Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE

The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), soliciting from a single source. Award is anticipated to occur on or about March 25, 2022, to Hologic, LLC. The period of performance will be for sixty calendar days after issuance of the notice to proceed.

This requirement includes the purchase of a ThinPrep Genesis, ThinPrep Genesis Tube Printer and ThinPrep Genesis Slide Printer for testing in the cytology laboratory. These will replace cytology processing equipment that is past its useful life. This equipment will impact the health of veteran patients that reside within and close to the Mountain Home, TN area. Contractor will be responsible for the delivery of the consoles to the Mountain Home VA Healthcare System in a timely manner.

NCO 9 intends to non-competitively award this requirement to Hologic, LLC since the brand of processor is an update of the processor already being utilized at James H. Quillen Veterans Affairs Medical Center. Hologic ThinPrep 2000 is currently in use at the James H. Quillen Veterans Affairs Medical Center. This processor has been discontinued and has met its end of life expectancy. The ThinPrep Genesis is the next generation processor and is designed to increase automation capabilities as well as having ergonomic and chain-of-custody benefits.

The processor will prepare slides for cytology and aliquot samples for molecular testing, reducing manual sample handling. It provides automated barcoding of samples ensuring accurate sample tracing and reduces manual steps. The increased automation is expected to deliver ergonomic benefits by reducing repetitive strain. As a result, any contractor other than Hology, LLC that would provide the ThinPrep Genesis Processor, Tube Printer, and Slide Printer to the facility would unintentionally cause a delay in lifesaving laboratory testing.

Unnecessary delays cannot be endured.

The North American Industry Classification System (NAICS) code for this requirement is 334516 with the size standard of 1,000. The applicable Product Service Code is 6640. This notice of intent is not a request for proposals or quotes. However, all responsible service-disabled veteran owned small business and veteran owned small business sources may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that similar consoles are available that will provide comparable capabilities for the facility. If said OFFER and technical capabilities/narrative is received within three (3) calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
