STATEMENT OF WORK (SOW)
Multi-Beam Sonar Depth Sounder
Bureau of Reclamation
Sedimentation and River Hydraulics
Denver, CO
1.01. DESCRIPTION
Sedimentation and River Hydraulics (SRH) maintains two boats that each require a multi-beam sonar depth sounder to conduct reservoir surveys used to update area-capacity curves for reservoir operations. One of these boats requires a new multi-beam sonar depth sounder to replace an obsolete device. The other boat is equipped with an existing Norbit iWMBSh multi-beam sonar depth sounder.
1.02. SONAR SYSTEM DESIGN
A. The sonar system shall be a fully functioning integrated system capable of providing high resolution bathymetric data with the features listed below.
B. The contractor shall provide the following items:
1. An operationally functional multibeam echosounder system.
2. Portable, lightweight integrated multi-beam sonar with embedded inertial navigation system.
3. Mounting bracket and fairings for installation on a variety of possible survey boats.
4. An integrated surface sound velocity probe.
5. Ruggedized data acquisition system with the software and hardware features listed below.
C. This requirement must meet the firm, specified salient characteristics of a Norbit iWMBSh multi-beam sonar depth sounder system and associated equipment as listed below. Items equal to the Norbit iWMBSh multi-beam sonar depth sounder are also acceptable for award if conforming to the required characteristics.
1. Broadband multi-beam echosounder containing the following specifications and capabilities:
a. Capability to use continuous wave (CW) or frequency modulation (FM) without modification to the sonar head unit.
b. CW soundings at 400 kilohertz (kHz) will have the following specifications:
A 0.9° (degrees) across track beam width with a typical depth range of 0.2 meters (m) to 160 meters, maximum depth of 275 meters, and a swath coverage of 5° to 210° equidistance utilizing a user defined selectable number of beams from 10 to 512 total from a single transducer.
c. CW soundings at 700 kHz will have the following specifications:
A 0.5° across track beam width with a typical depth range of 0.2 meters to
20 meters, maximum depth of 550 meters, and a swath coverage of 5° to 90° equi‐angle utilizing a user defined selectable number of beams from 10 to
512 total from a single transducer.
Solicitation Number: 140R8122Q0148 – Multi-Beam Sonar System Page 3 of 33
d. Sonar range resolution shall be less than 10 millimeters (mm) at 80 kHz.
e. The sonar transmitting unit will have the capability of a user defined frequency selection ping of 10 kHz increments between the bands of
200kHz and 700kHz.
f. Sonar receiver must be able to detect multiple returns from a single ping sent from the transmitting unit allowing for location of items within the water column as per a single strongest return being received and collected.
g. Automated and dynamic capability of the sonar to adjust settings on the fly based on site conditions, water column conditions, etc. to ensure optimal data collection.
h. Capability to form high density swath sectors within a full swath to increase ping density for additional data density collection in areas of interest.
i. The sonar head unit, transmitter, and receiver will be less than 23 pounds in the air and 17 pounds while submerged and a depth rating of no less than
50 meters.
j. Sonar system shall be portable and fit into a single airline checked luggage size case.

Reference Unit (IMU) on the sonar head.
l. The echosounder shall include a sonar head fairing with required bracketry to mount to the sonar unit.
m. The echosounder shall include all connections and cables required for system operation. The standard cables required are 8 m and the GPS antenna cables required are 10 m.
2. Sonar processing unit will have the following specifications:
a. Obtain an Ingress Protection rating 54 (IP54) water resistant rating and allow for multiple mounting solutions.
b. Capability to be moved easily from one vessel to another dependent on
SRH’s project requirements for a variety of possible survey boats.
c. Shall connect to a laptop or personal computer (PC) through a local area network (LAN) cable.
d. Minimize total number of connections to and from the processing unit.
e. Allow for single point sensor time tagging capabilities.
3. Georeferencing and motion compensation requirements:
a. Unit will have up to 0.01° pitch and roll measurement accuracy.
b. Horizontal accuracy of +/‐ 8 mm plus 1 part per million times Global
Navigation Satellite Systems (GNSS) baseline length.
c. Vertical accuracy of +/‐ 15 mm plus 1 part per million times baseline
GNSS length.
d. Must be compatible with currently existing GNSS used by the SRH real-time kinematic (RTK) survey equipment. Current equipment consists of
Trimble R8 and R10 receivers and Trimble Survey Controller (TSC)5 data collectors.

http://www.acquisition.gov/far http://www.acquisition.gov/diar
Solicitation Number: 140R8122Q0148 – Multi-Beam Sonar System Page 14 of 33
"The information specifically identified on pages of this proposal constitutes trade secrets or confidential commercial and financial information which the offeror believes to be exempt from disclosure under the Freedom of Information Act. The offeror requests that this information not be disclosed to the public, except as may be required by law. The offeror also requests that this information not be used in whole or part by the government for any purpose other than to evaluate the proposal, except that if a contract is awarded to the offeror as a result of or in connection with the submission of the proposal, the Government shall have the right to use the information to the extent provided in the contract."
(c) The offeror shall also specifically identify trade secret information and confidential commercial and financial information on the pages of the proposal on which it appears and shall mark each such page with the following legend:
"This page contains trade secrets or confidential commercial and financial information which the offeror believes to be exempt from disclosure under the Freedom of Information Act and which is subject to the legend contained on the cover page of this proposal."
(d) Information in a proposal identified by an offeror as trade secret information or confidential commercial and financial information shall be used by the Government only for the purpose of evaluating the proposal, except that (i) if a contract is awarded to the offeror as a result of or in connection with submission of the proposal, the Government shall have the right to use the information as provided in the contract, and (ii) if the same information is obtained from another source without restriction it may be used without restriction.
(e) If a request under the Freedom of Information Act seeks access to information in a proposal identified as trade secret information or confidential commercial and financial information, full consideration will be given to the offeror's view that the information constitutes trade secrets or confidential commercial or financial information. The offeror will also be promptly notified of the request and given an opportunity to provide additional evidence and argument in support of its position, unless administratively unfeasible to do so. If it is determined that information claimed by the offeror to be trade secret information or confidential commercial or financial information is not exempt from disclosure under the Freedom of Information Act, the offeror will be notified of this determination prior to disclosure of the information.
(f) The Government assumes no liability for the disclosure or use of information contained in a proposal if not marked in accordance with paragraphs (b) and (c) of this provision. If a request under the Freedom of Information Act is made for information in a proposal not marked in accordance with paragraphs (b) and (c) of this provision, the offeror concerned shall be promptly notified of the request and given an opportunity to provide its position to the Government.
However, failure of an offeror to mark information contained in a proposal as trade secret information or confidential commercial or financial information will be treated by the Government as evidence that the information is not exempt from disclosure under the Freedom of Information
Act, absent a showing that the failure to mark was due to unusual or extenuating circumstances, such as a showing that the offeror had intended to mark, but that markings were omitted from the offeror's proposal due to clerical error.
