Request for Information No. 1 (Questions and Responses)

Question 1. We need clarification on the Fire plan overseer. Can the Superintendent/SSHO be the qualifying person, or do we need to hire a firm for this task, and if so, can you provide a firm that we can reach out to as we are not familiar with this type of services?

Fire Plan Overseer – Response: The Fire Supervisor mentioned on page 5 of the fire plan may be an employee of the construction contractor, such as the project superintendent or safety officer, as long as the person understands the requirements of the fire plan.

Question 2: Please clarify if the permit will be issue by the Forestry Fire Department or another entity?

Fire Permit Response – The contractor is responsible for following the requirements of the fire plan. If a variance from the requirements is needed, the contractor can request a variance from the Forest Service through the project COR using the form in the fire plan.

Question 3: Can you confirm if the vault(s) are full?

Toilet Vaults Response– You should assume that the septic tanks and dosing tanks from the flush toilet sewer systems to be demolished still contain sewage and need to be pumped and rinsed as described in specification section 02100 Demolition.

Question 4: This is clarification for our team. The new toilets will be in place when this project is awarded. Please confirm.

New Toilets Response – The new vault toilets which replaced the flush toilets are already installed.

The existing conditions on site are what you should base your proposals on.

Question 5: Contract Time: Work cannot begin on this project until the existing toilet buildings in the campgrounds are replaced with new double vault toilets BY ANOTHER CONTRACT. What is the schedule for completion of the double vault toilet project?

Contract Time – Response: Installation of the new double vault toilets was ongoing in Oct 2021 as noted in section C.1 of the solicitation and was completed in early Nov 2021.

Question 6: Project Site Clean-Up: Please confirm that we are only responsible for petroleum leaks from parked vehicles under our control during this contract.

Project Site Clean-Up – Response: You are responsible for clean-up of anything resulting from your project activities as described in spec 01010 para 1.9. You are not responsible for clean-up needed because of other people or vehicles not under your control.

Question 7: How large (in gallons) are existing septic tanks and dosing tanks, please advise?

Septic Tanks – Response: The toilets and sewer systems are decades old and complete plan information is not available. The top of septic tank #1 at Tillie Creek CG is exposed and measures 9’ W X 18.5’ L with unknown depth. Toilets 1-4 are similar. Toilets 5-7 at Tillie Creek CG have 1500-gallon septic tanks and dosing tanks with dimensions 7’ W X 8’ L X 6’ H (or approximately 1500-gallon capacity). The septic tank at Camp 9 CG is of unknown capacity.

Question 8: Will the underground piping from manholes or existing restrooms to the septic tanks need to be removed, please advise?

Underground Piping – Response: Buried underground sewer piping may be abandoned in place.

Exposed sewer piping shall be removed to a foot below grade.

Question 9: Can the top 2 ft of concrete tanks that is broken up be left in the tanks for backfill, please advise?

Broken Concrete Tanks – Response: Broken concrete debris from tanks may be used as backfill in the septic tanks and dosing tanks as long as other requirements of spec 02100 Demolition are met.

Question 10: Specs state to salvage electrical poles and not damage them. What if during removal of the electrical poles, they are rotten below grade and break or become scraped up during removal, please advise?

Salvage Existing Electrical Poles – Response: Contractor is expected to exercise reasonable care during removal and salvage of the electrical poles. Contractor will not be penalized for minor scraping of the poles; and is not responsible for existing rot or decay beyond his control.

Question 11: If leech lines are found during the removal of the tanks, can they remain or are we to remove them as well, please advise?

Leach Lines – Response: Buried leach field piping may be abandoned in place. Exposed leach field piping shall be removed to a foot below grade.

Question 12: Is there a topo survey for the new vault toilet buildings and/or are we required to provide survey points at all for this site contract, please advise? Topo Survey – Response: There is no topo survey available for this project. The contractor is responsible to match the existing finish grades of vault toilet floor slabs, adjacent concrete sidewalks, and adjacent asphalt paved roadways to provide accessible routes and parking as shown on the drawings.

Question 13: Is there a specification on cleaning / rinse tanks, nothing states how they're to be cleaned, please advise?

Cleaning – Rinse Tanks – Response: There is no requirement in the specifications beyond compliance with local sewage regulations. The project is in Kern County.

Question 14:

Truncated domes are shown on the drawings; however, they're not specified in the manual, please advise

Are the truncated domes part of the ADA sidewalk improvements, please advise?

Truncated Domes – Response: Truncated domes are not a part of this project. Each newly installed double vault toilet has two vault pump-outs on the back of the building with rectangular metal covers as shown on the floor plan on drawing sheet 19. These metal covers may appear to be truncated domes but are not. This site work contract requires concrete to be poured around these toilet pump-outs with lids, which are pre-existing features.

Question 15: Please define if the parks will be open or closed during construction. Park Open During Construction – Response: The campgrounds and recreation areas where the toilets are located will be open to the public during construction.

Question 16: With a nationwide shortage of concrete and limited availability, please confirm project schedule will adjust accordingly to the material availability. Concrete Shortage – Response: Contract time for this project is 90 calendar days. The Contracting Officer may authorize additional contract time by a contract modification if additional time is needed due to excusable delays beyond the contractor’s control. A nationwide shortage of concrete would be beyond the contractor’s control.

Inefficient use of available time would not be beyond the contractor’s control.

Question 17: RFP states the bid due date is 04/16/2022, however, 04/16/2022 is a Sunday, please advise.

Response Bid Date: The Bid due date is revised from 04/16/2022 to 04/18/2022.

Question 18: Please confirm fire watch and fire truck are required onsite during construction. Fire Watch & Fire Truck – Response: The requirements of the fire plan included in the solicitation must be followed. However, paragraph 4.A Fire Tools and Equipment, 4.E Tank Truck or Trailer, 4.F Compressed Air Foam System, 4.G Communication, and 4.H Fire Patrolperson are not required by this fire plan. So, fire watch and fire truck are not required during construction.

Question 19: Construction documents do not indicate any ADA parking lot striping; however, it could be required per code, please advise.

ADA Parking Lot Striping – Response: ADA parking lot striping is not a part of this contract.

Question 20: Will air entertainment be required at the elevation, please advise? Air Entrainment Response: Air entrainment is required as specified in specification 03300 paragraph 2.9.C.
