About this file
This requirements document specifies the technical specifications for a low-temperature powder analyzer accessory solicitation. The National Institute of Standards and Technology seeks to acquire an accessory enabling low-temperature diffuse reflectance Fourier transform infrared spectroscopy measurements from -150°C to 450°C. The accessory must integrate into an existing Bruker Invenio FTIR spectrometer and include temperature control from -150°C to 450°C, pressures from vacuum to atmospheric, windows suitable for infrared spectroscopy from 100 to 4000 cm-1, at least two user-supplied gas ports, and a 90-day warranty. Bidders must deliver the accessory, temperature controller, and operations manual within 8 weeks of award. The government will verify all minimum requirements are met for acceptance.
The related federal contract opportunity is a solicitation from the Department of Commerce National Institute of Standards and Technology to acquire this low-temperature powder analyzer accessory, as specified in the requirements document.

STATEMENT OF REQUIREMENTS
TITLE: Purchase of Low-Temperature Powder Analyzer Accessory
BACKGROUND OF PROPOSED ACQUISITION:
The Chemical Sciences Division is currently working to develop instrumentation, measurement techniques, and technical reference materials in support of Direct Air Capture (DAC) studies within the NIST Carbon Capture
Program (CCP). Recently, a contract award was made within the CCP for an FTIR-based powder analyzer and high temperature cell accessory.
The acquisition of an additional Low Temperature Cell will enable this system to analyze samples at much lower temperatures in a controlled environment. These lower temperatures extend the usefulness of the powder analyzer to include samples specific to the DAC program. The acquisition of this cell will extend a capability that NIST has already procured to additional programs further NIST’s mission.
DESCRIPTION/PURPOSE OF ITEM/SERVICE TO BE ACQUIRED:
The contractor shall provide an accessory enabling low-temperature and pressure diffuse reflectance Fourier
Transform Infrared Spectroscopy (DRIFTS) measurements of powders with an existing FTIR spectrometer smeeting the following minimum specifications:
1. Reaction cell shall integrate into a Bruker Invenio FTIR spectrometer fitted with a Praying Mantis
DRIFTS system.
2. Cell shall be removable to permit normal room-temperature DRIFTS measurements as provided by
Bruker as well as other reaction cells (i.e. no permanent or irreversible modifications to the existing system can be required for installation).
3. Reaction cell temperature shall allow measurements at temperatures from –150ºC (123 K) to 450ºC (723
K) using liquid nitrogen as a coolant and an integrated heating cartridge
4. Reaction cell pressures shall be capable of operating at pressures from vacuum (< 1 mPa) to atmospheric pressure.
5. Cell shall include a thermocouple or other temperature prove to monitor the cell temperature during measurements.
6. The equipment shall include Windows used for spectroscopy must be potassium bromide or other material fully suitable for infrared spectroscopy from 100 cm–1 to 4000 cm–1 or greater.
7. The equipment shall include a temperature controller specifically tuned for the temperature range and heating/cooling of the reaction cell must be provided.
8. Electrical requirements shall be U. S. standard 60 Hz, 110V and not exceed 20A with a U. S. style plug.
9. The equipment shall include at least two ports for user-supplied gases and/or vacuum must be provided.
10. Fittings shall be ¼” VCR or VCO.
11. The equipment must include a hard copy or electronic operations manual.
WARRANTY:
The Contractor shall provide, at a minimum, a ninety-day warranty for the equipment. The warranty shall cover all parts and labor. The warranty shall commence upon successful Government acceptance.
DELIVERABLES:
Normal duty hours are Monday through Friday, 7:30 a.m. to 3:00 p.m. with the exception of Federal holidays.
