SENIOR EXECUTIVE SERVICE CANDIDATE DEVELOPMENT PROGRAM

Request For Proposal #15054 Department of the Treasury Senior Executive Service Candidate Development Program (SES CDP) Statement of Objectives (SOO)

1. Purpose The Treasury Executive Institute (TEI) provides executive training to current and candidate executives in the U.S. government. The Senior Executive Service Candidate Development Program (SES CDP) is authorized and regulated under 5 C.F.R. § 412.104, and requires participants to engage in a development program designed to enhance their Executive Core Qualifications (ECQs) and increase their understanding of a wide range of government programs and issues. The ECQs describe the leadership skills required to succeed in the SES. They also reinforce the concept of an “SES corporate culture” as they measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

2. Background The SES CDP provides federal agencies the opportunity to identify, develop and prepare future senior leaders. OPM projects that 63.5% of the SES workforce will retire in the next 10 years. To prepare for and manage this possible leadership exodus, OPM has instructed agencies to focus on developing and implementing effective succession strategies and providing high quality leadership development opportunities for their workforce. The SESCDP, when implemented and utilized properly, can play a vital role in providing agencies the necessary “bench strength” to manage their leadership turnover.

3. Scope The contractor shall provide all documentation, qualified personnel and resources to fully implement one complete (1) session of the SES CDP program referred to as “Cohort 1.” The Department of the Treasury has developed a SES CDP program that has been certified by OPM. Therefore, all support shall be AT A MINIMUM within the parameters established in OPM regulations governing SES CDP programs generally, and the OPM-certified Department of the Treasury Multi-Agency SES Candidate Development Program Implementation Plan. Upon completion of the Cohort 1 session, all SES CDP candidates shall become eligible to be certified by OPM as being able to fill any federal agency SES position without further competition.

4. Period and Place of Performance

4.1 Period of Performance:

Twenty-four (24) months from date of award.

4.2. Place of Performance:

All work shall be performed at the Treasury Executive Institute (TEI) located within the Washington D.C. area. Some exceptions to place of performance may apply. Any exceptions shall be identified with the associated component in the SES CDP Implementation plan.

5 Performance Objectives

5.1 Program Direction Support and Management Recommendation:

Cohort 1 will be the first official SES CDP offered by the Department of the Treasury through TEI. Although Treasury has an OPM certified SESCDP, TEI requires a full program review and recommendations on how to successfully implement and management future sessions for a multi-agency offering. The recommendation shall identify the Treasury program direction and overall management methodology in order to successfully initiate, implement and complete all components the Treasury SESCDP program. The recommendation shall identify components that could be managed and implemented by federal staff as well as those components that should be outsourced by contractor support performed by the vendor. The review and recommendations shall be documented and submitted to the COR.

In addition to the overall program review, the recommendations shall address the following topics at a minimum:

a) Orientation

b) Mentor training, administration, and monitoring

c) 360 degree leadership competency assessments

d) 80 hours of ECQ-based interagency training

e) Executive Development Plans/Reading Plan Development and Implementation

f) Continuing Learning

g) Coaching

h) Document Management

i) ECQ statement development

j) 120-day rotational assignments for participants

Upon completion of Cohort 1, the contractor shall include a “lessons-learned” section based on the results of the completed Cohort 1 session that will cover any possible issue, problem or confusion as well any item that could be improved to enhance Treasury’s SES CDP. The lessons learned can be an addendum to the Management Plan. This task can run concurrent with the Cohort 1 session. All information and documentation submitted in support of this task shall become the property of the Department of the Treasury.

5.2 Curriculum Development:

The Contractor shall develop a detailed curriculum that identifies how each component (also referred to as module) will be implemented. The curriculum shall provide, but not be limited to the following for each component that is identified on the SES CDP Implantation Plan:

a) A detailed description of activities the contractor shall perform to meet the requirement of each component

b) Required actions of the Government or the SES CDP candidates.

c) Deliverables

When developing the curriculum, the contractor shall ensure that each component is developed within the parameters of the OPM SES CDP requirements as well as the Department of the Treasury OPM certified plan. The curriculum shall be designed for a multi-agency approach and not focus on the mission of the Department of the Treasury alone.

5.3 SES CDP Implementation:

The contractor shall provide all support to include, but not be limited to staff and material to fully implement the Department of the Treasury SES CDP plan in accordance to the contractor created curriculum. Support for this requirement shall include approximately twenty five (25) federal SES CDP candidates from the Department of the Treasury as well as other Treasury bureaus and other Agencies. The Contractor shall provide full support to successfully implement all components of the OPM certified Treasury SESCDP program.

5.4 Deliverables:

The Contractor shall provide recommended deliverables with associated deliverable time frames that will be submitted to the COR for each component. All documentation provided by the contractor shall become the property of the Department of the Treasury. Any documentation claimed as proprietary must be clearly identified to the CO and COR.

5.5 Performance Metrics:

The contractor shall recommend performance metrics for each component in order to successfully measure the contractor’s performance. Performance metric shall include the following criteria at a minimum

a) Component / Module Name

b) Performance Objective and Standard

c) Expected Outcome

d) Acceptable Quality Level

e) Frequency of measure

f) Method of measure / Assessment

g) Incentive / Dis-incentive

5.6 Incentives, Dis-incentives:

The contractor shall identify incentives and dis-incentives based on the performance metrics.

5.7 Quality Assurance Surveillance Plan:

The contractor shall perform consistent with the Quality Assurance Plan agreed upon at contract award.

5.8 Acceptance:

Acceptance of the contractors overall performance shall be based on the performance metric for each component.

5.9 Invoice Payments:

The contractor shall be authorized to issue partial invoices based on the successful completion and acceptance of task 5.1 as well as each component. The per-invoice amount shall be calculated based on the total firm fixed cost divided by the number of component. This will be documented in the contract at award.

6. Constraints

6.1 Contractor must provide support in accordance to the Department of the Treasury SES CDP Program Implementation plan. (Reference attachments).

6.2 Contractor must adhere to the accepted SES CDP curriculum that is developed based on the Department of the Treasury SES CDP Implementation Plan.

6.3 Contractor must adhere to Treasury’s Corporate SES Candidate Development Program (CDP) Issuance Notice (TN-11-007). (Reference attachments).

6.4 The contractor shall ensure the curriculum is developed, and all support is within the policies developed by the Office of Personnel Management (OPM): http://www.opm.gov/wiki/training/Senior-Executive-Service-Candidate-Development-Program.ashx

6.5 Key Personnel:

Contractor personnel also referred to as contingent workers that provide direct support to this requirement shall be considered Key Personnel. Key persons include those who will be involved in (1) curriculum design, (2) instructional delivery, and (3) program management. The same key persons need not be involved in all three. The contact shall identify and memorialize Key Personnel. Direct support shall include but not be limited to direct contact with SES CDP Candidates during all components of the SES CDP program. If a key person is to be replaced, the contractor must notify the COR in writing at least 30 days before the contingent workers departure unless that departure is outside the control of the contractor. Resume of the replacement contingent worker must be submitted to the COR and must be approved, in writing before the proposed contingent worker begins providing support under this contract.

6.6 Security:

All persons providing support to this contract shall be subject to a Department of the Treasury back-ground investigation. Although credentials may or may not be issued by Department of the Treasury Office of Security Programs, the COR shall collect Personally Identifiable Information to include but not be limited to:

a. Full name of contingent worker

b. Birth date

c. Personal mailing address (physical, no P.O. Boxes)

d. Social Security Status

e. Citizenship Status. Proof of citizenship shall be required if other than a US Citizen by birth.

f. Email

Personally Identifiable Information (PII) may be sent electronically as long as any documentation (Excel, Word, etc.) is password protected. If PII is sent in an email, that email must be encrypted.

7. Definitions Not applicable to this procurement.

8. Attachments

8.1 The Department of the Treasury SES CDP Program Implementation plan and Corporate Plan.
