Background The Council is committed to improving the lives of individuals with developmental disabilities through advocacy, capacity building, and systemic change. The State Plan will outline the Council's goals, objectives, and strategies for the next five years, focusing on areas that advance individual and family advocacy and systems change in different life domains from the LifeCourse Framework.
Charting the LifeCourse Framework: The Charting the LifeCourse (CtLC) framework will be integral to the development of the State Plan. CtLC was created to help individuals and families of all abilities and ages develop a vision for a good life, think about what they need to know and do, identify how to find or develop supports, and discover what it takes to live the lives they want to live.
Key elements of the CtLC framework include:
1. Core Belief: All people have the right to live, love, work, play, and pursue their own life aspirations.
2. Life Stages and Trajectory: Focus on the trajectory of life experiences across the lifespan, recognizing how prior, current, and future life stages impact and influence the trajectory.
3. Life Domains: Addressing various life domains such as Daily Life & Employment, Community Living, Safety and Security, Healthy Living, Social and Spirituality, and Advocacy and Engagement.
4. Three Buckets of Need: Supporting individuals and families through Discovery and Navigation, Connecting and Networking, and Goods and Services.
5. Person-Centered Approach: Emphasizing the importance of person-centered planning and recognizing the person within the context of their family.
State Plan Development Requirements According to the Developmental Disabilities Assistance and Bill of Rights Act (DD Act), each DD Council must develop and implement a 5-year State Plan. The plan should be data-driven and include strategic planning for advocacy, capacity building, and systemic change. The following aspects should be considered in the development of the State Plan:
1. Comprehensive Review and Analysis: Conduct a thorough analysis of the current state of services and supports for individuals with developmental disabilities, identifying gaps and areas for improvement.
2. Public Input: Engage stakeholders, including individuals with developmental disabilities, their families, service providers, and community members, to gather input and feedback on the plan.
3. Goals and Objectives: Develop clear, measurable goals and objectives that address the identified needs and priorities. Goals should be specific, measurable, achievable, relevant, and time-bound (SMART).
4. Strategies and Activities: Outline the strategies and activities that will be undertaken to achieve the goals and objectives. This should include timelines, responsible parties, and expected outcomes.
5. Evaluation and Monitoring: Establish a framework for evaluating and monitoring the implementation of the State Plan, including performance measures and reporting requirements.
6. Annual Updates: Provide for a plan for annual updates to the State Plan to reflect progress, changes in priorities, and new information.
Work Completed to Date The Council has already initiated several elements of the State Plan development process. The following work has been completed by agency staff:
1. Charting the LifeCourse Framework Alignment: The Council and GCPD staff have aligned the development process with the Charting the LifeCourse principles to ensure a person-centered approach, including public input methodologies.
2. Initial Stakeholder Engagement: GCPD staff have leverage community-facing training and engagement sessions for people with ID/DD, family members of people with ID/DD, and community supporters to collect initial public input through the Council IN Community series, drafting summary documents identifying prevailing themes.
3. Comprehensive Review and Analysis Parts A and B: Initial data collection and analysis have been initiated with an independent contractor examining multiple data points impacting people with ID/DD and their families.
4. Comprehensive Review and Analysis Part C: The Council is engaging with the Indiana Management Performance Hub to collect information and data to meet Part C of the Comprehensive Review and Analysis to identify current service gaps and areas for improvement.
