MEMORANDUM FOR ALL POTENTIAL OFFERORS

SUBJECT: Request For Information (RFI), FA489023RCN18, FY23 CENTCOM Lebanon EOD
Vehicles and Radios Procurement
1) The purpose of this announcement is for Market Research in accordance with (IAW)
Federal Acquisition Regulation (FAR) Part 10 and is issued IAW Federal Acquisition
Regulation (FAR) subpart 15.201(e). The Acquisition Management and Integration
Center (AMIC) is currently conducting market research to determine market capability and understanding of the Government request. This is not a solicitation for proposals and this announcement does not commit AMIC to contract for any product or service whatsoever. No reimbursement shall be made for any costs associated with providing information in response to this announcement or for any follow up information requests.
Nothing shall be construed herein or through this market research process to commit or obligate the Government to further action as a result of this research.
2) The objective of this requirement is to procure and deliver brand name or equal eleven (11)
Iveco Daily Hi-Matic Cargo Vans, five (5) Ford Model #F250 ¾ ton 4x4 Pickup Trucks and sixteen (16) Motorola XTS 3000 radios to the Country of Lebanon, Lebanese Armed Forces, Special Operations Forces--Lebanon Explosive Ordinance and Disposal (EOD) Unit. These vehicles and radios will be used to generate trained and ready forces for border security operations derived from the U.S. Central Command (USCENTCOM) Line of Effort to Defeat the Islamic State of Iraq and Syria (ISIS) and to disrupt regional and transregional terrorist organizations. This program also supports the Integrated Country Strategy objective to strengthen Lebanese state institutions to exert sovereign authority and enhance security. The
Contractor shall provide sixteen (16) vehicles and radios.
3) The Government is requesting to obtain feedback to support development of the subject requirement. The below market survey will allow contractors to provide their company's feedback to meet the requirements of this potential contracting effort as well as provide industry insight. Both large and small businesses are encouraged to participate in this market survey.
4) Attached is the draft procurement workbook (Attachment 1) and Statement of Work
(Attachment 2) for your review. If, after reviewing these documents you believe that your firm is capable of supporting this effort, please provide responses to the following along with any other suggestions or comments your firm may have:
a. What type of work has your company performed in the past in support of the same or similar requirement?
b. Can or has your company managed a contract of this nature? If so, please provide details.
c. Can or has your company managed a team of subcontractors before? If so, provide details.
d. Do the salient characteristics provide adequate detail to provide a valid quote? If not, can you please provide better salient characteristics?
e. Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc.
f. Indicate if you qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or
Service-Disabled Veteran-Owned Small Business Concern.
g. Include in your response your ability to meet the following SOW paragraphs: 3.1
Equipment and Materials; 3.2 Electrical; 3.6 DA/JI Event Documentation
Requirements; 3.8 DA/JI; 4.1 Reports (shipment); 4.3 Transportation and
Shipping; 4.4 Hazardous Cargo; 10.0 Required Deliverables- (1) Items are being procured for the Country of Lebanon and Warranties must be valid in Country and (2) Items are being shipped overseas and must meet International Air
Transport Association Dangerous Goods Regulation (IATA DGR).
h. Describe any relevant topics, concerns, or information that would assist the United States
Government (USG) in formulating an acquisition strategy.
5) The estimated period of performance is on or before 365 days after award commencing in
XXX 2023. The NAICS code is 441110 (New Car Dealers) with a size standard of 200 employees for this requirement. The contract type is anticipated to be Firm Fixed Price
(FFP).
6) Again please provide any inputs/feedback, questions, responses to market survey, suggestions and/or concerns regarding the attached via email utilizing Attachment 3, also, submit a capabilities statement of your company to Contract Manager (CM) at stephen.copetas.4.ctr@us.af.mil and Contract Officer (CO) delvin.whitlock.1@us.af.mil
No later than 14 June 2023 by 10:00 AM ET. The USG will consider all input and revise the requirements package accordingly within the best interest of the Government.
If there are any questions, the USG may provide responses to this RFI.
