REQUEST FOR INFORMATION

Support Equipment and Vehicles Modernization and Innovation Summit

1. Description The Support Equipment & Vehicles (SE&V) organization (AFLCMC/WNZ) is hosting an in-person summit and industry day for the SE&V Technology and Modernization Program (STMP) to introduce, discuss, and understand technological advancements that affect its portfolio. The 3-day event will include of industry engagement, government expectations, vendor showcases, demonstrations, industry capability briefings, and opportunities to engage directly with the customer.

This Industry Day notice is issued solely for information and planning purposes and all information provided is subject to change. It does not constitute a solicitation (Request for Proposal or Request for Quotations), or a promise to issue a solicitation in the future. This Support Equipment and Vehicles Modernization and Innovation Summit notice does not commit the Government to contract for any supply or service, whatsoever. Furthermore, the Government is not, at this time, seeking proposals for any requirement discussed in the Support Equipment and Vehicles Modernization and Innovation Summit materials.

Participants are advised that the Government will not pay for any information or administrative costs incurred in response to this Support Equipment and Vehicles Modernization Summit notice. The Government will not assume liability for incurred expenses. All costs associated with responding to this notice and attending the Support Equipment and Vehicles Modernization and Innovation Summit will be solely at the responding party's expense. It is the responsibility of the vendor who is interested in any potential future solicitation(s) to monitor all sites for additional information pertaining to this requirement. All briefings and discussions will be conducted at the unclassified level.

2. Event

When: 23-25 August 2022; 0800 – 1630

Where: Museum of Aviation Robins AFB 1942 Heritage Blvd, Robins AFB, GA 31088

Registration: Request Invitation Instructions: Upon review of RFI responses, the event organizer will send instructions, including the registration link, to register all attendees. Companies not submitting an RFI response may request to register for the summit via the PCO and event organizer. Please note that there is a 150-person limit at this time. Registration is not guaranteed; therefore, registration priority will be given to those companies submitting an RFI response and wishing to set up a display.

Industry Fee: A potential fee may be required at the time of registration.

Event Details Companies participating in the summit can expect briefings on relevant modernization topics listed below, an Industry Day, Q&A session, panel discussions, and direct engagement with Government partners. This summit encourages an open-forum to maximize engagement with all attending personnel. At this time, attendance is limited within each building, so a 3-person limit per company is required. This restriction is subject to change closer to the day of the event, at which point the Government will notify attendees. A Department of Defense security clearance is not required to enter the location, but a valid Government photo ID must be presented at registration. Respondents shall not provide any proprietary, classified, confidential, or sensitive information in any feedback provided in response to this event or at the event.

3. Background

The Department of Defense (DoD) continues to pursue operations that increasingly feature speed, flexibility, and agility while reducing environmental impact and lifecycle cost. In like manner, the Air Force is pursuing systems that support and enhance capabilities needed to achieve agile combat objectives and, as a result, organized a summit to gain industry insight into modernizing the SE&V portfolio.

As the future strategic landscape is assessed, the DoD will likely need to operate in a contested environment that emphasizes the need for operational speed, flexibility, and agility. As a result, the United States Air Force (USAF) is pursuing systems that support and enhance Agile Combat Employment (ACE), electrification, Flightline of the Future (FLoF), Aerial Port of the Future (APoF), Digital Engineering, autonomy, and additional innovative initiatives.

To realize the vision for modernization, this forum will provide information on SE&V initiatives, USAF perspectives on modernization, and opportunities for contract awards. Details on the DoD participants, SE&V portfolio and general topics and definitions are provided to better facilitate USAF expectations on industry engagement.

b. Definitions

· Flightline of the Future (FLoF): The Flightline of the Future seeks to optimize flightline maintainers’ productivity to result in higher aircraft availability and mission generation capabilities. Current challenges include standardizing the Air Force’s maintenance information systems, thoroughly and correctly capturing maintenance activities, optimizing maintenance asset utilization, connecting aircraft telemetry data to maintenance information systems, and creating ways to process and analyze this data to drive decision making.

· Aerial Port of the Future (APoF): The Aerial Port of the Future provides innovative and integrated solutions for velocity and flexibility moving people and cargo to posture, sense, and respond logistically against any threat or attack.

· Agile Combat Employment (ACE): A proactive and reactive operational scheme of maneuver executed within threat timelines to increase resiliency and survivability while generating combat power throughout the integrated deterrence continuum.

· BEAR: Basic Expeditionary Airfield Resources (Power, Hygiene, Feeding, Water, Expeditionary Airfield Lighting, Tents and Structures, HVAC, etc.)

· FSE/FORCE: Fuels Support Equipment/Fuels Operational Readiness Capability Equipment

· ATGL: Air Transportable Galley Lavatory

· NDI & JOAP: Nondestructive Inspection & Joint Oil Analysis Program Equipment

4. RFI

Interested companies shall provide the requested information below no later than 3 July 2022. The information provided shall be used to further refine the agenda and ensure topics are facilitated towards industry engagement. Please see the attached NAICS codes listing that addresses the anticipated NAICS codes applicable to the programs within the portfolio that may be addressed during the summit.

b. Industry Day

The USAF will host an Industry Day with an opportunity for each company to display their capabilities in a small booth, in a public setting. This portion will allow the opportunity to engage in dialogue directly and individually with government personnel. The intent for this open forum is to encourage collaboration with other industry partners and provide an informal environment for personalized discussions. Government participation of this event will include senior leadership, integrated product teams from the program office, and an array of end users and organizations. Companies will be provided a 9 ft. table, chairs, and location for display boards indoors. Additional furniture and displays shall be coordinated with the event POC 30 days prior to the event to allow for adequate space.

· Companies interested in participating in the Industry Day without a display, presentation, or demonstration shall provide confirmation and details on anticipated extent of participation and expected benefits of participation without display to both Government and Industry. Please note that registration priority will be given to those companies that submit RFI responses and wish to participate by setting up a display.

c. Industry Day Presentations

The USAF may allow opportunities for individual presentations on company capabilities, experience, and future technologies. Companies interested in participating in Industry Day presentations will be expected to adhere to a 15-minute time limit. Presentations will occur during the Industry Day to allow interested personnel to attend at their discretion.

d. Industry Day Demonstrations

During the Industry Day and presentations, the USAF will provide the opportunity for companies to exhibit their equipment, vehicles, systems, etc. The outdoor area will allow for small demonstrations (operating within allocated space or short drives). Power sources and tents will not be provided, but companies are encouraged to arrange their display as they see fit. Demonstration and display areas will be dependent on size required and finalized closer to the event. The USAF will accommodate each company’s request as best as possible within the constraints of the area.

· Companies interested in participating in Industry Day demonstrations shall provide confirmation and details on assets being displayed, amount of space required, and if a larger or a full demonstration area is required:

e. Q&A Session/Panel Discussion

The USAF will host a session for companies to ask SE&V and Government participants questions at their will regarding any subject matter. Answers and discussions will occur during this session in an open-forum setting. The Government reserves the right to not answer question(s) due to active procurements, etc. Responses will be posted to SAM.gov under this posting identification number after the summit. Industry is encouraged to submit questions up to 30 days prior to the summit to allow for anonymity.

· Q&A session questions:

Furthermore, the USAF will host panel discussions on two topics: (1) Electrification, (2) USAF Futures. The discussion for Electrification will be centered around 6T TARDEC and commercial batteries and charging infrastructure with key participants from DoD and industry. The discussion for USAF Futures will be centered around SE&V’s perspective on ACE, industry expectations for FLoF, and autonomy on the Flightline (APoF). Although this will be an open-panel discussion, the USAF encourages companies to submit questions beforehand to ensure all parties receive the maximum amount of information. Industry is encouraged to submit questions up to 30 days prior to the summit to allow for anonymity.

Companies may ask additional questions or concerns for clarification that are not addressed in this RFI. Responses will be provided prior to or during the event, depending on the nature of the question.

· The filename of the PDF shall be in the following format: company name_SMIS.pdf.

· File size is limited to 20 MB.

· If you choose not to respond to a question, indicate “no response.”

· Questions regarding any aspect of this RFI, as well as the response, should be emailed to both the Contracting Office (Brandi Owens, brandi.owens@us.af.mil) and event organizer (Kavita Singh, kavita.singh.1.ctr@us.af.mil) This RFI, while not for a direct procurement, seeks public and private sector input as Federal leadership develops its future strategies and plans. It is the Government’s sincere hope that potential respondents will view this RFI and Industry Day request as a true civic opportunity to help significantly shape the Government’s thinking about technological advancements within Support Equipment and Vehicles. Additionally, for respondents considering whether to submit a response, this effort may yield other potential benefits, such as access to senior officials across Government to showcase your organization’s expertise as part of the RFI you submit. This would include the potential direct interaction with Federal leaders during Industry Day sessions.
