Q&A – Amendment 3 Department of the Treasury, Bureau of the Fiscal Service

Division of Procurement RFP-ADF-OTP-17-0002 Grant Process Review

Vendor(s)’ Question(s) and Government’s Answer(s)

1. Vendor Question: Under the Contractor Minimum Qualifications section it states that the contractor and/or their partnering organization collectively (i.e. Subcontractors) shall: Have a minimum of 20 years of experience in federal government contracting and management consulting in the area of international development. May 20 plus years of experience in Nonprofit and Government substitute this requirement?

Answer: Yes, if the experience in Nonprofit and Government was focused in the area of international development, otherwise no.

2. Vendor Question: Will you accept the contractor and/or their partnering organization collectively (i.e.

Subcontractors) managing of branch offices and headquarters locations as a substitute for the experience in managing home and country offices, managing organizations and staff, managing administration and operations functions, and managing and working with senior level staff?

Answer: Yes, if branches and headquarters are located in different geographical locations, preferably on different continents.

3. Vendor Question: Will you accept the Contractor’s key personnel having 20 plus years of experience in

Nonprofit and Government as a substitute for 20 years of experience in federal government contracting and management consulting in the area of international development?

Answer: Please refer to answer in question 1.

4. Vendor Question: May the Contractor’s key personnel have a Masters in other types of business areas with international experience as a substitute for a Masters in international relation or international development?

Answer: Yes, if the Masters in different business areas is coupled with experience in international development.

5. Vendor Question: May the Contractor’s key personnel experience managing of branch offices and headquarters locations substitute the requirement of current knowledge of managing home and country offices, organizations and staff, administration and operations functions, and working with senior level staff?

Answer: Please refer to answer in question 2.

6. Vendor Question: The PWS States the Period of Performance is for 24 Hours a week for 3 Months but on the Pricing Sheet (Upper Left Hand Corner) states a 6 Month PoP, which is correct?

Answer: The correct Period of Performance is 3 months. Please see the revised Attachment A-Price Sheet and amended Section 4.0 of the PWS for the removal of the “24 hours a week (3 days per week)” statement. Offerors shall propose the level of effort that they feel is appropriate for them to perform the tasks and corresponding deliverables per the “Instruction to Offerors, Section C 1a.” related to the offeror’s price proposal.

7. Vendor Question: What is the Period of Performance – RFQ states 3 months with a level of effort of three days a week which equals (12 weeks * 3 days = 36 Days *8 hours per days = 288 Hours) is that correct?

Is that correct or is this a FFP based on deliverables or a T& M Contract?

Answer: Please see the answer to Question 6, above. The government is requesting a firm fixed price for the performance of all tasks and corresponding deliverables in the PWS that shall be completed within 3 months from the award effective date.

8. Page 6 of 41: Clauses: 1052.204-70 INSIDER THREAT AWARENESS TRAINING (JULY 2016):

(c) Contractor personnel, including subcontractor personnel, determined to require access to classified information in performance of this contract shall successfully complete Insider Threat Awareness training initially and annually thereafter.

Will USADF provide Insider Threat Awareness Training to the contractor?

When will this training be provided?

Answer: The government has determined that this is not necessary for this requirement. Therefore, it is removing DTAP 1052.204-70 from the RFP.

9. Page 6 of 41: Clauses: 52.232-18 AVAILABILITY OF FUNDS (APR 1984) LAPSE FUNDING

In accordance with 52.232-18 Availability of Funds, the status of Fiscal Year funding and any necessary action required of the Contractor will be made available at the following website:

https://www.fiscal.treasury.gov/fsfaq/fs_doing_business.htm. It is the Contractor's responsibility to monitor this website for information regarding Fiscal Year funding.

Is funding currently available for this procurement?

Answer: Yes, funding is currently available under the Continuing Resolution for this requirement.

However, this notice is being provided in the unlikely event that for reasons unforeseen by the government at this time, funding may not continue to be available.

10. Page 8 of 41: Clauses: 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO

IMPLEMENT STATUTES OR EXECUTIVE ORDERS -- COMMERCIAL ITEMS (JAN 2017).

X__ (4) 52.204-10, Reporting Executive Compensation and First-Tier Subcontract Awards (Oct 2016) (Pub. L. 109-282) (31 U.S.C. 6101 note).

Given the small nature of this purchase order, please advise if this clause can be stricken?

Answer: No, FAR prescription 4.1403(a) states, “…the contracting officer shall insert the clause at 52.204-10, Reporting Executive Compensation and First-Tier Subcontract Awards, in all solicitations and contracts of $30,000 or more.”

Page 19 of 41: 52.212-1 INSTRUCTIONS TO OFFERORS -- COMMERCIAL ITEMS (OCT 2016) Offerors shall submit a complete proposal package in the following Volumes as separate attachments with as little duplication of information as possible How should additional required documents such as the NDA and the IPP Waiver be submitted?

Should each of these required documents be submitted as additional new volumes separately?

Answer: The IPP Waiver shall be included in Volume I Package. The NDA is only required from the successful contractor’s personnel before they begin work on this contract, pursuant to PWS Section 11.3.

12. Page 19 of 41: A. Offerors’/Contractual Information - 1) Company Name, Contact Information (point of contact, email address, phone number), Unique Entity Identifier Number:

Unique Entity Identifier Number: We are in the process of acquiring this number. However, should this not be confirmed by the due date of the proposal, please confirm that it can be submitted to you thereafter (upon receipt of this information from SAM) but prior to award decision.

Answer: Offerors shall provide the Unique Entity Identifier Number prior to the award date. If the apparently successful offeror does not obtain a Unique Entity Identifier Number and register in SAM by the required date, the Contracting Officer will award to the next otherwise successful registered offeror.

13. Page 19 of 41: A. Offerors’/Contractual Information - j. Company headquarters name and address (reporting relationship within your entity).

Please confirm if the “reporting relationship with your entity” speaks to personnel organization structure.

Answer: It speaks to the personnel structure and the structure of your specific department within the company, if applicable (i.e. a division of _____________________________).

14. Page 20 of 41: 4) FAR 52.212-3 - Offeror Representations and Certifications - Offerors shall certify that: (they) have an active status in the System for Award Management (SAM) online data base at https://www.sam.gov/ prior to the award date.

We are working with SAM to make our status active. It is expected that it will be active by proposal submission date. However, should this process not be completed by then, please confirm that the status can be confirmed to you thereafter but prior to award decision.

Answer: Yes, please also see the answer to number 12, above.

15. Page 21 of 41: 3) Past Performance:

Please share any required past performance reference template? Otherwise, please confirm the contractor can develop their own template?

Answer: The government does not have any past performance reference templates; therefore, offerors shall develop their own document to provide all of the information requested in the “Instructions to Offerors” section B(3).
