Section I: Introduction

A. Purpose The County is seeking proposals from qualified suppliers for the procurement and delivery of HVAC and boiler components and equipment as outlined below. Selected vendors will provide materials for new construction, replacement, and maintenance operations throughout County, as further described in detail under Section IV, Scope of Work (SOW).

B. Objectives The objective of this Request for Proposal (RFP) is to solicit competitive bids from qualified vendors capable of providing reliable, cost-effective, and high-quality HVAC supply services. This includes the procurement and timely delivery of HVAC equipment, components, and consumables necessary to support the maintenance, repair, and installation of heating, ventilation, and air conditioning systems across the County’s facilities.

The selected vendor will help ensure operational efficiency, regulatory compliance, and optimal indoor air quality by supplying products that meet industry standards and performance requirements.

C. Background Local HVAC supply houses play a crucial role in supporting the maintenance and operation of county-owned buildings by ensuring timely access to essential heating, ventilation, air conditioning, and boiler components. These buildings—including schools, courthouses, administrative offices, and health facilities—rely on properly functioning HVAC and boiler systems to maintain safe, comfortable, and compliant environments. When repairs or replacements are needed, especially during peak heating or cooling seasons, quick access to parts is vital to avoid service disruptions. Partnering with local supply houses allows counties to reduce downtime by eliminating delays associated with long-distance shipping or limited availability. Moreover, sourcing locally strengthens the regional economy, fosters dependable relationships, and often leads to better pricing, and faster service.

D. Period of Agreement The initial term of any agreement awarded because of this RFP will be for three (3) years with two (2) one-year optional annual renewals upon the mutual agreement of the contractor and the County for a total term not to exceed five (5) years. Should the Contract expire, service shall continue a month-to-month basis until a new Agreement has been executed or either party terminates upon thirty (30) days written advance notice.
