About this file

This document is a Requirements Document for a Single-mode Microwave Reactor to be used by the National Institute of Standards and Technology (NIST) in their Boulder nanomagnetics lab. The goal of the contract is to acquire a commercial, single-mode microwave reactor for the fabrication of magnetic nanoparticles to be integrated with semiconductor devices. The required system must meet specific technical requirements, including at least 800 watts of microwave power, a reaction temperature up to 300 degrees Celsius, magnetic stirring up to 1000 RPM, and a minimum 20 mL reaction volume. The contractor must provide the microwave reactor, temperature probe, reaction vials, snap caps, septa, and stir bars. The period of performance is 9 weeks ARO, with FOB Destination delivery. The Government will inspect and accept the equipment within 5 working days. The contractor must provide a minimum 3-year warranty covering hardware, software, technical support, and software updates. Payment will be 100% upon delivery and acceptance.

Requirements Document Magnetic Material Metrology for Integrated Circuits

PML Division 686

I. BACKGROUND INFORMATION

The semiconductor supply chain is global, specialized, and interconnected. Chipmakers do business with thousands of individual suppliers who provide the highly complex materials and tools used to produce semiconductors. To address the lack of full visibility into the semiconductor market supply chain and R&D ecosystem gaps, NIST will conduct the measurement science, or metrology, critical to the development of new materials, packaging, and production methods in chip manufacturing.

This acquisition is for a commercial, single-mode microwave reactor to be used for the fabrication of magnetic nanoparticles with narrow size distribution to be integrated with semiconductor devices. The program will develop the metrology, materials, and methods needed to integrate magnetic components with semiconductor materials, thereby reducing the size and improving the functionality of electromagnetic systems for communications, radar, and advanced computation.

II. SCOPE

The goal of this contract is to supply a microwave reactor for the NIST Boulder nanomagnetics lab. The Contractor shall deliver a quantity of one (1) microwave reactor and associated supplies, inclusive of FOB Destination delivery and warranty.

III. MINIMUM REQUIREMENTS

The Contractor shall provide a system that meets all technical specifications identified below.

All items must be new. Used or remanufactured equipment will not be considered for award.

Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Brand Name or Equivalent This is a brand name or equivalent requirement for a MONOWAVE 400 manufactured by ANTON PAAR (10215 Timber Ridge DR, Ashland, Virginia 23005-8135). Brand name or equivalent description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency’s requirement. All equipment must be new. Used or remanufactured equipment will not be considered for award.

Line Item 0001:

Description: Microwave Reactor and associated compatible supplies Quantity: 1 Lot

A. Single-mode microwave reactor (Monowave 400)

a. At least 800 watts delivered to the microwave cavity

b. Reaction temperature up to 300 degrees Celsius

c. Magnetic stirring up to at least 1000 revolutions per minute

d. Operation volume at least 20 milliliters

B. One (1) Fiber optic temperature probe C. One (1) box Reaction vials 30 mL (10 pieces) D. One (1) package Wide neck snap caps (10 pieces) E. One (1) package PTFE septa (50 pieces) F. One (1) package Stir bars (10 pieces)

Standards of Acceptance: The NIST SME or COR shall review permeability measurement system and respond with an acceptance or request-for-revision email to the Contractor Point of Contact (POC) within 2 weeks of delivery of system.

IV. PERIOD OF PERFORMANCE/LEAD TIME

The period of performance is 9 weeks ARO.

V. DELIVERY TERMS

Delivery shall be FOB Destination and shall occur in accordance with the delivery due dates provided in the above section.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

DOC/NIST

325 Broadway Street Boulder, CO 80305

VI. INSPECTION & ACCEPTANCE

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment in which the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

Performance Tests:

1. Verification of system specifications.

NIST may choose at its discretion to forego this part of acceptance testing.

A visual inspection of the equipment will be performed by the NIST COR to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government, at any time prior to acceptance, shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.

Ownership of the equipment shall transfer to NIST upon acceptance by the Government.

The Government will test, inspect, and accept or reject the equipment within 5 working days of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.

VII. WARRANTY

The contractor shall warranty the entire system for a period of a minimum of 3 years after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4. Warranty shall commence upon acceptance of the system by the Government and, at a minimum, shall include the following: Hardware, software, technical support, and any software updates.

VIII. PAYMENT SCHEDULE

Advance payment is not authorized. The Contractor must invoice in arrears according to the payment schedule. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

Delivery 100 %

NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
