JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

Western Shelter - Fire Support Shelters

Job Corp Fire Program

The following Justification For Other Than Full and Open Competition (JOFOC) is prepared in accordance with FAR 13.5:

1. Identification of Agency: USDA/USFS AQM Job Corps Division, in support of the Job Corps Fire Program

2. Nature and/or Description of Action Being Approved:

The Job Corp Fire Program is in need of Western Shelter Octagon Shelter - rigid-frame, 20'x20'x6' Fire Shelters to provide to each Job Corp Center for training of students in the set-up and teardown of these shelter systems in direct support of the Rocky Mountain Interagency Fire Cache System (RMIFC). The Job Corp requires that the student receive training and gain experience in the setup and teardown of these systems in order for the student to work and support the RMIFC during the fire season.

3. Descripti Estimated the Value:

The RMIFC uses the Western Shelter WS-20 sheltering system throughout the RMIFC region. The RMIFC uses the Western Shelter system to ensure that all firefighter crews have the same sheltering systems in place. This allows the Government to train firefighters and support staff on the setup and teardown of the shelters across multiple areas that the RMIFC is responsible for. The Job Corp will use these systems to train Job Corp students and staff to better assist the RMIFC when called out for fire support work. In addition, these shelters will be used during Type 3 Incidents and will require refurbishment. Having one type of sheltering system provides the Government administrative efficiencies in ordering replacement parts and refurbishing these systems to be ready for the next incident.
