Background

DOI, USGS is in the process of moving the Menlo Park, CA campus to Moffett Field, CA. The

USGS Office of the Associate Chief Information Officer (ACIO), Enterprise Infrastructure (EI), Telecom Services, Menlo Park, CA utilizes an AT&T 10G point to point (P2P) circuit between

Menlo Park and Moffett Field to maintain connectivity between sites as the ESN Menlo TIC relocates to a new location. When the TIC moves, Menlo networks will need another way to connect to the WAN and Internet. The existing AT&T circuit provides important layer 2 connectivity to extend Menlo networks to Moffett as USGS science centers continue to move their critical systems to Moffett Field.

Summary of Requirement

The Department of the Interior (DOI), United States Geological Survey (USGS), Cooperative

Research Units (CRU) in Reston, VA, supporting the Ecosystems Mission Area, has a requirement to procure on an equal to 16 foot long, 76-to-78-inch beam aluminum boat hull for a jet motor and a trailer with all associated towing accessories (i.e., tie straps, lights, winch). The primary use is to support the field program of the Iowa Cooperative Fish and Wildlife Research Unit for sampling fishes and associated habitats in a variety of freshwater systems pursuant to research objectives associated with fisheries management and conservation, aquatic sciences, and resource conservation.

The USGS mission essential functions, involve providing information that supports decision makers and resource managers in the preservation of life, health and safety of the American people, and related information delivery systems for global monitoring and reporting. The resources identified in this procurement support research in fisheries, fish ecology, and aquatic science on a variety of fish populations and communities and directly support the educational training of graduate research students and the ability of the USGS to capture, process, monitor, report, and distribute scientific data in a timely manner. In making this procurement decision, USGS considered alignment with DOI IT Transformation goals, alternative solutions, bandwidth and IT security impacts, portability, interoperability, and life cycle requirements.

Specifications

DOI, USGS, CRU requires a 16 foot long, 76-to-78-inch beam aluminum boat hull for a jet motor and a trailer with all associated towing accessories (i.e., tie straps, lights, winch) as detailed below:

Jetboat Requirements

• We require an aluminum jet boat of 16ft (length) x 6.5 ft (width) for use in navigating and sampling shallow and braided rivers inaccessible with traditional boats with propeller motors. Smaller vessels will not allow for safe operation in river environments and will not allow ability to transport needed equipment to sample sites. The width (i.e., 6.5ft) is also needed to distribute weight. The boat should have a 26.5-in to 27-in transom. The boat should have a flat bottom. The boat should not have a tunnel hull. The sides of the boat should be deep enough to ensure water does not come over the sides when turning during slow operating speeds, 23-24 inches. The sides should be reinforced with vertical ribs. The aluminum thickness of the hull should be 0.125 inches thick enough to withstand daily use in a gravel bottom river with occasions bumping into rock and wood structure. The front of the boat should have two handles in addition to bow eye to allow us to winch it up onto the trailer.

• The boat needs a floor installed so that floor ribbing is not exposed. Boat should include an aluminum non-slip floor welded in. The boat should not include carpet covering the flooring.

• The boat should come with all necessary wiring. A battery shutoff switch should be installed. Additionally, the boat should have all navigation lights wired.

• The boat should not have a console and should not include a fuel gauge, steering wheel, tachometer, trim gauge, or hour meter. The boat should have two pods in the back with storage for gas tank or electrical equipment underneath. The one on the starboard side should be for captain seating and include a mounted seat. The one on the port side should be for mounting of electrofishing box or other equipment on top. The boat should have a raised flat front deck of at least 46 inches in length.

There should be enclosed storage space underneath the front deck.

• The boat should include a 12v accessory outlet, USB ports, interior LED lights for night work and conduit welded on the ribs of the boat for running wiring for electrofishing up to the front deck in the future.

• The boat should come equipped with an automatic bilge pump already wired with a hose installed to remove water from the boat. The boat should also include a single drain plug.

Motor Requirements

• No motor required. We already have a tiller steer motor that we will install ourselves.

Trailer Requirements

• We require a trailer designed to haul the boat of the size requested. The trailer should have rollers and non-carpeted guiderails to aid loading and trailering and reduce risk of transporting invasive species. The trailer should have tilting capacity to aid launching and loading in low-water conditions at low incline ramps. The trailer should have a 3,500 lbs. capacity single Dexter axle with size 5 grease through hubs and 14- or 15-inch standard trailer tires. A spare tire should be mounted on a functional spindle hub for hub back up. This should be mounted on square tubing on trailer near rear of trailer. There should be a square tube also installed on the front of trailer so that hub and wheel can be mounted on front of the trailer allowing the trailer to be rolled independently or lowered down steep banks.

The trailer should have a standard electrical hook up for a pickup and all running and break lights. The trailer should have submersible LED lights and reverse lights.

The trailer should not include trailer brakes. Trailer should include a manual crank front winch, rear tie downs, and a 2” receiver hitch.

1. Capability statement describing corporate expertise and technical qualifications in the work described above.

2. Past performance information describing other contracts for similar products your company has been awarded. Past performance information should be submitted for projects conducted within the last three years and include: project title, location, whether the work was as a prime or subcontractor, contract/subcontract dollar value, type of contract, percentage of self-performed work, and overall performance rating received.

3. Small business status of vendor (8(a), HUBZone, SDVOSB, etc.)

4. Point of contact information for vendor and DUNS Number.

5. Any other information that will prove the vendor is capable of performing the required effort.

The Government does not intend to award a contract based on responses received under this announcement.
