Project Pest Control Services @ NDDTC
General Information
1.0 Scope of Work
Routine and as-needed indoor/outdoor pest control services at the National Detector Dog Training Center (NDDTC) in Newnan, GA. This is intended as a 12-month firm-fixed price contract with the option to extend services for up to four 12-month option periods for a total possible contract period of 60 months.
2.0 Background
The U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ) is looking to establish a firm fixed price task order with four 12-month option periods for comprehensive pest control services. These services will be performed on a monthly basis and as needed per the Government’s request.
The contractor must provide all management, license, tools, supplies, equipment, transportation, labor, and incidental expenses to maintain a Pest Management Program at the National Detector Dog Training Center (NDDTC). Pest control services must be performed in a manner that adheres to all applicable EPA, OSHA, Federal, state, and local regulations and must ensure the health and general well-being of the NDDTC employees and canines on property during and after treatments. Service visits must be scheduled in advance and take place on weekdays between the hours of 3:00 and 4:30 p.m. local time, unless otherwise authorized by the Contracting Officer’s Representative (COR), to accommodate the working canines’ schedules.
Contractor Requirements
3.0 Technical Requirements / Tasks
3.1 Pest Control
Pest control services must be executed by contractor employees on site each month for the NDDTC’s five buildings and the ground areas within the perimeter fence (see attached). Indoor areas of service will be identified during the pre-award site visit and the total covered area on this property, included enclosed buildings and roofed canine areas, is estimated at 123,737 sqft. All areas serviced by the contractor must be left in good condition at the end of each service visit – all trash and debris must be removed.
Pests include:
• Indoor populations of rodents, insects, arachnids, and other arthropods.
• Outdoor populations of potentially indoor-infesting species, including armadillo and snake control.
• Nests of stinging insects (up to 10ft above ground).
• Individuals of all excluded pest populations (see below) that are incidental invaders inside the facility buildings, including swarms emerging indoors.
• Indoor population of nuisance birds including pigeons and house sparrows.
Excluded pests:
• Bats, and all other vertebrates not listed above.
• Termites
• Mosquitoes
• Pests that primarily feed on outdoor vegetation.
Management notes: This facility has recently had issues with an outdoor armadillo population and an indoor squirrel population. While the current issues have been addressed, the contractor must include both areas of concern (location and pest) in its monthly inspections to prevent invasive reestablishment of these populations.
The contractor must provide an annual integrated pest control management plan to the COR within two weeks of the start date of each period of performance, before any control methods are utilized. This plan must outline all anticipated control methods for prevention, suppression, and eradication (chemicals, equipment, etc.) of the pests listed below, as well as the action thresholds for each. The contractor is expected to: identify pests, damage, or any potential pest infestation; determine the extent of the pest problems; evaluate the effectiveness of active and prior treatments;
identify all risks to canines or humans; report all activities to the COR as described below.
The binder of Material Data Sheets (a.k.a. Safety Data Sheet, MDS, SDS) for items used onsite must be immediately available to the COR or other facility personnel in the event of exposure. No chemicals may be used at this location without the applicable SDS currently available onsite at the time of use. All actions performed while onsite (new/existing concerns checked, chemical applications, bait replacement, etc.) must be recorded and shared with the COR within two
(2) business days of each service visit. This can be in a print or electronic format, provided that the information is complete and easily legible.
The contractor cannot deviate from the pre-arranged visit schedule unless pre-approved by the COR. During the scheduled visit, in addition to the regular inspections, the contractor employees must also address all new or existing pest concerns voiced by the COR and follow up on previously addressed pests/areas of concern to ensure the effectiveness of the control measures used. Any concerns voiced by the COR and not sufficiently addressed (planning or action) during the scheduled visit will require the contractor to correct the deficiency as soon as possible and within reason. Disagreements between the contractor and COR regarding service satisfaction will be brought to the attention of the Contract Specialist for resolution.
Situations may arise in which unscheduled, time-sensitive pest control services are needed, either in response to an emergency or an incidental invader. It is expected that contractor employee(s) will be onsite within four hours of a call from the COR to address the pest concerns. Upon arrival and after inspection, the contractor must provide the COR with a quote for the requested services before work begins, barring extenuating circumstances. These unscheduled visits will be invoiced separately from the scheduled visits using the emergency or weekend rates as established in the contract and paid via Government Purchase Card or contract modification.
3.1.1 Use of Pesticides and Insecticides
The contractor must use pet safe, effective, environmentally sound methods of pest control, adhering to all Federal, state, and local laws and regulations, including applicable Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), and state/local regulatory guidance on pesticide storage, disposal, and application. All chemicals should be selected with considerations to limit the negative exposure to canines and handlers onsite 24/7/365.
Application of pesticides/insecticides must be based on evaluated need and not by schedule. As a general rule, application of pesticides/insecticides in any inside or outside area must not occur unless visual sightings, inspection, or monitoring devices indicate the presence of pests in that specific area and suggest that the established active thresholds have been breached.
Application of insecticides to exposed surfaces or as space sprays (fogging) must be restricted to exceptional circumstances where no alternative control methods are practical. Surface application and space spray must be pre-approved by the COR so that all canines and personnel can be removed from the affected area before application. The use of these applications is prohibited while employees or canines are present. The contractor must take all necessary precautions to ensure employee and canine safety, and all necessary steps to ensure the containment of the pesticide and/or insecticide to the site of application.
3.1.2 Use of Rodent Bait Stations
The contractor is required to install and maintain rodent bait stations wherever their inspections determine that bait stations are necessary, including inside and outside of buildings and all other structures for rodent control. Rodenticides, regardless of packaging, must not be placed in locations accessible to canines or employees. These must be located where they cannot be seen and will not be disturbed by routine operations and must be placed in EPA-approved tamper-resistant bait boxes. The lids of all rodent bait stations must be securely locked or fastened shut and the stations must be securely attached or anchored to the floor, ground, or other immovable surfaces, so that the box cannot be picked up or moved. Bait feed must be correctly secured in the feeding chamber.
All rodent bait stations must be maintained in accordance with EPA regulations, with an emphasis on the safety of non-target organisms. Additionally, all bait stations must be labeled with the contractor’s business name and phone number, and dated by the contractor’s technician at the time of installation and each time the station is serviced.
3.2 Experience and Licensing Requirements:
The contractor must have at least five (5) years of experience in the business of providing comprehensive pest control services of the size and scope described in this SOW. All work must be accomplished with the best standard practices, and by persons thoroughly experienced in the required trades. The work must be supervised by experienced personnel as appropriate.
Persons applying pesticides must possess a current Georgia Department of Agriculture and Consumer Services Commercial Pesticide Applicator Certificate/License. The contractor is responsible for ensuring that the licenses/certificates and training of contractor personnel are kept current. The contractor must provide to the COR a copy of the Commercial Pesticide Applicator Certificate/License for every employee who will be performing services onsite under this contract, including any subcontractor employees. At a minimum, the contractor must submit certificates of two individuals, one acting as a regular service representative and the other acting as an alternate.
The contractor must have a licensed Nuisance Wildlife Control Operator assigned to support this contract, by the time of award, at all times throughout the life of the contract. Their responsibilities include but are not limited to conducting the monthly inspection, and treatments or control services as needed, while onsite. The designated Nuisance Wildlife Control Operator may also act as one of the pesticide applicators if appropriately licensed.
If the contractor, at any time, fails to perform the services in a safe manner or violate any applicable regulations (knowingly or unknowingly), the Contracting Officer, with recommendation from the COR, may issue a Stop Work Notice ceasing all or part of the service until corrective actions are made. Failure to adhere to the appropriate and applicable chemical regulations will be recorded on the contractor’s past performance record and may result in contractor liability for avoidable exposure(s) of the canines or USDA employees to harmful substances used in the execution of this work and not properly secured or managed by contractor employees.
4.0 Pricing Schedule
The payment provided for in this contract will constitute as full compensation for providing supplies, labor, supervision, equipment, incidental materials, quality control, environmental protection, meeting safety standards, and performing all work under the contract in a complete and acceptable manner. Except as otherwise specified in this contract, all costs associated with incidental work must be included in the Pricing Schedule item with which that incidental work is most closely associated. Compensation for all work shown, specified, or essential to completion of the work must be included in the total price. The payment provided in the contract includes compensation for all risk, loss, damage, and expense arising out of the nature of the work or its prosecution, subject to the conditions of the contract. Option years will be exercised per FAR 52.217-9. The most recent revision of the Department of Labor’s (DOL) Wage Determination 2015- 4471 applies.
All lines designated as “Unscheduled service visits as needed” are for emergency and/or unscheduled visits as needed per the COR’s request. As described in Section 3.1, the quote for each of these visits must be presented to the COR or Contract Specialist after arrival onsite and before work commences. The invoices for these visits will be paid by credit card if under $2,500 and by contract modification if over $2,500. Interested contractors must include their hourly rate(s) for each labor category for unscheduled/emergency visits in their response.

8.0 Security Requirements
8.1 BI Information, Safety and Security Information
The Homeland Security Presidential Directive-12 (HSPD-12), dated August 27, 2004, requires the development and agency implementation of a mandatory Government-wide standard for secure and reliable forms of identification for Federal employees and contractors, including contractor employees. As directed by HSPD-12, on February 25, 2005, the Department of Commerce issued FIPS PUB 201, which is a Federal standard for secure and reliable personal identity verification (PIV) for routine physical access to Federally controlled facilities or information systems. Office of Management and Budget (OMB) memorandum M-05-24 dated August 5, 2005, provides instructions for implementing HSPD-12 according to FIPS PUB 201, and M-08¬01, dated October 23, 2007, reminds all parties that a background investigation is required.
All applicable contractor employees requiring routine physical access to Federally-controlled facilities and/or routine access to Federally-controlled information systems must go through the identity proofing and registration process, must have been successfully identity proofed, and have a successfully adjudicated National Agency Check with (Written) Inquiries (NACI) or Office of Personnel Management (OPM)/National Security (NS) community background investigation (BI) to serve on the contract. Contractor ID credentials will be issued after successful identity proofing of the contractor employee applicant and upon a successfully adjudicated NACI or OPM/NS BI. The contractor personnel will be required prior to starting work under this contract as well as maintaining it throughout the duration of the contract.
If an option year is exercised, the contractors must renew their credentials at the end of their period of performance. If no option year is exercised, the contractor must turn in their ID credential at the end of the performance period or when service on the contract ends.
The procedures to be followed by contractors and contractor employees are specified in DM 4620-002 which can be found at The contractor must comply with the personal identity verification (PIV) policies and procedures established by the United States Department of Agriculture (USDA) Directives 4620-002 series which can be found at Common Identification Standard for U.S. Department of Agriculture | USDA
The contractor must appoint a representative to manage compliance with the PIV policies established by the USDA Directives 4620-002 and to maintain a list of employees eligible for a USDA LincPass required for performance of the work. Should the USDA Directives 4620-002 require the exclusion of a contractor's employee, the Contracting Officer will notify the contractor in writing.
The responsibility of maintaining a sufficient workforce remains with the contractor. Contractor employees may be barred by the Government from performance of work should they be found ineligible or to have lost eligibility for a USDA LincPass. Failure to maintain a sufficient workforce of employees eligible for a USDA LincPass may be grounds for termination of the contract.
The contractor shall, through their own internal background investigation protocol and pre-employment investigation, ensure that each contractor employee submitted for a federal background investigation is reasonably expected to receive a favorable adjudication of their respective investigation.
The USDA will pay for the required federal background investigation. The government shall have and exercise full and complete control over granting, denying, withholding, or termination the background investigation clearance for employees.
The PIV Sponsor for this contract is a designated program point of contact, which in most cases is the COR, unless otherwise specified in this contract. The PIV Sponsor will be available to receive contractor identity information by appointment on weekdays at 360 International Park, Newnan, GA. The Government will notify the contractor if there is a change in the PIV Sponsor, the office address, or the office hours for registration; however, it is the contractor's responsibility to meet all aspects of the information contained in this contract on background investigations, safety and security information. The Contracting Officer (CO) will include the PIV Sponsor duties when issuing the designation memorandum to the COR (or other designated program/project manager).
