Regional MENA Smart Cities Infrastructure Definitional Mission (DM)

Questions and Answers

Q.1. The SOW states that deliverables are due to USTDA by June 30, 2016. Is this an error?

A.1. The deliverables due date is June 30th.

Q.2. Are payment terms listed in SOW negotiable?

A.2. USTDA will revise Section 8.0 Payment Schedule to reflect the time and labor expended in meeting the requirements of the SOW as follows:

30% after Kick-Off Meeting

15% after trip to Turkey

15% after Trip to Jordan

10% after conducting Roundtable discussions in Turkey and Jordan

15% after Contractor Submittal and Government Acceptance of Initial Draft Report.

15% after Contractor Submittal and Government Acceptance of Final Report.

Q.3. Are Istanbul Ankara, Izmir, Gaziantep and Amman the only cities that contractor will be required to visit?

A.3. As noted in section 6.4 (Page 4) “The Contractor shall travel to the host countries to meet with relevant project officials and with the U.S. Embassy and/or Consulate(s). This travel is not required to occur concurrently, but travel to Turkey shall be for a least ten (10) business days, including visits to at least five municipalities. Travel to Jordan shall include at least five (5) business days, focused on project development in Amman” The Turkish municipalities noted in the Q.3 are not predetermined.

Q.4. In what city in Turkey will the half day smart city planning roundtable be conducted?

A.4. The Contractor should assess options and provide a recommendation of the best location for the roundtable.

Q.5.Will USTDA (Consulate or Embassy) provide meeting space for the roundtable in Turkey and Jordan (6.4)?

A.5 No, the Contractor should plan for a meeting space for the roundtables.

Q.6. Are the roundtables to be conducted in English or native language?

A.6. In Jordan, the roundtable can be in English. In Turkey, the Contractor should consider whether it would be beneficial to have a translator.

Q.7. If roundtable is to be in native language will contractor be responsible for interpreter services?

A.7. As this is a fixed price contract, if the Contractor proposes a translator, the translation services for the half day roundtable would be the responsibility of the Contractor.

Q.8. Will potential projects include:

Water treatment and delivery, Waste water treatment, or

Solid waste?

A.8. As noted in the SOW (Page 1): “It is the expectation that the DM shall focus on municipal level smart city planning and recommend potential USTDA projects to support integrated planning focused on intelligent transportation; smart utilities (energy, water and waste management);

emergency management and resiliency, and e-citizen services.”

Q.9. In Section 1.2 of the SOW is a Public Market Report required for each recommended sector which a recommended project is considered to be a part of? (i.e. smart utilities; emergency management and resiliency, and e-citizen services)

A.9. No, one public market report is due for the entire Definitional Mission.

Q.10. Is the information concerning proposed (and potential) projects provided by the

Municipalities in Turkey and Amman, Jordan provided in English?

A.10. There are no specific projects currently under consideration. Any potential projects will be proposed by the Municipalities. At this time, we cannot predict if all of the information will be in English.

Q.11. Are reports to the USTDA required to be provided in English only?

A.11. Yes, the reports required to USTDA should only be in English.
