Apochromatic Stereoscope Statement of Need / Required Specifications

BACKGROUND

The National Institute of Standards and Technology (NIST) Engineering Laboratory (EL) Materials and Structural Systems Division (MSSD) studies the durability and service life of infrastructure materials (polymer, concrete, engineered composites) for resilience infrastructure applications. One of the key research focuses is to understand material properties through visualization of the samples and objects that cannot be seen with the unaided eye. Documentation of an object’s visual characteristics is important for documentation of samples throughout experimental studies for creating repositories of images for experimental integrity and evidence-based conclusions.

The MSSD operates various microscopes for visual characterization of various materials, but most operate on samples of minute size including glass slides (1 x 2) or materials embedded in 1” diameter epoxy pucks. Macroscopic samples, such as concrete core, would need to be sectioned down to a small area that is not always representative of the material. Furthermore, when analyzing materials, orienting analysis by macro imaging is helpful for comprehension of other results, microscopy or otherwise. Stereoscopy is useful in viewing images from large, multi-dimensional data sets produced by experimental data. Stereoscopes are useful in inspection of larger objects, whereas compound or electron microscopy are better for visualization of small specimens, thus complimenting the other microscopes operated by MSSD.

The MSSD will benefit from the use of this stereoscope for analysis of various infrastructure materials (polymer, cement, concrete and composites) in the “Engineered Materials for Resilient Infrastructure” program, NCST investigations, and other work in the study of material properties.

PURPOSE

The purpose of this acquisition is to procure a new stereoscope capable of apochromatic on-axis zoom microscope. The acquisition shall include all accessories necessary to operate the instrument, all tooling fixtures for conducting analysis using zoom features, and software to enable image analysis. The mentioned stereoscope system shall be equipped with an electronic, motorized zoom and focus with external coarse and fine focus controls. The subject requirement shall provide MSSD with the ability to characterize a wide variety of infrastructure materials.

DESCRIPTION OF REQUIRED PRODUCTS

The contractor shall provide one (1) new zoom microscope system which meets or exceeds the following requirements:

The contractor shall provide a system that meets all specifications identified below. All items shall be new. Used or remanufactured equipment will not be considered for award.

Experimental, prototype, or custom items will not be considered. The use of “gray market” items shall be shipped in the original manufacturer’s packing and include all original documentation and software, when applicable.

Main Primary Feature/specifications:

1. Motorized stage with dimensions greater than 13” x 8” with a travel range of at least 5” x 3.5”

2. 16x zoom with a high numerical aperture of NA 0.25 and able to achieve a numerical aperture of NA 0.57 in an object field of 1.5 millimeters enabling seamless zoom from an overview to detailed view

3. Digital, motorized zoom capabilities for accurate image sharpness over the magnification range.

4. High quality, 20-megapixel color camera, with 30 fps live function, reproducible image quality, HDR, and 28-full resolution color images per second.

5. Fully apochromatic light path with no spherical or chromatic aberrations.

Installation and training are to be completed at NIST Gaithersburg Campus.

WARRANTY REQUIREMENTS

The Contractor shall provide, at a minimum, a one-year warranty for the equipment. The warranty shall cover all parts, labor, and travel. The warranty shall commence upon successful completion of delivery, installation, and training.

DELIVERY REQUIREMENTS

Delivery shall be made F.O.B. Destination within 90 days after Contractor receipt of order to the National Institute of Standards and Technology at the address identified below.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

INSPECTION & ACCEPTANCE

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

Performance Tests:

1. Operate and test the equipment in accordance with the minimum requirement specifications provided for the line items listed above.

NIST may choose at its discretion to forego this part of acceptance testing.

A visual inspection of the equipment will be performed by the NIST TPOC to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The contractor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.

Ownership of the equipment shall transfer to NIST upon acceptance by the Government.

The Government will test, inspect, and accept or reject the equipment within (60 working days it will take to inspect, accept or reject) of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.

INSTALLATION REQUIREMENTS

The Contractor shall provide installation for the microscope system to be scheduled on a mutually agreed upon time with the Contracting Officer Representative (COR) within 14 days after receipt and acceptance of delivery.

Installation shall include, at a minimum, uncrating/unpacking of all equipment, set-up and hook-up of all equipment, start-up, demonstration of specifications, and removal of all trash.

Contractor access to the NIST campus shall be scheduled in advance with the COR and shall adhere to the COVID-19 mitigation guidelines that will be provided prior to

TRAINING REQUIREMENTS

The Contractor shall provide training for the microscope system, to be conducted within 14 days after installation of system, at the NIST Gaithersburg Campus.

Training shall include, at a minimum, detailed in person instruction for one (1) government employee, on the use of the microscope including but not limited to sample loading, altering light sources, understanding zoom capabilities, basic cleaning and maintenance of the microscope, detailed explanation on the use of the software package, and any other techniques that enhance the use of the device.

Instruction manuals shall also be provided on use of the microscope and the software package.

PAYMENT SCHEDULE

Advance payment is not authorized. The Contractor must invoice in arrears according to the payment schedule. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after installation and acceptance by the COR of fully installed system, AND

2. After the successful completion of the testing requirements set forth in this document under section set forth in this document, AND

3. After successful demonstration by the instrumentation that it performs IAW the technical requirements set forth in this document AND

4. After receiving an invoice submitted properly, IAW the purchase order terms and conditions.

NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
