Pre-Proposal Conference Date: Wednesday, June 28, 2017

Location: Billings Area Office Judge Jameson Federal Building 2900 Fourth Avenue North 2nd Floor Conference Room No. 204 Billings, Montana 59107

Conference Records/Minutes:

1. Below are the specific changes to the RFP and questions and answers noted in the Pre-Proposal Conference.

2. C.O. stated: there is a specific annual amount identified for the Billings Urban Healthcare program, which is $711,902 annually, which totals $3,559,510, for the base contract period plus the four (4) option years. This will be noted in Section B.2 Cost, on Page B1 and Section G.3A Compensation – Estimated Total Cost = $3,559,510, for the base contract period plus the four (4) option years.

C.O. stated: the contractors will be required to identify how the annual amount will be allocated when submitting their budget proposal.

3. C.O. stated: this is a Cost-Reimbursement type contract. The funds for the Urban program will be disbursed incrementally at the beginning of each quarter, with the exception of when the Indian Health Service receives incremental funded congressional Continual Resolutions (CR).

4. The Equipment Inventory for the previous contractor (Indian Health Board of Billings) will be amended into the Request for Proposal, once it has been completed.

5. All future questions relating to this Solicitation will need to be submitted in writing, which will be posted in the solicitation as well as the response.

6. In Section C.1B Urban Indian Organization – does a nonprofit corporate body mean Non-Profit by the State of Montana or Non-Profit for the Tribes.

Response: The Indian Health Service interprets Non-Profit for the purpose of an Urban Healthcare organization as: A 501(c)(3) organization is generally sufficient to demonstrate an organization’s status as a “nonprofit corporate body” within the meaning of the Indian Health Care Improvement Act, the statute that provides the authority for any contract awarded under this RFP. Any evidence that you have of recognition as a 501(c)(3) organization should be submitted with your proposal

7. Is the building the IHBB occupied leased, rented or owned?

Response: The building the IHBB occupied was leased by the IHBB, the IHS was not involved in the IHBB Lease process. When the contract is awarded the contractor would be responsible for identifying where the Billings Urban Clinic is located as well as their Lease Agreement.

8. Does the Contractor have to be Native Owned?

Response: Yes, the Urban Contractor is required to be Native Owned as stated in Section C.1A – The term “Urban Indian Organization” means a nonprofit corporate body situated in an urban center, governed by an urban Indian controlled board of directors, of whom at least 51 percent are American Indians/Alaskan Natives.

9. In Section F.3 Reports, Report # 15. Is changed from Monthly Report on Community Meetings to Board of Director Meetings.
