About this file
This is a Request for Proposals (RFP) No. 123DH009 issued by the Regional Transportation District (RTD) in Denver, Colorado, soliciting proposals for Downtown Custodial Services. The contract covers custodial services for four specific RTD facilities: Denver Union Station, Civic Center Station, Security Command Center, and Blake Street. The initial contract period is one year with the option to extend for four additional one-year periods. RTD anticipates making a final selection on 04/28/2023 and may award multiple contracts from this RFP.
The contract will be a fixed-price type with payments based on a predetermined pricing schedule. RTD has not specified a Disadvantaged Business Enterprise (DBE) or Small Business Enterprise (SBE) participation goal but encourages proposers to pursue subcontracting and partnering opportunities with DBE/SBE firms. The evaluation of proposals will be based on three criteria: cost (40%), experience and past performance (30%), and understanding and approach to custodial, graffiti removal, quality control, and staffing plans (30%). Proposers are required to submit detailed technical and cost proposals, with provisions for comprehensive background checks on personnel and adherence to specific cleaning standards and performance metrics for each facility.

RTD Part 1 RFP Instructions – Paper or Email Revised 01.2023
E. Period of Performance – Subject to the Termination provision of the Contract, performance shall commence as of the date specified in the notice to proceed or, if no date is specified, upon Contractor’s receipt of notice to proceed, and shall continue for 1 year (subject to the exercise of any option periods). If mailed, receipt of the notice to proceed is presumed to be five days after mailing.
F. Options for this Contract – There shall be four 1-year Option periods for the Contract(s)
G. Disadvantaged and Small Business Requirement for Contracts with No DBE/SBE Goal – RTD has not specified a DBE/SBE participation goal for the Work to be performed under the Contract. However, RTD encourages and expects proposers to pursue subcontracting, mentoring, joint venturing, teaming and partnering opportunities with DBE/SBE firms in the ordinary course of its business/teaming strategies. To date, RTD has achieved greater than 20% DBE/SBE participation on its overall FasTracks DBE/SBE Program. Proposers are encouraged and expected to create a level playing field to the maximum practicable extent consistent with the objectives and requirements of the RTD DBE/SBE program based on federal regulations codified at 49 CFR Part 26 and RTD’s SBE Program Policy. RTD is interested in your strategies and approach to seeking diversity in the proposer team to include DBEs/SBEs, minorities and women in all phases of subcontracting, supplier and workforce opportunities associated with the Contract. RTD is an equal opportunity employer and also operates a successful Small Business Opportunity Office.
Therefore, RTD expects proposers to demonstrate the same meaningful level of commitment to diversity from businesses that participate in RTD’s procurement process.
H. Proposals shall be valid for a duration of no less than 90 days from proposal due date.
RTD Part 1 RFP Instructions – Paper or Email Revised 01.2023
GENERAL INSTRUCTIONS
A. General.
1. The successful Proposer(s) will be providing Custodial Services, as outlined in the Scope of Work, for Denver Union Station, Civic Center Station, Blake Street and the Security Command Center. The initial period of performance shall be 1-year, and there shall be four 1-year Option periods.
2. Option(s). If RTD has included the potential for options on this Contract, proposals should be adjusted to cover such option(s). The option quantities or periods contained in the proposer’s proposal shall be evaluated in order to determine Contract award.
When options have not been evaluated as part of the award, the exercise of such options will be considered “sole source” procurements. RTD will evaluate offers for award purposes by adding the total proposed price for all options to the total proposed price for the initial term of the Contract. Award of a Contract containing options shall not obligate RTD to exercise such option(s).
3. Brand Name or Equal. If an item in this RFP is identified as "brand name or approved equal," the purchase description reflects the characteristics and level of quality that will satisfy RTD’s needs. The salient physical, functional, or performance characteristics that "approved equal" products must meet are specified in the RFP. To be considered for award, offers of "approved equal" products, including "approved equal" products of the brand name manufacturer, must meet the salient physical, functional, or performance characteristic specified by this RFP; clearly identify the item by brand name, if any, and make or model number; include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and clearly describe any modifications the proposer plans to make in a product to make it conform to the RFP requirements. The proposer must also mark any descriptive material to clearly show such modifications. RTD will evaluate "approved equal" products on the basis of information furnished by the proposer. Requests for approved equals must be received by the Purchasing Agent by email during the Inquiry Period stated in the RFP Schedule.
Any request for an approved equal must be fully supported with technical data, test results, or other pertinent information as evidence that the substitute offered is equal to or better than the Specifications requirement. In addition, any test requirements in the Specifications that pertain to an item under consideration for approved equal must be submitted with the request for approved equal. Decisions of RTD shall be reduced to writing by the Purchasing Agent and shall be final. Responses to requests for approved equals will be issued by Addendum per the RFP Schedule date for responses to questions.
4. The Proposal Contents Checklist, Part 2 of the RFP, is included for the proposer’s convenience. Each proposer is solely responsible for submitting any necessary forms and certifications that may be required by the RFP.
5. Part 4 of this RFP is a copy of the Contract contemplated for award substantially in the form to be executed.
