RE: Request for Proposal (RFP)-OSCU-DSU1704
ATTN: PROSPECTIVE OFFEROR
This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Part 12 and 15, as supplemented with additional information included in this notice.
The Federal Bureau of Investigation is issuing an unrestricted solicitation for 9mm luger service, training reduced lead, and frangible rounds. The Government shall contemplate multiple award of firm fixed price indefinite-delivery indefinite-quantity (IDIQ) contracts that will serve as a trusted procurement source for multiple Federal Agencies who utilize this caliber and require the best available ammunition to support their missions.
The maximum, not to exceed combined amount, over the life of the contract is $35 Million.
The solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-95. The North American Industry Classification System code is 332992, Small Arms Ammunition Manufacturing, with a small business size standard of 1,250 employees. The manner in which the proposal will be evaluated is set forth in the attached solicitation.
All ammunition is to be provided in accordance with the enclosed Statement of Work (SOW). Please read all sections of the solicitation carefully and ensure that all requested information is included with the offer. The following must be completed with your offer:
Representations and Certifications (FAR 52.212-3) - Prospective offerors are required to submit Annual Representations and Certifications electronically to the System for Award Management (SAM) database via http://acquisitions.gov. By submission of an offer under this solicitation, the offeror acknowledges completion of the annual representations and certifications via SAM and verifies, by submission of the offer, that the representations and http://acquisitions.gov/ certifications currently posted in SAM were entered or updated within the last 12 months and are current, accurate, complete and applicable to this solicitation. All offerors must comply with FAR 52.212-4(t), System for Award Management (SAM).
Submission of your offer constitutes compliance.
Required Documentation Identified in Section L.6 through L.10 under Proposal Preparation Instructions
Offers must be submitted so as to be received by the Contracting Officer no later than 12:00 PM, EST on Tuesday, December 19, 2017. Please submit one
(1) original of volume I/technical proposal, volume II/price proposal, and volume III/past performance information; along with one (1) copy of the technical proposal to the following address:

Electronic or fax copies of the offer will not be accepted. Offers submitted after the deadline will be processed pursuant to FAR 52.212-1(f).
