The purpose of this amendment is to provide responses to prospective offerors’ questions

(submitted prior to November 11, 2013 cut-off date) as follows:

Question 172: In reference to your Q&A discussion in Amendment 2 and Amendment 3. We seek clarification on the following responses:

The answer to question 62 is:

The rates provided in the Schedule of Supplies/Services are not inclusive of local travel, lodging, per diem, etc… These costs would be assessed at the task order level. The hourly rate composition should include labor, overhead, general and administrative costs, and profit.

The answer to question 124 is:

See Section B.3 of the solicitation. Prices submitted in response to this solicitation should be fully loaded (to include all applicable G&A, Overhead, Profit, etc.). Also see response to Question 18.

The discussions principally focuses on loaded labor rates. Our firm normally recovers G&A, overhead, and fee on other direct costs (expenses). Is this something that needs to be addressed in our IDIQ response, or do we include in our response to individual task order requests proposals. We assume the labor prices should include all applicable G&A, Overhead, Fringe, Profit, etc. Since our firm applies G&A, Overhead, Profit, to other direct costs, will we be able to add those costs, as well as applicable allowances, at the Task order level?

Per Section B.3 of the solicitation, Offerors are required to submit fully loaded daily rates as part of their proposal for the IDIQ contract (ie, fully loaded daily rates must be addressed in your IDIQ response). Per Section D.1.8 (c)(3), at the Task Order level, Contractors shall submit a budget proposal for a firm fixed price for direct labor, based upon the daily rate for the personnel to be used under that particular Task Order (per

Section B.3 above), multiplied by the number of days each individual needs to perform the particular services, on a task-by-task basis per the statement of work. The Contractor shall also propose other direct costs to be included in the firm fixed price, such as international airfare, per diem, ground transportation, and other expenses. Additional overhead, G&A, profit, etc., may not be added at the Task Order level. These overhead expenses must be incorporated into the fully loaded rates proposed under Section B.3.

Question 173: With regards to the labor rates, the response to answer of Question 7 in

Amendment 002 states that the labor rates should cover Host Country personnel. Are we to assume that the agency is requesting we provide Host Country labor rates for every conceivable country where work could be performed?

Amendment 007

That assumption is incorrect. Just one rate is needed per Junior Expert and Senior Expert listed in B.3. The labor rates provided in your proposal represent the maximum labor rate per expert that Contractors may propose under any given Task Order. If a Contractor proposes a Host Country subcontractor under a specific Task Order, that subcontractor’s labor rate may not exceed the labor rate proposed under this IDIQ for his or her expertise

(listed in Section B.3).

Question 174: Due to the uncertainty of where work will be performed and variability of labor costs in countries that could be involved in performance of work under this contract, providing labor rates for Host Country personnel does not appear to be in the best interests of the government or contractors. If contractors provide labor rates for Host Country personnel in the

IDIQ contract, the actual costs may be much higher or lower, depending on where the work will be performed. This could result in unreasonably high costs to the government or make the work economically unattractive to contractors. We request that the government reconsider the requirement to provide Host Country labor rates in the IDIQ contract. Establishing them seems much more appropriate at the individual task order level.

In this request for proposal USTDA have not requested that offerors provide separate labor rates for Host Country personnel. See response to Question 173 above.

All other terms and conditions of this solicitation remain unchanged.
