546-23-103 Repair Steam and Condensate Equipment
***SPECS FOR ALL EQUIPMENT CAN BE FOUND IN THE CONDENSATE STUDY DOCUMENT***
Scope Revision:
Area #10: Contractor shall re-pipe all condensate such that it avoids the pit entirely and install (2) new condensate pumps.
RFI Answers:
Question # 1. Area #1 - On the site visit it was discussed that one of the two heat exchangers had already been repaired and the other was abandoned in place. The only work required was to replace the control valve for the heat exchanger still in service and condensate hardness testing. Please confirm.
VA RESPONSE: Only work required is to replace the control valve for the heat exchanger still in service, and condensate hardness testing.
Question #2. Area #3 – During the site visit it was discussed that the “lift pump trap” for AHU36 & AHU37 was no longer required. Please confirm.
VA RESPONSE: “Lift pump trap ” for AHU36 & AHU37 is no longer required
Question #3. Area #4 – The scope of work calls for replacing domestic hot water heaters DHWG 1 & DHWG2. There is currently a ~6” lift on the condensate return (to a local atmospheric receiver/pump station) from the existing domestic water heaters. It was discussed that re-piping the condensate return from DHWG 1 & DHWG2 to eliminate any lift would eliminate the need for a “lift pump”. Was this where the lift pump was to be installed or are there two other heat exchangers (HX1 & HX2) in the area that we did not see on the site visit? Please confirm. If the lift pump is for the domestic hot water heater condensate, please confirm if re-piping the condensate to eliminate any lift would negate the need for a lift pump. Also confirm if the steam control valves for the domestic water heaters need to be replaced as well.
VA RESPONSE: The scope of work for this area is to replace the domestic hot water heaters DHWG 1 & DHWG2. Re-piping the condensate return will eliminate the need for a lift pump. The steam control valves for the domestic water heaters need to be replaced.
Question # 4. Area # 6 – On the site visit it was discussed that in addition to replacing the heat exchanger HX2, a lift pump (or pumping trap) was also required for HX2 condensate. Please confirm that a lift pump is required. Also please confirm that the control valve(s) for HX2 do NOT need to be replaced.
VA RESPONSE: A lift pump is required for HX2 condensate, please replace control valve.
Question #5. Area #8 – The scope of work calls for replacing domestic hot water heaters DWG-1 & DWG-
2. During the site visit it was noted that the condensate return from these water heaters was routed into a pumped condensate return line. It could be re-piped to the local atmospheric receiver/pump station to eliminate any back pressure, and therefore, eliminate any need for a lift pump. Was this where the lift pump was to be installed or are there two other heat exchangers (HE1 & HE2) in the area that we did not see on the site visit? Please confirm. If the lift pump is for the domestic hot water heater condensate, please confirm if re-piping the condensate to eliminate any back pressure would negate the need for a lift pump. Also confirm if the steam control valves for the domestic water heaters need to be replaced as well.
VA RESPONSE: The condensate return needs re-piping in order to eliminate any back pressure, and this will negate the need for a lift pump. Steam control valves for the domestic water heaters need to be replaced.
Question #6. Area #9 – Per the scope of work, HX1 is to be replaced and relocated. Are the steam control valve(s) to be replaced? Is the steam trap to be replaced? The location for relocating HX1 was discussed during the site visit. The consensus seemed to be relocating it in the basement to a more accessible area (up to 50’ from the existing location) would be better than trying to move the heat exchanger, expansion tank, circulating pumps, etc. to a closet on the 1st floor. Please confirm that the relocation will be in the basement up to 50’ from the existing location. If this isn’t acceptable, please confirm the desired relocation area.
VA RESPONSE: The VA will like to relocate HX1 in the closet that was shown the day of the visit. Steam control valves and steam trap need to be replaced.
Question #7. Area #14 – The scope of work calls for replacing domestic hot water heaters DHWG-1 & DHWG-2. Please confirm if the steam control valves for the domestic water heaters need to be replaced as well.
VA RESPONSE: Domestic hot water heaters DHWG-1 & DHWG-2, and steam control valves for domestic water heaters need to be replaced.
Question #8. Area #16:
- Trap #108 – couldn’t locate on the site visit. Please provide pipe size, trap type, steam pressure (and any other trap details available).
VA RESPONSE: Model 811-125 Connection size 1” connection type: Screwed. Pressure 100
- Trap #156 – couldn’t locate on the site visit. Please provide pipe size, trap type, steam pressure (and any other trap details available).
- VA RESPONSE: Model FT-15 Connection size 3/4” connection type: Screwed. Pressure 15
- Trap #154 – couldn’t locate on the site visit. Please provide pipe size, trap type, steam pressure

- Trap #157 – couldn’t locate on the site visit. Please provide pipe size, trap type, steam pressure
- VA RESPONSE: Location C132, Outside Spinal Cord Pharmacy, Height 10’, Model FT-75, connection size ¾”, application drip, pressure 75.
- Trap #159 – couldn’t locate on the site visit. Please provide pipe size, trap type, steam pressure

VA RESPONSE: Location C32, Sterilizer #3 , Height 1’, Model N-125, connection size 1/2”, application drip, pressure 30.
- Trap #98 – couldn’t locate on the site visit. Please provide pipe size, trap type, steam pressure (and any other trap details available).
VA RESPONSE: Trap was eliminated.
Question #9. Will the VA provide material storage/laydown area onsite for job materials? If not, is there a location at the medical center where a Conex box could be located?
VA RESPONSE: VA will provide a location at the medical center where a contractors Connex box could be located.
Question #10. Please confirm if insulation removed during work needs to be replaced. Please also confirm if newly installed piping and components (tube and shell heat exchangers, etc.) need to be insulated.
VA RESPONSE: Insulation removed during work and newly installed piping and components (tube and shell heat exchangers, etc.) need to be insulated.
Question #11. In the Solicitation/SOW it states that “The contractor shall provide an accurate set of as-built drawings on existing Trace Steam, Condensate Equipment, and Piping system.” We are assuming that we will only be updating existing as-built drawings provided by the government and only as it relates to the existing Trace Steam, Condensate Equipment and Piping System and only updating any changes made under this contract. Can that be confirmed?
VA RESPONSE: Contractor is responsible of updating existing as-built drawings provided by the government and only as it relates to the existing Trace Steam, Condensate Equipment and Piping System and only updating any changes made under this contract
Question #12: In the performance requirements you state the contractor shall provide all certifications for installers, can you tell me what certification are you looking for?
VA RESPONSE: Welders.
Question 13: Area #1 heat exchanger 1-13- HE-1 told that the steam control valve is to be replace, can you give us specs for that valve?
VA RESPONSE: Size 2” Pressure 40 CV MFG:
Siemens Serial: 20419
Question 14: Area #4 replace DWG-1 &2 and add a lift pump to HX1 & HX2 Do you have specs for the two DHWG and there is a lift pump approximately 10ft away, can we just use that existing pump instead of installing a new one?
VA RESPONSE: Specs for DHWG-1 and 2 are Below. The condensate from HX1 and HX2 must be piped to eliminate the need for a lift pump.
Question 15: area #6 states replacement of HX2, do you have specs for HX2? And this looks like you should have a lift pump for both of these HX, would you like us to price to install one?
VA RESPONSE: No Lift Pump will be installed.

VA RESPONSE: The condensate shall be piped to eliminate the need for a lift pump.
Question #17 - Area 9 mentioned replacing and relocating one HX-1 for spinal cord. The location that was picked out does not look it is accessible for running new steam and hot water lines, can we relocate approximately 60 t0 80 feet towards the west yet still be in the basement?
VA RESPONSE: No. HX-1 shall be located in the closet identified in the site visit.

Question #20 - Area 9 mentioned replacing and relocating one HX-1 for spinal cord. The location that was picked out does not look it is accessible for running new steam and hot water lines, can we relocate approximately 60 t0 80 feet towards the west yet still be in the basement?
VA RESPONSE: No. HX must be in the closet that was identified in the site visit.

Topic: Work Experience - Miami Area Referencing the Performance Requirements section of the solicitation, requirements for trace steam, condensate equipment, and piping installer include “A minimum of 5 years working in an active/ocuppied hospital setting… in the Miami area with 3 references for previous projects”. Does past experience have to to be in the Miami area? Would previous projects that meet past performance requirements but took place outside of Miami be acceptable?
VA RESPONSE: Yes, previous projects that took place outside of the Miami area will be acceptable.

Topic: ASSE Certification
Are all subcontractors required to be ASSE Certified? Mechanical Pipefitters dare not likely to have this certification, VA RESPONSE: No ASSE certification is necessary.
