About this file
This document outlines requirements for a statement of work to procure silicon-on-insulator wafers. The National Institute of Standards and Technology requires two lots of 25 SOI wafers with device silicon layers of 20±1 micrometers and 40±1 micrometers thickness to aid in back-etching for back illumination in single photon-single electron devices. Wafers must meet specified tolerances for buried oxide thickness, silicon handle properties, and resistivity. Delivery of all supplies to the stated Gaithersburg, Maryland address must occur within three months of award. Inspection and acceptance will be completed within 10 working days of receipt, with net 30 payment terms upon proper invoicing and acceptance of conforming items.

STATEMENT OF WORK/REQUIREMENTS DOCUMENT
Title: SOI wafers for Single Photon-Single Electron devices Requesting Lab: PML
BACKGROUND INFORMATION AND SCOPE
As part of its effort in Single Photon-Single Electron devices, the Government requires silicon-on-insulator (SOI) wafers with varying device layer thicknesses, to aid in back-etching for back illumination mode of operation.
The Contractor shall deliver a quantity of two lots of 25 SOI wafers, inclusive of FOB Destination delivery.
MINIMUM REQUIREMENTS
The Contractor shall provide wafers that meet all technical specifications identified below.
All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components are not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
1) “Device” or “Sacrificial” Si layer:
a. Orientation <100>
b. Finish polished.
c. One flat.
d. Intrinsic or lightly doped (intrinsic preferred).
i. Minimum resistivity 1000 W-cm.
ii. Stronger preference will be given to larger resistivity.
e. One set (quantity 25 wafers) with thickness of 20 mm ± 1 mm.
f. One set (quantity 25 wafers) with thickness of 40 mm ± 1 mm.
2) Buried oxide or BOX:
a. Maximum thickness 3 mm.
3) Handle
a. Orientation <100>
b. Finish polished.
c. One flat.
d. Heavily doped.
i. Maximum resistivity 50 W-cm.
ii. Stronger preference will be given to smaller resistivity.
e. Diameter of either 75 or 100 mm.
f. Heavily-doped (p-type or n-type).

DELIVERY TERMS
Delivery shall be F.O.B Destination and shall occur not later than 3 months from date of an award.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:
National Institute of Standards and Technology Shipping and Receiving 100 Bureau Drive, Building 301 Gaithersburg, MD 20899 Neil Zimmerman, 220/B364
***Due to ongoing limited site access of the NIST facilities, the Awardee SHALL confirm with the Designated Government Official and the Contracting Officer prior to ANY shipment to NIST***
INSPECTION & ACCEPTANCE
A visual inspection of the equipment will be performed by the NIST SME to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.
Ownership of the equipment shall transfer to NIST upon acceptance by the Government.
The Government will inspect and accept or reject the equipment within 10 working days of the receipt of the equipment unless otherwise indicated above.
PAYMENT SCHEDULE
Advance payment is not authorized. The Contractor must invoice in arrears according to the payment schedule. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after acceptance by the SME of materials, AND
1. After receiving an invoice submitted properly, IAW the purchase order terms and conditions.
