STATEMENT OF WORK

Monitoring While Drilling System

Bureau of Reclamation

Denver Research and Development (R&D) Office

1.0 Background

Bureau of Reclamation (Reclamation) is a water management agency with 600 dams in 17 western states. We are known best for construction of dams, power plants, and canals, including Hoover Dam on the Colorado River, Grand Coulee Dam on the Columbia River, and

Folsom Dam on the American River. Reclamation is the largest wholesaler of water in the country and the second largest producer of hydroelectric power in the western US.

Reclamation is organized into six (6) regions (Missouri Basin [MB], Arkansas-Rio Grande-

Texas-Gulf [ART], Upper Colorado Basin [UCB], Lower Colorado Basin [LCB], Columbia-

Pacific Northwest [CPN], and California-Great Basin [CGB]).

Reclamation has geotechnical drill crews in four (4) of the six (6) regions, with some regions having multiple crews. These crews drill nearly full-time year-round at projects across the western United States (US). Drilling is occurring for several applications, including instrumentation installation, subsurface characterization, investigations of structural deterioration, performance monitoring, and water wells. Enhancing drilling investigation techniques is fundamental for improving the reliability of Reclamation’s vast and aging infrastructure.

During a typical geotechnical drilling program, the geologist and driller work together to capture both “real” data (core logs detailing lithology, Rock Quality Designation, samples, etc.) and “fugitive” data (driller’s notes about rig behavior or subtle subsurface variations, etc.). The fugitive data can often be as valuable to the final design and construction as the core logs or rock/soil samples. Drill Parameter Recorders (DPR) can be installed on drill rigs to allow for real-time monitoring while drilling (MWD) of important fugitive parameters, such as: penetration rate, hold-back force, torque, thrust, rotational speed, and mud or water flow rates and pressures with depth and time. The parameters can be used to spatially correlate strata between borings and identify areas of highly fractured rock, voids, clay seams, or weak/thin stratigraphic zones that may be washed-out or lost during drilling. Correlations also exist to specific energy (the energy required to drill a certain volume of rock in a tunneling application), rock mass strengths and other components of empirical systems to categorize the strength and deformation characteristics of a rock mass (such as the Rock Mass Rating, or

RMR system). Given the real-time ability to generate detailed subsurface profiles of fracture zones or areas with higher permeability, DPR technology could be extremely valuable in increasing the effectiveness of foundation grouting programs, thereby helping to minimize seepage loss from water storage or conveyance structures.

2.0 Scope

The scope of this work is to acquire a commercially available system capable of providing real-

Solicitation No.: 140R8122Q0078 – Monitoring While Drilling System Page 4 of 34 time MWD and preliminary data analysis that is compatible for shared data analysis with the

Federal Highway Administration (FHWA) and state Departments of Transportation (DOTs).

The equipment must be installed and maintained by the manufacturer. The system will be used for multiple types of geotechnical drilling (auger, rotary, percussion, wire-line core, etc.).

3.0 Objectives

The acquired MWD system will be installed on a CPN Region drill rig, collect data for a drilling season, perform data analysis (including artificial neural networks, or ANN), and be used to prepare a report documenting system findings to prove the importance of such a system for exploration drilling in North America.

4.0 Tasks

The contractor must provide a MWD system that includes:

4.1 A Dialog MX2 data recording box

4.2 A connection box

4.3 Appropriate connection cabling between items 4.1 and 4.2

4.4 A depth sensor system with extension cord

4.5 A revolution per minute sensor for the drill rod

4.6 A down pressure sensor

4.7 A rotation torque sensor

4.8 A fluid pressure sensor for a two (2) -inch diameter line

4.9 A vibration sensor with extension cable

4.10 A flowmeter for 2-inch lines capable of recording mud/water flow with a connection cable

4.11 Data reporting software

4.12 Installation, set-up, and training of the operators on-site, in-person at a time to be determined by Reclamation after award.

The system must arrive with all required equipment and accessories to run the system “out of the box,” to be interoperable with Reclamation drilling equipment, and to collect data that is compatible for shared data analysis with FHWA and state DOTs. No additional modifications prior to production level work shall be required. The system shall be provided with up-to-date equipment calibration documentation and shall be manufactured with all new parts. The system shall include at least a one (1) - year commercial warranty provided by the contractor.

5.0 Delivery

The contractor is responsible for delivering the entire MWD system, as detailed in Section 4.0, to Reclamation’s Snake River Area Office at 1150 N Curtis Rd, Boise, ID 83706 within thirty

Solicitation No.: 140R8122Q0078 – Monitoring While Drilling System Page 5 of 34

(30) days of contract award. The contractor is responsible for ensuring the system is undamaged during the shipping process and comes equipped with all required parts. The system shall be installed by the contractor at a Reclamation-determined time after the initial thirty (30) - day period and the contractor shall provide training to Reclamation staff on how to use the MWD system following installation.

6.0 Government-Furnished Property

The Government is not furnishing any property as part of this acquisition.

7.0 Security

The contractor is responsible for ensuring the shipment passes all security requirements, including providing any necessary security documentation.

8.0 Place of Performance

The equipment must be delivered and installed at Reclamation’s Snake River Area Office at

1150 N Curtis Rd, Boise, ID 83706. Training on using the equipment must be provided to

Reclamation’s staff following installation.

"The information specifically identified on pages of this proposal constitutes trade secrets or confidential commercial and financial information which the offeror believes to be exempt from disclosure under the Freedom of Information Act. The offeror requests that this information not be disclosed to the public, except as may be required by law. The offeror also requests that this information not be used in whole or part by the government for any purpose other than to evaluate the proposal, except that if a contract is awarded to the offeror as a result of or in connection with the submission of the proposal, the Government shall have the right to use the information to the extent provided in the contract."

(c) The offeror shall also specifically identify trade secret information and confidential commercial and financial information on the pages of the proposal on which it appears and shall mark each such page with the following legend:

The offeror will also be promptly notified of the request and given an opportunity to provide additional evidence and argument in support of its position, unless administratively unfeasible to do so. If it is determined that information claimed by the offeror to be trade secret information or confidential commercial or financial information is not exempt from disclosure under the Freedom of Information Act, the offeror will be notified of this determination prior to disclosure of the information.

However, failure of an offeror to mark information contained in a proposal as trade secret information or confidential commercial or financial information will be treated by the

Government as evidence that the information is not exempt from disclosure under the Freedom of Information Act, absent a showing that the failure to mark was due to unusual or extenuating circumstances, such as a showing that the offeror had intended to mark, but that markings were omitted from the offeror's proposal due to clerical error.
