STATEMENT OF WORK
FOR
REVERSE DETECTION SYSTEM
MINOT AFB, ND
MAGIC CITY GATE & MINOT GATE
1. GENERAL. The contractor shall provide all personnel, labor, management, tools, equipment, supplies, license, and permits necessary to provide and install a Reverse Detection System at the entrances of both Bldg. 1010 Minot Gate and Bldg. 195 Magic City Gate. The reverse detection system will include all materials, turn on service and any onsite trouble shooting. Installation will include installation of poles/posts, including installation of applicable concrete footings as well as the mounting of furnished equipment (i.e sensors, signs, power equipment, and controller cabinets which will be located at the Installation Access Control gates). System must be able to operate in extremely cold clime, -30F, and should be able to work with little visibility during snowfall and/or at night. All work shall be performed in accordance with federal, state, and local laws, to include manufacturer specifications, standard commercial practices, and this Statement of Work (SOW).
2. PERIOD OF PERFORMANCE. Completion of work shall be 30 days from the date of award. (The Contractor shall indicate a time schedule based on standard commercial delivery schedules.):
2.1. DUTY HOURS/WORK HOURS. Normal duty hours shall be 0600 – 1830 Monday through Friday. Saturday, Sunday and after normal duty work hours shall be coordinated by the contractor with the POC in the contractor’s submitted schedule. Federal Holidays are excluded.
If conditions exist, or an emergency arises which will prevent in a completion date longer than
60 days, the contractor shall notify the customer and submit a schedule for completion of work.
Justification shall be given as to why additional time is needed, with cause of delays.
2.2. Contractor Schedule. Upon contract award, the contractor shall submit a work schedule for construction, installation, completion, and training.
3. REQUIREMENTS. The Reverse Detection system shall include:
- Wrong way detection warning poles at the entrance of each outbound gate (see map)
- Poles will include solar panel power
- “Wrong Way” signage that will blink with LED lights when a wrong way car is in vicinity of it to notify the driver (Warning zone”)
- Detector Pole in the “Alert Zone” that will sound an alarm at the guard shack with strobe lights that will be actuated when a wrong way drivers passes by it
- Cabinet at Gate that will house alarm system and the ability for Security forces to be able to turn off alarm
- All signs will be synched to flash and aimed towards the center of the lane downstream towards the direction of wrong way traffic
. (The contractor shall be responsible for coordinating with 5th Civil Engineering Squadron if needed for work orders. Work orders must be submitted thru Bldg. 1002 Facility Manager. Dig permits must be obtained thru CE)
3.1. Road Construction. The contractor shall be responsible for construction and/or subcontracting construction work associated with installation of the Reverse Detection System.
4. SECURITY/INSTALLATION CONTROL. The contractor shall adhere to all Minot AFB installation entry requirements. All required information shall be briefed upon contract award.
5. WARRANTY. A standard two (2) year warranty in accordance with standard commercial practices shall be included for installation, workmanship, defects, etc. Unlimited Phone Support.
Company will provide shipping for repair parts during the service period. Price includes all travel, lodging and labor costs associated with supporting the system.
