Requirements Document RF Metrology for High-Frequency Transistor Models

Requesting Lab/Division: CTL/675

I. BACKGROUND INFORMATION

The semiconductor supply chain is global, specialized, and interconnected. Chipmakers do business with thousands of individual suppliers that provide the highly complex materials and tools used to produce semiconductors. To address the lack of full visibility into the semiconductors markets supply chain and R&D ecosystem gaps NIST will conduct the measurement science, or metrology, critical to the development of new materials, packaging, and production methods in chip manufacturing.

To this end, the National Institute of Standards and Technology’s (NIST) Spectrum Technology and Research division performs research and calibration services in radio frequency noise metrology in support of high-frequency transistor models in the US semiconductor industry. This purchase will support our development of measurement techniques for noise parameters of new ultra-low noise figure transistors. To precisely characterize their properties, we need to be able to calibrate our vector network analyzers (VNAs) across a wide frequency range. The wideband calibration kits we seek to procure are crucial to ensuring that the VNAs are calibrated accurately to provide high quality measurements.

II. SCOPE

This statement of work is for the purchase of three (3) different coaxial mechanical calibration kits that will be used for traceable noise measurements with vector network analyzers. This is inclusive of FOB destination delivery and calibration data.

III. MINIMUM REQUIREMENTS

The Contractor shall provide a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components are not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Brand Name or Equivalent This is a brand name or equivalent requirement for manufacturers Keysight (1400 FOUNTAINGROVE PARKWAY, SANTA ROSA, CA 95403) or Rohde & Schwarz (6821 BENJAMIN FRANKLIN DR, COLUMBIA, MD 21046). Brand name or equivalent description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency’s requirement. All equipment must be new. Used or remanufactured equipment will not be considered for award.

Description: 1 mm calibration kit Quantity: 1

A. Technical Specifications

1. All calibration standards mate to 1 mm connector series as specified by IEEE 297

2. Calibration frequency range 0 GHz – 110 GHz

3. Torque wrench appropriate to the connector series

4. At minimum, one of each of the following coaxial mechanical standard loads: precision match (male), precision match termination load (female), precision short (male), precision short (female), open (male), open (female), through adapter (male to male), through adapter (female to female)

5. Additional standards (offset shorts, offset opens, male to female adapters, etc.) as necessary to meet performance specifications

6. Calibration data on each standard as necessary to apply calibration corrections on Keysight and Rohde & Schwarz VNAs

7. For all matched termination standards across the full calibration frequency range: either

(a) residual return loss error terms “load match” / “source match” greater than 24 dB demonstrated when used in a commercial VNA, and/or (b) any combination of the following: return loss of all precision match terminations greater than 24 dB, or additional offset short/open standards as needed to achieve similar calibration performance.

8. Otherwise characteristics not specified here should be broadly similar to Keysight 85059B or Rohde & Schwarz ZV-Z210

A. Technical Specifications

1. All calibration standards mate to 1.85 mm connector series as specified by IEEE 297

2. Calibration frequency range 0 GHz – 67 GHz

3. Torque wrench appropriate to the connector series

4. At minimum, one of each of the following coaxial mechanical standard loads: precision match (male), precision match termination load (female), precision short (male), precision short (female), open (male), open (female), through adapter (male to male), through adapter (female to female)

5. Additional standards (offset shorts, offset opens, male to female adapters, etc.) as necessary to meet performance specifications

6. Calibration data on each standard as necessary to apply calibration corrections on Keysight and Rohde & Schwarz VNAs

7. For all matched termination standards across the full calibration frequency range: Return loss greater than 24 dB, defined either (a) for each fixed termination itself or (b) as the residual error terms “source match”/“load match” in calibration measurements demonstrated in use with a commercial VNA.

8. Otherwise, characteristics should be broadly similar to Keysight 85058E or Rohde & Schwarz ZN-Z218

1. All calibration standards mate to 2.92 mm connector series as specified by IEEE 297

2. Calibration frequency range 0 GHz – 40 GHz

3. Torque wrench appropriate to the connector series

4. At minimum, one of each of the following coaxial mechanical standard loads: precision match (male), precision match termination load (female), precision short (male), precision short (female), open (male), open (female), through adapter (male to male), through adapter (female to female)

5. Additional standards (offset shorts, offset opens, male to female adapters, etc.) as necessary to meet performance specifications

6. Calibration data on each standard as necessary to apply calibration corrections on Keysight and Rohde & Schwarz VNAs

7. For all matched termination standards across the full calibration frequency range: Return loss greater than 24 dB, defined either (a) for each fixed termination itself or (b) as the residual error terms “source match” / “load match” in calibration measurements demonstrated in use with a commercial VNA.

8. Otherwise, characteristics should be broadly similar to Keysight 85056KE02 or Rohde & Schwarz ZN-Z229

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. VI. INSPECTION & ACCEPTANCE

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

Performance Tests:

NIST will perform test calibrations using its VNAs and potentially compare against other validation standards in its labs.

NIST may choose at its discretion to forego this part of acceptance testing.

A visual inspection of the equipment will be performed by the NIST SME/COR to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.

Ownership of the equipment shall transfer to NIST upon acceptance by the Government.

The Government will test, inspect, and accept or reject the equipment within 1 week of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.

VII. WARRANTY

No warranty is required beyond any terms set in FAR 52.212-4.

VIII. PAYMENT SCHEDULE

Advance payment is not authorized. The Contractor must invoice in arrears according to the payment schedule. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
