About this file
This document is a sample Letter of Intent (LOI) attachment for RFP 13367 issued by the County of San Diego, Behavioral Health Services, in partnership with school districts within the SELPA region. The RFP seeks qualified offerors to deliver school-based social-emotional skill-building services using The Incredible Years evidence-based practice curriculum. The County intends to award six regional contracts, with Lot 1 covering the San Diego Unified School District (SDUSD) Central region, targeting Medi-Cal eligible or uninsured students in preschool through 3rd grade. Services will be delivered through small-group interventions conducted on elementary and K-8 school campuses. Offerors must obtain Letters of Intent from participating school districts to demonstrate commitment to partnership prior to award. The LOI serves as a preliminary agreement between the offeror and school district and may be formalized through a Memorandum of Understanding or Agreement if required by the district.
The sample LOI template permits school districts to endorse multiple offerors for on-campus partnerships and does not specify pricing terms, funding amounts, or contract duration within this attachment. Services provided include small-group interventions using The Incredible Years curriculum, caregiver support services, and ancillary supports such as limited individual client services to address social-emotional learning or linkages to community, educational, medical, and behavioral health resources. The partnership is contingent upon the offeror's successful award of the SchooLink contract through the County of San Diego, with final implementation dependent on formal agreement execution between the parties.
