E. The Contractor shall provide administrative and technical service such as but not limited to the following:
1) Managing MK45 GM in the system.
2) Researching logistics solutions.
3) Assisting with miscellaneous DMSMS efforts such as immediate surveys and research.
4) Assisting with updating the MK45 GM BOM as data becomes available.
5) Preparing deliverables.
6) Supporting the monthly MK45 GM Local DMSMS Management Team (LDMT)
Meeting and ad hoc DMSMS-related meetings.
