This announcement constitutes an official Request for Information (RFI). This is not a Request for

Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the government.

Program: F-15EX Aileron Servoactuator and Stabilator Actuator DLR’s

Organization: AFMC AFLCMC/WAQ F-15EX, 531st CMMXS, and 429 SCMS/Enterprise Hill

Commodity Council

Scope The Enterprise Hill Commodity Council (EHCC) has developed a Cross-Functional Team (CFT) comprised of members of the AFMC AFLCMC/WAQ F-15EX, 531st CMMXS, and Defense

Logistics Agency (DLA). The F-15EX Program Office team is seeking information towards developing a Depot Activation Process to improve future supply chain efficiencies, material availability, and supplier base for the Aileron Servoactuator and Stabilator Actuator DLR’s and its subcomponents. The scope of this initiative is to get the Aileron Servoactuator and Stabilator

Actuator DLR’s to be OEM-sourced part kits, which will include the NIINs/part numbers listed in the attachment, which are USAF Depot Level Reparables (DLRs) and DLA consumables The objectives of this RFI is to determine what the contractor services required to standup and activate an organic depot for the Aileron Servoactuator and Stabilator Actuator, for the United States Air

Force (USAF). These services include the design, development, integration, documentation, delivery, and successful demonstration of organic depot repair and test capabilities. This capability is to be installed at the Ogden-Air Logistics Complex (OO-ALC) at Hill Air Force Base (HAFB), UT.

Stabilator Actuator P/N: 498300-1007

Aileron Actuator P/N: 498200-1007

Background Currently, legacy F-15C/D/E equipment is overhauled by the 531st CMMXS, the supply chain for these parts are managed by the 848th out of Tinker AFB. The F15-EX is 80% common to the legacy systems. The legacy F-15C/D/E versions came with kits for all 100% replacements. The

DSOR decision has deemed the workload to be fully organic, with plans to be supported through a

Public-Private Partnership (PPP). The USAF does not own the technical data required to develop a depot repair capability of the components. This technical data is owned solely by the Original

Equipment Manufacturer (OEM). The Depot Maintenance Activation Working Group (DMAWG) process has required the organic depot activation effort for the components

Issues and Constraints The current issues surrounding the F-15EX Aileron Servoactuator and Stabilator Actuator DLRs, and its subcomponents is the non-existing capability within the 531st CMMXS to perform maintenance on the noted items. Activation of the noted items will bring the design, development, integration, documentation, delivery, and successful demonstration of organic depot repair and test capabilities for the F-15EX Aileron Servoactuator and Stabilator Actuator DLRs, and therefore providing Certified Repair Status (CRC) within the depot.

Developing Strategy The Air Force is looking into the possibility of standing up and activating an organic depot capability to sustain the F-15EX Aileron Servoactuator and Stabilator Actuator DLRs. This RFI is requesting information regarding the description of this effort and the required elements that the

Contractor must address to stand up an organic depot repair capability at OO-ALC including but not limited to the design, development, integration, test, installation, and sell-off activities of all equipment, processes, software, technical data, etc. required to support this effort. Additionally, the contractor shall provide a training program for USAF personnel on the operation and maintenance any required Special Test Equipment (STE).

4. Does your company have DLR material support capability for the population of

P/Ns (see attachment) for this program, or are third parties used? If so, what level of rights is given to other companies?

5. This strategy is seeking activation for the stand up of depot capability on the attached P/N, to include any and all needed material, and support equipment.

Does your company have the capability to support these assets?

6. A potential piece of this program is to establish some level of a Public Private

Partnership (PPP). What experience do you have with PPPs and how can that experience assist in providing solutions to the Aileron Servoactuator and

Stabilator Actuator issues described above?

7. How many suppliers/manufacturers does your company purchase Hydraulic LRU parts from?
