REQUEST FOR INFORMATION
SECRETARY OF THE AIR FORCE, CONCEPTS, DEVELOPMENT AND MANAGEMENT (SAF/CDM)
MISSION PARTNER CAPABILITY OFFICE (MPCO)
SECRET AND BELOW RELEASABLE ENVIRONMENT (SABRE)
THIS IS A REQUEST FOR INFORMATION ONLY. This announcement constitutes a request for information. No solicitation exists. This is not a request for quote, request for proposal, or an invitation to bid and is not to be construed as a commitment by the US Government to form a binding contract.
The Government will not reimburse or pay for any information submitted in response to this RFI.
We are performing market research and assessing acquisition strategies. In the event a small business set-aside evolves, FAR 52.219-14 Limitations in Subcontracting applies. Note that, if there is sufficient demonstrated interest and capability among small business contractors, a key factor in determining if an acquisition will be a Small Business Set-Aside is that two or more potential small business prime contractors must be capable of performing at least 50% of the effort, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting. If your company anticipates participating as the prime contractor for a future solicitation with a small business set-aside, Please provide information on potential teaming or mentor/mentee arrangements. All efforts will be made to identify applicable sources.
The anticipated North American Industry Classification System (NAICS) code for this action is 541512, COMPUTER SYSTEM DESIGN SERVICES, size standard $30M; please indicate your company’s aggregate dollar amount relative to the indicated size standard. The Government is also contemplating FAR-based contracts and non-FAR based agreements. All prospective contractors must be registered in the System for Award Management (SAM) prior to an award.
SECTION 1: PROGRAM OVERVIEW
SAF/CDMX is the DoD Executive Agent for the Mission Partner Environment (MPE). The MPCO (office symbol SAF/CDMX), in coordination with CYBERCOMMAND has developed a prototype for a Secret and Below Releasable Environment (SABRE). The MPCO is also developing a virtual private cloud to impact level 6 (IL-6) accredidation standards.
SECTION 2: SYSTEM SPECIFICATIONS
The Government requirement includes contractor assistance with the integration, assembly, and operationalization of the SABRE prototype, cloud, and various commercial-off-the-shelf solutions in a way that facilitates ZTA. The Government (MPCO) will own the baseline for SABRE and be the lead integrator.
See the Statement of Objectives (SOO) for additional details.

SECTION 4: CONTEMPLATED ACQUISITION STRATEGY
The need to award date is March 2022. SAF/CDMX is seeking an existing multiple award contract vehicle, basic ordering agreement, blanket purchase agreement, and or Government-wide acquisition contract (GWAC) for this scope of work. Please include in your response if your company has a contract or agreement on one of these vehicles that can facilitate a streamlined award.
This contract or agreement will be awarded by the SAF/CDM Contracting Office. We anticipate a 36 month contract funded primarily with research, development, test, and evaluation (RDT&E) but other fund types may be utilized as well. We are still evaluating contract types, and welcome industry’s feedback. This contract will transition into the Mission Partner Environment (MPE) contract anticipated for award in FY24-FY25.
