NovAtel GrafNav Licenses
Requirements Document
For 704th Test Group/746th Test Squadron
11 August 2023
1.0 PURPOSE
The 746th Test Squadron (746 TS) at Holloman Air Force Base, New Mexico operates the Central Inertial and Global Positioning System (GPS) Test Facility. This premier test facility is the United States Air Force center of excellence for guidance and navigation testing of developmental and operational weapons systems. The 746 TS utilizes NovAtel GPS receivers and Waypoint post-processing software as part of the Ultra High Accuracy Reference System (UHARS). The UHARS program invested in the development of a state-of-the-art reference system with high accuracies for testing and evaluating future navigation and guidance systems in an electronic warfare environment where modernized and legacy GPS signals are jammed from friendly or hostile systems. The NovAtel GPS receivers and Waypoint post-processing software are a crucial subsystem of UHARS as they provide the high accuracy differential GPS solution necessary to generate high accuracy TSPI. The Novatel Waypoint software suite gives the ability to process a precise carrier phase GPS solution, which is a necessary input into the overall UHARS filter. GrafNav is a part of the Waypoint post-processing software suite as developed by NovAtel.
2.0 SCOPE
The Contractor shall provide software licenses that meet the following requirements:
2.1 Deliver 10 GrafNav perpetual licenses to allow differential post-processing to be performed on data collected from the UHARS NovAtel OEM729 and OEM628 receivers that the 746 TS currently owns. Software needs to be compatible and able to read in the data formats generated by these receivers.
2.1.1 Licenses shall enable installation and activation of the most recent version of GrafNav software on Windows 10 PCs.
2.1.2 Installation files need to be available offline and licenses shall include the option to activate software on machines that do not have an internet connection.
2.1.3 Software should be capable of full dual frequency GPS, GLONASS, BeiDou, Galileo and QZSS support.
2.1.4 Software needs to have static and kinematic processing capability.
2.1.5 Support for multiple base stations, providing high accuracy when generating differential and precise point positioning solutions.
3.0 MILESTONES
The contractor shall deliver 10 GrafNav perpetual software licenses to the 746 TS no later than 30 days ARO.
4.0 DELIVERABLES
The Contractor shall deliver all licenses to personnel from the 746 TS, Attn: Sean Abrahamson, sean.abrahamson.1@us.af.mil, at 1644 Vandergrift Rd, Building 1265, Holloman Air Force Base, New Mexico 88330.
