Performance Work Statement (PWS) Telecommunications 1FB Service Vision Statement The Oregon National Guard requires highly available and robust telephone service that conforms to International Telecommunication Union Standardization Sector (ITU-T).
1 Introduction
The Oregon National Guard requires phone services at each of our 45 armories across Oregon.
1.1 Mission
Provide multiple one flat business line (1FB) services to all 45 armories across the State of Oregon. See Enclosure A – Wire Line Workbook for site addresses and line/phone numbers to be ported.
1.2 Background
The Oregon National Guard uses 1FBs for access to the public switched telephone network (PSTN) for survivable remote station telephony, intrusion detection, and fire life safety. Most of the armories have 200 pair copper to the demarcation (DEMARC) from the Local Exchange Carrier (LEC). Existing telephone numbers must not change as part of this contract.
1.3 Scope
Access to the PSTN via 1FB.
2 General Requirements
This section describes the general requirements for this effort. The following sub-sections provide details of various considerations on this effort
2.1 Contract Administration
The vendor shall establish processes and assign appropriate resources to effectively administer the requirement. The vendor/support staff shall respond to Government requests for contractual actions in a timely fashion. The vendor shall have a single point of contact between for the Government.
3 Performance Requirements
The following section specifies the Performance Objectives and Performance Elements for the contract.
3.1 Hardware Support
3.1.1 The contractor shall have a coverage window for 24 hours per day, 7 days per week including holidays.
3.2 Performance Standards
Std: 1FB without features AQL: The requirement is phone service only, no forwarding features, no long distance feature.
Std: Response Time
AQL: The required response time on site is 48-hours from time of service call.
4 Special Requirements
None
4.1 Security and Safety
DD Forms 254: Overarching security requirements and Contractor access to classified information shall be as specified in the basic DD Form 254, which will be further identified in the DD Form 254 for each contractor as required. All contractor personnel with access to unclassified information systems, including e-mail, shall have at a minimum a favorable National Agency Check (NAC).
Visitor Group Security Agreement. The contractor shall sign a Contractor Visitor Group Security Agreement to protect classified information involved in performance under this contract. The Agreement will outline responsibilities in the following areas: Contractor security supervision; Standard Practice Procedures; access, accountability, storage, and transmission of classified material; marking requirements; security education; personnel security clearances; reports; security checks; security guidance; emergency protection; protection of government resources; DD Forms 254; periodic security reviews; and other responsibilities, as required.

5. Period of performance (PoP) The period of performance for the base year will be from December 27th, 2018 through December 31st, 2019. All subsequent option years will be for a period 12 months.
