SOW – FCC Generator Type I Site Preventative Maintenance

BACKGROUND

The Federal Communications Commission (FCC) must supply power to critical loads during temporary interruptions of the commercial power supply. Managing power consumption using an onsite generator, can provide significant cost savings. An onsite generator reduces the risk of power outages and low power quality and control time–of–day–related power charges. The goal of this effort is to provide regular and thorough preventive maintenance of the generator. The generator supports missions, equipment, and personnel, for real-world events. A continuous source of power is required to maintain operational readiness.

OBJECTIVE

The FCC’s objective to put in a place a Kohler Certified and SAM.gov registered Contractor (must utilize Kholer Certified technicians) to support the FCC’s Type I site generator maintenance. The FCC intends to award a firm fix price (FFP) contract/purchase order to the responsible company submitting a technically acceptable quotation at the lowest price (LPTA). This is an all-or-none requirement, partial proposals will be deemed unresponsive and will not be evaluated. The FCC intends to award contract/purchase order based on initial quotations, without holding site visits.

PERIOD OF PERFORMANCE

The period of performance is from date of award for one (1) base year with three (3) one-year option periods beginning October 1, 2021.

PLACE OF PERFORMANCE

The places of performance are:

1. Allegan, Michigan;

2. Belfast, Maine;

3. Canandaigua, New York;

4. Grand Island, Nebraska;

5. Kingsville, Texas;

6. Douglas, Arizona;

7. Kenai, Alaska;

8. Ferndale, Washington;

9. Honolulu, Hawaii; and,

10. Livermore, California.

11. Vero Beach, Florida

12. Powder Springs, Georgia (primary)

13. Powder Springs, Georgia (secondary)

SCOPE

The contractor shall provide scheduled preventative maintenance service for FCC generators located nationwide.

REQUIREMENTS

The contractor shall supply all labor, materials, equipment, and supplies to perform the functions and tasks unless otherwise specified. Contractor must be a Kohler certified technician and registered on the System for Award Management (SAM.gov) prior to award.

INSPECTIONS AND PREVENTATIVE MAINTENANCE

Semi-annual inspections will be completed in October/November (major) and May/June (minor) based on the equipment listed in PWS 6.3. Generator planned maintenance shall adhere to manufacturer/industry recommended guidelines to cover all manufacturer recommended actions, including but not limited to the following:

As a part of the preventative maintenance program, the contractor shall replace seven (7) batteries (and dispose of old batteries) the following schedule:

· Option Year 2: 7 replacements – Locations: TBD

· Option Year 3: 7 replacements – Locations: TBD

DISPOSAL

Contractor shall ensure proper disposal of all liquid (i.e. oils, gas, diesel and filters, etc.). Contractor shall endeavor to reduce generation of waste materials to minimize risks to the environment, customer, the general public, and its personnel and to comply with all federal and environmental laws and regulations.

EQUIPMENT LIST AND LOCATIONS:

All services must be conducted in accordance with all applicable manufacture’s maintenance services, schedules and recommendations, National/ State/ Local codes, regulations, and acceptable engineering and safety standards.

Safety. The Contractor shall provide all safety equipment in accordance with OSHA standards including personnel wearing reflective gear at staging areas and installation sites during periods of limited visibility.

The vendor shall perform services listed in PWS Section 6 for the following equipment:

SUFFICIENT OVERSIGHT

The Contractor shall provide a single point of contact (POC) who will provide sufficient oversight to ensure that all personnel are functioning in accordance with their designated labor categories and at acceptable levels of professional performance; all activities performed are covered by this SOW; positions called for by contract CLINs are filled promptly and kept filled with qualified, competent, and trained personnel. The Contractor shall control the activities of Contractor and subcontractor personnel at all sites.

The name and contact of the single POC and an alternate who shall act for the contractor when the POC is absent shall be designated in writing to the Contracting Officer.

The designated POC shall be available to coordinate all related service questions and/or problem resolution. Program Lead duties include:

· Working with the COR

· Receiving and relaying detailed instructions

· Reporting on or verifying any information related to any FCC order request

· Contract status updates

· Status of funds for task orders

· Notification of any changes/updates related to performance

DELIVERABLES/DELIVERY SCHEDULE

The contractor shall deliver and install all consumables required to maintain the generators. The contractor must include in the proposal any required functions, not provided by the contractor.

The contractor is required to have back up battery to test current battery when performing preventive maintenance inspection. The contractor shall provide inspection report and specific list of repairs and services.

In addition, the contractor must provide a checklist of all items observed during every maintenance visit. The contractor must receive proper authorization prior to repairing any item found during maintenance assessment. All reports and repair authorization should be coordinated with Mr. Robert Smalley via email at bob.smalley@fcc.gov or via phone at 770.222.423. Any repairs initiated or completed without FCC’s/Robert Smalley’s prior approval will not be covered under this contract. Contractor shall provide employees and company name to Robert Smalley 24 hours prior to visits.

STATUS REPORTS

The contractor shall be responsible for performing preventative maintenance and inspection of the mechanical and electrical components of the generators. The contractor shall report the operating status the unit(s) to the COR or the designated government representative. Contractor will make recommendations and provide a quote outlining the costs and timeline to perform any recommended repairs for any deficiencies that require repair. Status reports shall be submitted to the COR at the completion of each site visit during the month of which the inspection, preventative maintenance and/or emergency service occurred. The Status Report shall denote all applicable details and quality control measures implemented.
