STATEMENT OF WORK
I. Background:
Our laboratory develops radiometers for quantifying the power of light in different regions of the electromagnetic spectrum, including the infrared and terahertz ranges. For testing these radiometers at well-defined wavelengths in these regions outside of the visible spectrum, specialized laser sources are required. In addition to the laser module, a collimating lens, laser driver, and thermo-electric cooler (TEC) must be included by the manufacturer to make the laser system fully functional.
II. Scope:
We require a long-wave distributed feedback (DFB) quantum cascade laser (QCL) operating in continuous-wave (CW) mode near a wavelength of 14.3 µm. We develop instruments and optical systems in the frequency range from 2 µm to 30 µm, and we use laser sources for system characterization at discrete wavelengths within this range. Currently, we have a gap in coverage near 14.3 µm that we plan to fill with this new acquisition. In addition to the requirement for center wavelength near 14.3 µm, the laser must output a power of at least 1 mW near its center wavelength while operating in CW mode.
III. Itemized Technical Requirements:
The quantum cascade laser system, containing a laser module, temperature control, and associated optics, must meet the following requirements and specifications:
General requirements for the system:
1) must provide information (print or online) for hardware
Itemized performance and feature specifications for the system:
1) Continuous wave (CW) laser output center wavelength range of 14.1 μm ± 0.2 μm.
2) Laser output power shall be greater than or equal to 1 mW.
3) Continuous, mode-hop-free tuning over the minimum wavenumber range of ±1 cm−1.
4) Laser linewidth of less than or equal to 100 MHz.
5) Laser shall be mounted on a thermoelectric cooler and sealed inside a high heat load (HHL) package.
6) Laser package shall include a collimation lens.
7) Collimated laser beam diameter at output shall be less than or equal to 5 mm.
8) Laser output shall be linearly polarized.
9) Laser package shall include thermistor readout for the laser chip temperature.
10) CW laser output shall be temperature tunable, resulting in mode-hop-free operation.
11) The laser HHL housing shall be operable at a temperature of +20 °C.
12) CW laser operation shall be achieved with the QCL chip operating within the temperature range of −20 °C to +20 °C.
13) CW laser current driver and temperature controller included for normal operation.

V. Delivery Terms
Delivery shall be F.O.B Destination with delivery within 90 days ARO.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

VI. Inspection & Acceptance
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Performance Tests:
The laser system should be tested by the manufacturer prior to shipping to ensure that it functions properly and meets our specifications for center wavelength and power output. Upon receipt at NIST, the system will be inspected for damage. If there is no damage, the operation of the laser system will be tested using infrared detectors, to verify that the system meets our specifications for center wavelength and power output. If there is no damage and the test is passed, NIST will accept the instrument.
NIST may choose at its discretion to forego this part of acceptance testing.
A visual inspection of the equipment will be performed by the NIST TPOC to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.
Ownership of the equipment shall transfer to NIST upon acceptance by the Government.
The Government will test, inspect, and accept or reject the equipment within 7 working days of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.
VII. Warranty
The contractor shall warranty the entire system for a period of a minimum of one year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4. Warranty shall commence upon acceptance of the system by the Government and at a minimum shall include the following:

Advance payment is not authorized. The Contractor must invoice in arrears according to the payment schedule. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after installation and acceptance by the TPOC of fully installed system, AND
1. After the successful completion of the testing requirements set forth in this document under section set forth in this document, AND
1. After successful demonstration by the instrumentation that it performs IAW the technical requirements set forth in this document AND
1. After receiving an invoice submitted properly, IAW the purchase order terms and conditions.
NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
