About this file
The document is a Request for Bid (RFB) issued by Orange County, New York's Department of General Services for electric supply services. The RFB seeks proposals from Energy Service Companies (ESCOs) and qualified electric suppliers to provide firm retail electricity supply for various county facilities, with contract terms of 12, 18, and 24 months starting in December 2025. The bid covers electricity accounts within Central Hudson Gas & Electric and Orange & Rockland Utilities service territories, with bids due on October 1, 2025, at 11:00 AM EST. Bidders must submit a proposed electric supply agreement by September 26, 2025, and the county intends to award the contract by 4:00 PM on the bid opening day.
The pricing structure requires a fixed price per kilowatt-hour (kWh) that includes all associated costs such as firm energy, capacity, transmission, clean energy standard charges, load following, and ancillary services. The bid offers options for non-green, 25% green-certified, and 50% green-certified renewable energy. A consultant service fee of $0.001239 per kWh will be applied, paid directly by the vendor. The county emphasizes full-requirements electric supply with firm delivery and the ability to handle all scheduling, balancing, and monitoring of electric usage. Bidders can be major electric producers, affiliates, joint ventures, Local Distribution Companies (LDCs), or approved ESCOs by the New York Public Service Commission.
